After many times the people sent petitions to the Residential Group 2 Kien Thiet, the People's Committee of Phuoc Hoa Ward, the People's Committee of the ward invited Ms. Loan and Ms. Nga to work. After that, Ms. Nga stopped encroaching on alley 191; Ms. Loan committed to correcting the situation and asked for an extension to find a new place to do business. Believing that Phuoc Hoa Ward's handling of the violation was slow, on June 19, the people continued to send a petition reflecting the above content to the Citizen Reception Committee of the People's Committee of Nha Trang City. In the petition, the people stated that currently, Ms. Loan no longer encroaches on alley 191 to sell coffee but has moved tables and chairs to the sidewalk in front of house number 195 Nguyen Thi Minh Khai Street to continue doing business; thus, Phuoc Hoa Ward has not yet completely handled the matter. The people said that the act of occupying the alley as a place to do business for many years has caused disorder and disunity in the residential area, so they recommended that the ward should rectify the situation.
According to the reporter's record on June 19, on the sidewalk in front of house number 195 Nguyen Thi Minh Khai Street, there are still plastic tables and chairs encroaching on the sidewalk to sell coffee and soft drinks. The reporter reported this content to the leaders of Phuoc Hoa Ward People's Committee.
The ward has checked and handled thoroughly.
Working with reporters on June 20, Mr. Nguyen Xuan Hieu - Vice Chairman of Phuoc Hoa Ward People's Committee said that the Ward People's Committee had received and invited relevant people to work in accordance with regulations and authority. Specifically, on March 27, at the meeting with the Ward People's Committee, Ms. Loan stated: "I am old, have no job, and sell coffee in the morning to earn money to support my life. In the past, I played music and made noise, but now I have fixed the noise...". Concluding the meeting, the Ward People's Committee clearly stated its opinion and explained to Ms. Loan that encroaching on alley 191 Nguyen Thi Minh Khai street for trading was against regulations and asked her to correct her violation.
On March 28, the Ward People's Committee issued a Notice of Conclusion of the Chairman of the Ward People's Committee at the citizen reception, stating that, for the case of coffee business and spring roll sale in alley 191 Nguyen Thi Minh Khai street, the ward assigned Residential Group 2 Kien Thiet to organize and mobilize business households to maintain order and ensure urban beauty in this alley. On June 9, the ward continued to receive complaints from the people, the Ward People's Committee worked with and requested Ms. Loan to stop the violation, not to encroach on alley 191 Nguyen Thi Minh Khai for business, the deadline for correction was before June 16. On June 17, after inspection, Ms. Loan was no longer doing business in alley 191.
Regarding the content on June 19, people continued to send a petition to the Citizen Reception Committee of Nha Trang City People's Committee about Ms. Loan's repeated violation, moving to sell on the sidewalk in front of house number 195 Nguyen Thi Minh Khai Street, Phuoc Hoa Ward People's Committee conducted an inspection. After the inspection on the morning of June 20, the ward requested Ms. Loan to stop the violation and Ms. Loan complied. In the coming time, Phuoc Hoa Ward will regularly inspect Ms. Loan's case, handling her according to regulations if she continues to violate. According to the reporter's records on June 20 and June 23, in alley 191 and the sidewalk in front of house number 195 Nguyen Thi Minh Khai Street, there is no longer a situation of people encroaching to do business.
