Prolonged heavy rains cause soil and rocks to be saturated with moisture.
In the past 24 hours (from 4:00 a.m. on October 8 to 4:00 a.m. on October 9), the provinces of Lao Cai, Tuyen Quang, Cao Bang, Thai Nguyen and Bac Ninh continued to experience moderate to heavy rain, with very heavy rain in some places.
Some locations recorded significant rainfall such as Hoang Thu Pho (Lao Cai) 26.6mm, Hung Duc (Tuyen Quang) 43mm, Luong Bang (Thai Nguyen) 24.4mm, Vinh Phong ( Cao Bang ) 12.8mm and Xuan Huong (Bac Ninh) 49.8mm.
According to soil moisture models, many of these areas have reached or are close to saturation levels above 85%, meaning the soil is no longer able to absorb water, increasing the risk of landslides if the rain continues.

High risk of landslides despite reduced rain
It is forecasted that in the next 3 to 6 hours, the above provinces will continue to have rain, with accumulated rainfall of about 5-10mm, in some places exceeding 20mm. Although the rainfall is not too heavy, because the soil has been soaked for many days, just a short rain can trigger landslides and subsidence on weak slopes, residential areas near mountains or streams.
The meteorological agency warned that the rain that has lasted for many days has saturated the soil and rocks on the slopes, making them susceptible to landslides even when the weather temporarily stops raining.
In the next 6 hours, many communes and wards in the northern mountainous provinces are forecast to have the possibility of dangerous landslides, directly affecting people's lives and traffic.
Localities need to closely monitor the development of floods and rains and proactively warn people in high-risk areas, especially residential areas located close to mountainsides, along rivers and streams, or in areas with a history of landslides.
Level 1 warning of landslide and land subsidence impacts
Currently, the warning level for natural disaster risks due to landslides and land subsidence is at level 1, however, if the rain continues, the level may be raised. Landslides not only cause loss of life and property, but also cause traffic congestion, destroy infrastructure, and seriously affect agricultural production and people's lives.
Authorities are advised to review vulnerable points, river sections with strong currents or blockages, to promptly reinforce, evacuate residents and proactively respond, minimizing damage when landslides occur.
