Organize online inauguration and groundbreaking ceremonies for major projects to welcome the 14th National Congress of the Party

Leaders and former leaders of the Party and State cut the ribbon to inaugurate the Vietnam Exhibition Center to celebrate the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

Following the positive results of the Inauguration and Groundbreaking Ceremony of projects commemorating the Liberation of the South and National Reunification Day (April 30, 1945 - April 30, 2025), on August 19, 2025, the Government successfully organized the Inauguration and Groundbreaking Ceremony of 250 projects and works in 34 provinces and cities with a total investment of about 1,280 trillion VND to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025). Of which, 80 works and projects selected as bridge points are all typical works in various fields, from strategic infrastructure to the fields of health, education , social security, national defense, security, etc., demonstrating the efforts to overcome difficulties, the aspiration for development and the will to rise of the entire nation.

The inauguration and groundbreaking activities were carefully prepared by the units, synchronized, methodical, meaningful, creating a strong ripple effect to the industries, localities, business community and people. The event not only honored the achievements in construction investment but also encouraged the spirit of solidarity, responsibility, creating motivation to compete to achieve achievements to celebrate major holidays, contributing to promoting socio -economic development.

This is a vivid demonstration of the achievements in developing the country's infrastructure, affirming the determination of the Party, State and people in building a strong, civilized, prosperous and prosperous Vietnam. The Government and the Prime Minister acknowledge and highly appreciate the event organization work of the Ministry of Construction, Vietnam Television, the Government Office, the Vietnam Posts and Telecommunications Group, the Military Industry - Telecommunications Group and related ministries, branches, localities, agencies and units.

To summarize the 5-year journey (2021-2025) of implementing the strategic breakthrough in developing synchronous and modern infrastructure according to the Resolution of the 13th Party Congress, affirming the socio-economic achievements that have been achieved and creating new momentum and motivation for the next development stage - marking an important political milestone of the country, welcoming the 14th National Congress of the Party, the Government continues to organize online inauguration and groundbreaking ceremonies for major projects and works nationwide (directly combined with online to all projects and works in all localities).

The inauguration and groundbreaking ceremony will be held on Friday, December 19, 2025.

The event will be held on Friday, December 19, 2025, to commemorate the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025) and welcome the 14th National Congress of the Party for the 2025-2030 term. To ensure thorough, quality and successful preparation for this important event, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of the above-mentioned Corporations and General Companies:

a) Urgently direct agencies, units, investors, project management boards, contractors... to focus all resources, make efforts to accelerate and make further breakthroughs to speed up the construction progress of projects and works of the sector, agencies, affiliated units and localities in charge; call on all cadres, civil servants, employees of ministries, sectors, localities, investors, contractors, consulting units, workers at construction sites to promote the spirit of "overcoming the sun, overcoming the rain, not losing to storms", working "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "working day, working at night, working overtime on holidays", "working through holidays, Tet holidays"... to quickly put projects into operation, ensuring quality. At the same time, for works and projects with plans for inauguration and commencement, it is necessary to urgently complete legal procedures and documents to fully meet the conditions according to regulations.

Each ministry, sector, locality, corporation, general company, private enterprise, and FDI enterprise strives to have at least 02 projects and works eligible for inauguration or commencement.

b) Direct the review of projects and works, synthesize and send information to the Ministry of Construction - Standing Agency before November 10, 2025 (report full information on projects and works: name, type, scale, level of works, capital source (state budget capital, FDI capital, private capital, etc.), total investment capital, accompanying documents confirming eligibility for inauguration, commencement, etc.).

2. The Ministry of Construction - the Standing Agency presides over and coordinates with the Government Office, relevant ministries and local branches to review the list of projects and works to ensure conditions for organizing inaugurations, groundbreaking ceremonies, etc.; coordinate with Vietnam Television, the Military Industry-Telecoms Group, the Vietnam Posts and Telecommunications Group, and the Government Office to develop programs, scenarios, and plans for online connection to bridge points (selecting central bridge points, main bridge points, etc.); develop a central report and report to the Prime Minister before December 5, 2025.

3. Vietnam Television shall preside over and direct, coordinate with relevant ministries, branches and localities to develop the Program, script and organize the Program according to the script, and broadcast live between the connecting points.

4. The Military Industry - Telecommunications Group, Vietnam Posts and Telecommunications Group preside over and coordinate with the Ministry of Construction, Vietnam Television and ministries, branches, localities, agencies (with projects inaugurated, started construction...) to proactively prepare good material and technical conditions for online connection between bridges and electricity, water infrastructure,...

Prepare all material and technical conditions, organize the inauguration and groundbreaking ceremony.

5. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations and General Companies under the Ministry of Finance, Ministry of Construction and related units shall proactively prepare all material and technical conditions, organize inauguration and groundbreaking ceremonies... for works and projects under their management according to the general scenario developed and organized by the Ministry of Construction and Vietnam Television, ensuring solemnity and economy; proactively arrange funding sources and technical conditions to connect online to all works and projects.

6. The Minister of Home Affairs directs, presides over, and coordinates with the Ministry of Construction, the Government Office, relevant ministries, branches, and localities to urgently guide, review, and promptly reward organizations and individuals with high achievements in the emulation movements: "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; the peak emulation "500 days and nights of emulation to complete 3,000 km of expressway"; to be completed before December 1, 2025.

7. Vietnam News Agency, Vietnam Television, Voice of Vietnam, Nhan Dan Newspaper and other news and press agencies develop plans and implement communication programs before, during and after the event to ensure rich and impressive content and form, creating a spread of positive energy among the people.

8. Assign Deputy Prime Minister Tran Hong Ha to directly direct the preparation for the inauguration and groundbreaking ceremony of projects and works on December 19, 2025.

9. Assign the Government Office to coordinate with the Ministry of Construction according to assigned functions and tasks, monitor and urge ministries, agencies and localities to perform assigned tasks in this Official Dispatch, promptly report to Deputy Prime Minister Tran Hong Ha for consideration and direction of handling; beyond authority, report to the Prime Minister.
