Early completion of flood map and response scenario for urban flooding in Da Nang

DNO - On the afternoon of October 9, the City People's Council's supervision delegation, led by the Head of the Urban Committee of the City People's Council, Le Tung Lam, as deputy head, had a thematic supervision session with the Department of Construction on "Planning, construction investment, and implementation of flood prevention solutions in the central urban area of ​​Da Nang city (old) and the center of Tam Ky city, Quang Nam province (old)".

According to the Department of Construction, in the center of Da Nang (old), although priority is given to investment in renovating and building the drainage system, flooding still occurs due to rapid urbanization and the need for large resources. The main canals and sewers are still not able to meet the drainage capacity.

Regarding planning, Da Nang has issued a plan to manage and develop the drainage system for the 2019 - 2025 period with 10 key groups of tasks such as decentralizing management, investing in rainwater and wastewater drainage works, upgrading inter-ward sewer systems, and renovating sidewalks...

In the old city of Tam Ky, the drainage system is greatly affected by the water level of the Tam Ky - Ban Thach River. When the river water rises, rainwater in the inner city is difficult to drain, causing local flooding. The People's Committee of the old city of Tam Ky has approved a project to improve flood prevention capacity, including hydraulic modeling, flood scenario simulation, proposed solutions to reduce flooding and building software to manage the drainage network.

Also according to the Department of Construction, after the historic rain on October 14, 2022, the People's Committee of Da Nang City (old) directed the Department of Construction to comprehensively assess the drainage system, determine the cause and propose solutions.

Urgent measures deployed include: dredging, checking pumping stations, operating 24/7, lowering the water level of the regulating lake and warning people about areas at risk of flooding.

During the monitoring session, the monitoring team suggested that a comprehensive assessment of the entire drainage system in the city be conducted to accurately determine the causes of flooding in each area. Based on that, relevant units should propose investment policies and upgrade infrastructure in accordance with the reality of urban development and climate change.

The delegation also noted the need to review the operation mechanism of Thuan Phuoc Pumping Station to ensure effective operation during the rainy and stormy season; and to supplement and invest in additional pumping systems at key drainage routes to support timely drainage.

It is also recommended that the aperture of drainage pipes, especially in areas that are frequently flooded, be checked and re-evaluated for timely adjustment and replacement if necessary.

Regarding planning, members proposed to re-evaluate the current status of Phu Loc canal and canals around Da Nang airport area, thereby integrating them into the overall drainage plan.

In addition, special attention should be paid to rainfall and terrain characteristics in the mountainous areas of Phuoc Tuong, Phuoc Ly and Thanh Vinh, in order to have appropriate drainage solutions.

For the old Tam Ky city area, the monitoring team recommended that in the planning, priority should be given to the "forced" solution of a pumping system to proactively control flooding in situations of prolonged heavy rain...

Concluding the monitoring session, Head of the Urban Committee of the City People's Council Le Tung Lam acknowledged the efforts and endeavors of the construction sector in advising the City People's Committee on specialized fields, especially in implementing contents related to planning and management of urban technical infrastructure.

Through the monitoring session, the members of the monitoring team hope that the Department of Construction will provide more complete and clear information to serve the analysis and assessment work in a comprehensive and in-depth manner. From there, clarify the specific causes and responsibilities in the process of implementing tasks, especially in forecasting and planning work.

The Head of the Urban Committee requested the Department of Construction to seriously and fully absorb the opinions of the members of the monitoring team; at the same time, closely follow the proposed outline and plan to continue perfecting the report to serve the monitoring work.

Regarding professional content, Mr. Le Tung Lam requested the Department of Construction to re-evaluate the progress, quality and effectiveness of the city's drainage planning projects; and promptly complete the flood map and response scenario for flooding in the area.

In the coming time, the industry needs to focus on urgent and priority solutions in urban flood prevention and control, while preparing timely response plans for possible unusually heavy rains.

Along with that, it is necessary to soon develop a plan to develop and manage the drainage system for the period 2026 - 2030, ensuring consistency, efficiency, and conformity with the city's sustainable development orientation in the coming time.
