The document states: On December 9, 2021, the Ministry of Information and Communications and the Border Guard Command signed Coordination Program No. 5115/CTr-BTTTT-BTLBP in information, communication and foreign information work in border, sea and island areas for the period 2021-2030 (the unit assigned to coordinate is the Department of Foreign Information).
On August 11, 2023, the Ministry of Culture, Sports and Tourism and the Border Guard Command signed the Coordination Program No. 3341/CTPH-BVHTTDL-BĐBP for the period 2023-2028 (the unit assigned to coordinate is the Department of Ethnic Culture). The contents of the 02 Coordination Programs have been effectively implemented in practice from the Central to the grassroots levels, contributing to maintaining national security, ensuring social order and safety, building peaceful, friendly, stable and developed border and island areas.

Recently, in order to streamline the organization of the political system, the state management of press and publishing under the Ministry of Information and Communications was transferred to the Ministry of Culture, Sports and Tourism. Accordingly, the Department of Foreign Information and the Department of Grassroots Information were decided to merge into the Department of Grassroots Information and Foreign Information; the Ministry of Culture, Sports and Tourism also decided to merge the Department of Ethnic Culture and the Management Board of the Cultural and Tourism Villages of Vietnamese Ethnic Groups into the Department of Culture of Vietnamese Ethnic Groups. Thus, the contents of the above-mentioned programs of coordination with the Border Guard Command are all under the state management function of the Ministry of Culture, Sports and Tourism.
In order for the contents of the coordination program between the Department of Culture, Sports and Tourism and the Border Guard force to be carried out continuously and consistently; the Ministry of Culture, Sports and Tourism requests the People's Committees of the provinces and centrally-run cities to direct the Department of Culture, Sports and Tourism; the Department of Culture and Sports; the Department of Tourism to coordinate with the Provincial and Municipal Border Guard Commands to continue to closely follow and implement the contents of the above-mentioned coordination programs.
After the two-level local government model is officially put into operation and the arrangement of local military agencies is completed, the Ministry of Culture, Sports and Tourism will coordinate with the Border Guard Command to issue documents guiding localities to implement the signing of the Program for coordination of cultural, sports, tourism, grassroots information, and foreign information in border, sea, and island areas for the period 2025 - 2030 to ensure compliance with the new situation.
