The Prime Minister requested ministries, branches and localities to focus on implementing 8 major groups of tasks and solutions:
Firstly, expand and diversify export markets, reduce dependence on traditional high-risk markets. Take advantage of opportunities from FTAs/CEPA, exploit potential niche markets such as the Middle East, Africa, Latin America, North Africa, Halal markets, etc.
Second, strengthen trade promotion for strategic commodity groups, especially high-tech products: semiconductors, AI, automation, renewable energy - areas that can become new growth drivers of the economy .
Third, promote selective import promotion to serve domestic production, especially raw materials, components, and high-tech equipment, contributing to improving the internal capacity of the production sector.
Fourth, strongly develop domestic trade promotion: connect regional supply and demand; build the model of "Bringing Vietnamese goods to rural areas, industrial parks, and remote areas"; organize focused promotion programs to stimulate domestic consumption.
Fifth, promote digital transformation and green transformation in e-commerce: strongly deploy e-commerce on digital platforms, e-commerce, smart logistics; support businesses to apply green, clean, and sustainable standards to meet high-end market requirements.
Sixth, promote inter-sectoral linkages: The Ministry of Industry and Trade takes the lead in developing the National Trade Promotion Plan 2025-2030; the Ministry of Foreign Affairs actively promotes market opening and FTA signing; the Ministry of Agriculture guides production according to international standards; the Ministry of Finance and the State Bank create financial and credit conditions; the Ministry of Culture and Tourism combines promotion of culture and OCOP products, etc.
Seventh, promote the proactive and creative role of localities and industry associations in building specific trade promotion programs that are close to local and industry realities; encourage digital transformation in all promotion activities.
Eighth, strengthen State management of trade promotion activities, prevent trade fraud and counterfeit goods, and ensure a healthy and transparent business environment.
It can be affirmed that Directive No. 18/CT-TTg not only represents an important shift in the Government's thinking from passive, individual trade promotion to proactive, systematic, modern, but also opens up a long-term strategic orientation associated with digital transformation, green transformation and deep integration into the global value chain. This Directive has special significance in helping Vietnamese enterprises improve their competitiveness, flexibly adapt to unpredictable fluctuations of the world economy, effectively utilize FTAs, expand export markets, and develop a sustainable domestic market. Thereby, creating a driving force to promote export growth, increase the added value of Vietnamese goods, and firmly consolidate Vietnam's position in regional and global supply chains.
