On November 13, the People's Committee of Khanh Hoa province issued a document assigning the Department of Justice to preside over and coordinate with relevant units to inspect and clarify information about Hoan Cau Nha Trang Joint Stock Company (abbreviated as Hoan Cau Company) requesting a temporary suspension of the auction of "residential land not forming residential units" at the Song Lo Tourism and Entertainment Area Project (Song Lo project).

Also related to the above incident, last September, the People's Committee of Khanh Hoa province issued a document requesting the suspension of procedures related to the form of "residential land not forming residential units" until the land use purpose is adjusted in accordance with the provisions of the Land Law, and there is no longer "residential land not forming residential units".
According to the document of Hoan Cau Company, although the province has directed to temporarily suspend the procedures, the bank and the auction organizer still auctioned 75 land plots with starting prices up to thousands of billions of VND at the Song Lo project. Therefore, Hoan Cau Company requested to temporarily suspend the auction, waiting for the investor to change the land use purpose according to the direction of Khanh Hoa province.
According to the auction organizer, the bank auctioned the above plots of land for the purpose of debt recovery.
Statistics from the Department of Planning and Investment of Khanh Hoa province show that the whole province has 17 "residential land projects without forming residential units", mainly in Nha Trang city and northern Cam Ranh peninsula (Cam Lam district).

At the end of 2020, the conclusion of the Government Inspectorate indicated that "residential land not forming residential units" in Khanh Hoa has no regulations under current law.
The Government Inspectorate stated that the existence of the type of "residential land not forming residential units" in tourist areas poses a risk of widespread disputes and lawsuits regarding the duration of property ownership and land use rights for secondary investors who have received the transfer; granted certificates of property ownership and land use rights; and exercised the right to residence.
