When the new regulations were first implemented, many businesses, especially those in rural and remote areas, were concerned about the cost of investing in equipment, the complicated procedures, the difficulty of use, and the risk of data insecurity. However, thanks to timely support from the Tax Department, they quickly adapted and appreciated the convenience, agreeing to register for use.
Upon learning that he was required to register for the use of electronic invoices generated from his cash register, Mr. Nguyen Trung Hau, owner of Thanh Nga cosmetics store (Kinh Bac ward), shared: “At first, I was worried about the high cost of investing in equipment, the cumbersome procedures, unfamiliarity with the technology, and data security risks… But once I started implementing it, I found the system quick to install, reasonably priced, and with timely technical support. The store stores documents conveniently, customers can easily look up invoices, increasing credibility and professionalism, and building customer trust.”

Ms. Nguyen Thuong Huyen, owner of Pham Sinh Dental Clinic ( Bac Giang Ward), said: “Initially, I was very hesitant when tax officials encouraged me to install a point-of-sale system, fearing it would be complicated. But once I got involved and received dedicated support from the tax officials, everything gradually became simpler. Every customer who registers for examination or treatment is recorded immediately on the system, and at the end of the day, I just need to open my phone to see the number of customers and revenue.”
According to aggregated data from Bac Ninh Provincial Tax Department, by the end of August, the entire province had over 2,700 businesses registered to use electronic invoices generated from cash registers. Of these, nearly 580 businesses operating under the lump-sum tax method with annual revenue of 1 billion VND or more have already started using them, accounting for 73% of the businesses required to comply with Decree No. 70/2025/ND-CP.
The above results were achieved thanks to the Bac Ninh Provincial Tax Department's efforts in promoting awareness and training; coordinating with technology providers to help households install and use integrated sales and electronic invoicing software; and preparing tax declarations and paying taxes directly through the invoicing software… In particular, a task force supporting taxpayers, consisting of more than 30 officials, youth union members, and tax officials, was established to directly go to the grassroots level to answer questions and resolve difficulties. This is considered the "key" to helping taxpayers alleviate initial concerns and seriously apply the new regulations. Ms. Ngo Thi Quyen, Deputy Head of Tax Office 7, said: “From June 1st, we have arranged a permanent support team at the office and in residential areas, even outside of business hours, to advise taxpayers and provide detailed guidance on the process of using electronic invoices generated from cash registers. Currently, 100% of businesses with annual revenue exceeding 1 billion VND under our management have implemented this. In addition, 30 businesses with revenue under 1 billion VND have also been encouraged and motivated to implement the process of using electronic invoices generated from cash registers.”
Despite achieving a high adoption rate, over 20% of households in the province that are required to use electronic invoices generated from point-of-sale systems have yet to do so. The main reasons are that household owners are not fully aware of the registration process and their responsibilities for storing and reporting invoices. Some individuals are elderly and unfamiliar with the software, fearing errors when configuring and operating the new system. Furthermore, initial investment costs such as computers, printers, internet connection, accounting software, invoicing software, and personnel training or hiring accounting staff are significant expenses. Ms. Nguyen Thi Mai (Bac Giang ward), owner of a business selling religious items and renting performance costumes, shared: “The tax officials were very enthusiastic in guiding me, but I am elderly and have difficulty using computers. I'm afraid of making mistakes in the figures, issuing the wrong invoices, or losing data. Hiring someone to assist would reduce my profits significantly… Therefore, for now, I still have to rely on the tax officials for assistance every month when paying taxes.”
To achieve the assigned targets, in the coming period, the provincial tax department will continue to provide direct support to taxpayers using a "hands-on" approach. Weekly reviews of implementation results will be conducted to promptly identify difficulties and obstacles faced by taxpayers, enabling the provision of appropriate and effective support solutions. This will help businesses agree with and effectively implement Decree No. 70/2025/ND-CP, contributing to the creation of a transparent and modern business environment.
