The 1st Congress of the Party Committee of the Ministry of Culture, Sports and Tourism, term 2025 - 2030, will take place over two days, from June 25 to 26, 2025, at the Hanoi Opera House, No. 1 Trang Tien, Hoan Kiem District, Hanoi. The Congress is attended by 250 official delegates, representing nearly 3,000 party members from 58 grassroots party organizations under the Ministry's Party Committee.
A very important milestone on the development journey
The Draft Political Report of the Congress clearly states that the Congress of Party Delegates of the Ministry of Culture, Sports and Tourism for the 2025-2030 term is a very important milestone on the development path of the Ministry and the Culture, Sports and Tourism sector.
The Congress takes place at a very special time. The country celebrates the 80th anniversary of its founding with many great achievements, especially after 40 years of renovation. The entire Party, people and army are striving to compete, excited, full of confidence and new spirit with the determination to enter the era of national prosperity, civilization and prosperity.
In that context, the Congress is a broad political activity, encouraging, motivating and setting out goals, directions, tasks and solutions for all cadres, party members, civil servants, public employees and workers in the entire Party to continue their journey of aspiration to contribute, work creatively, overcome all difficulties and challenges, and make an important contribution to the cause of comprehensive development of Vietnamese culture and people in the era of national development.
With the motto "Solidarity - Democracy - Discipline - Streamline - Professionalism - Development", upholding the spirit of "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge", the entire Party Committee is determined to join the entire Party, the entire people and the entire army to firmly step into the new era of the nation, making worthy contributions to the process of implementing the country's development goals by 2030 when our Party turns 100 years old; towards realizing the vision by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.
Member of the Party Central Committee, Party Secretary, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired a meeting to review the plan to organize the Party Congress of the Ministry of Culture, Sports and Tourism for the 2025-2030 term.
The Draft Report stated that the implementation of the Resolution of the 13th National Party Congress, the Resolutions, Directives, and thematic Conclusions of the Central Committee, the Resolutions of the National Assembly, the Government, and the Resolution of the Congress of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2020-2025 term took place in the context of complicated and unpredictable developments in the world and the region, especially the severe consequences of the Covid-19 pandemic, non-traditional security issues, and climate change.
In the country, the socio-economic situation in general, the fields of culture, information, sports and tourism have intertwined opportunities, advantages and difficulties and challenges.
In that context, with the attention and wise, close and timely direction of the Party and State; the close coordination of ministries, branches, provinces/cities directly under the Central Government; the active support and response of the people; with the motto "Decisive action - Aspiration to contribute", the entire Party Committee promoted the spirit of solidarity, made efforts to overcome difficulties and challenges, synchronously and effectively implemented the Resolutions of the Party, the National Assembly, and the Government, achieving important and quite comprehensive results with many bright spots and outstanding marks.
Recently, the organization of Congresses at grassroots party organizations under the Party Committee of the Ministry of Culture, Sports and Tourism has been carried out urgently, seriously, and ensured quality.
The assessment report assessed that after nearly 5 years of implementing the Resolutions of the Party, the National Assembly, the Government, and the Resolution of the Party Congress of the Ministry for the 2020-2025 term, the fields of culture, information, sports and tourism have achieved positive and quite comprehensive results, with some aspects of work having breakthroughs and many outstanding highlights.
Since the 2021 National Cultural Conference, activities to celebrate the 80th anniversary of the Outline on Vietnamese Culture, awareness of the position and role of culture in the country's sustainable development has been raised and widely spread throughout society. The legal framework has been comprehensively reviewed and gradually improved.
Investment resources for culture are gradually being focused on caring for culture, investment in culture is investment for sustainable development. The work of preserving and promoting the value of cultural heritage, culture of ethnic minority areas is receiving more attention.
Art programs commemorating important political events, while also serving the people's enjoyment needs, are organized and implemented methodically, with focus and key points, in many forms, overcoming the disparity in cultural enjoyment between regions and areas across the country.
Foreign cultural activities have created many strong impressions, contributing to promoting the image of Vietnam, its people and country. The mass sports movement has been promoted, attracting more and more people to participate in regular physical exercise. High-performance sports have achieved some important milestones. Tourism has grown strongly, becoming a bright spot in the country's socio-economic picture. Press, communication and publishing activities have contributed to strengthening trust, arousing strong motivation and resources among all classes of people, the business community and the whole society.
Party building work has been focused on with many breakthroughs in innovating the leadership methods of Party committees at all levels in the entire Party. Party building work in terms of politics, ideology, ethics, organization and cadres has had many positive changes, going into depth and substance, contributing to improving the capacity, attitude and ethical standards of cadres, party members and the masses. The implementation of the Central Resolutions 4, Session XI, XII, XIII and Directive No. 05 in conjunction with Regulation 144 has been carried out methodically and seriously. Mass mobilization work and leadership of political and social organizations have become increasingly more substantial.
The work of inspection, supervision and enforcement of Party discipline is given special importance and is effective. The work of organizing the apparatus is carried out in the direction of being streamlined, compact, strong, effective, efficient, and effective, unleashing resources and creating development.
Lessons learned
The draft report stated that the above results were achieved thanks to the deep and comprehensive attention of the Party Central Committee, directly and regularly by the Politburo, the Secretariat, headed by the General Secretary; the attention, accompaniment, innovation in the content and methods of operation of the National Assembly; the drastic, wise and flexible direction of the Government Party Committee, the Government, and directly by the Prime Minister; the drastic leadership and direction of the Party Committee, the Standing Committee, the Party Committee, and the Ministry's leaders; the consensus and support of all classes of people, the business community, the community of people working in culture, arts, information, sports and tourism, and the cooperation and support of international friends, which have created great strength, unity and consensus in the cause of building and developing Vietnamese culture and people in the new period to meet the requirements of rapid and sustainable development of the country.
The draft report outlines lessons learned:
Firstly, always uphold the Party's leadership principles, closely follow the Party Platform, the Party's Charter, and the State's legal policies to apply them creatively, flexibly, and in accordance with reality, make the most of all resources, be proactive, timely, and adapt to all situations for stability and development. Unify awareness: Cultural development according to the viewpoint that our Party has set out always aims for comprehensiveness and harmony, in which the human factor holds a key position, and the team of artists plays an important role.
Second , focus on Party building and rectification and the effectiveness and efficiency of State management in all fields; the focus is on building a team of cadres, especially leaders with qualities, capacity, prestige, equal to the task, "dare to think, dare to speak, dare to do, dare to take responsibility" for the development of the country in general and the culture, sports and tourism sector in particular.
Third , maintain solidarity, discipline, and order, first of all from the Standing Committee, the Party Executive Committee of the Ministry, the Ministry's collective leadership, and promote exemplary behavior, daring to think, daring to do, and daring to take responsibility of the leaders.
Fourth , be steadfast in your goals, unify your will, act decisively, choose the right key tasks and breakthroughs, combine leadership, direction, and resources to organize implementation, and measure results and effectiveness; fight against formalism, achievement, bureaucracy, subjectivity, complacency, voluntarism, and manifestations of fear of making mistakes, shirking responsibility, and avoiding responsibility. Focus on comprehensive innovation at all levels of Party committees and units under the Ministry in terms of approach and management thinking from "doing culture" to "state management of culture", from "meeting and exchanging" to "genuine cooperation".
Fifth , maintain proactive, regular, close contact, be a "reliable partner in all tasks" between the Ministry of Culture, Sports and Tourism with central and local ministries, departments and branches; between units under the Ministry and State management Departments in the implementation of goals, tasks and solutions for developing the sectors of the sector in resolutions and conclusions of the Party, National Assembly and Government.
