Just one week after National Day September 2, 1945, Minister of the Interior Vo Nguyen Giap signed Decree No. 27/SL (September 10, 1945) establishing the Department of Customs and Indirect Taxes, marking the birth of Vietnam Customs, associated with the mission of protecting the economic security of an independent and sovereign nation.
After 80 years of construction and development, that mission has always gone hand in hand with the development of the Customs sector. In line with the glorious historical flow, Quang Ninh Customs, now the Customs Branch of Region VIII, has affirmed its role as an important part of Vietnam Customs in the northeastern region of the country, contributing to maintaining border security, promoting trade, international integration and socio- economic development of the province.
Accordingly, from 1954, when the Ministry of Industry and Trade issued Decree No. 140 establishing Hai Ninh Customs Branch until the country entered the period of renovation, especially since 1989 when the Vietnam - China border reopened, Quang Ninh Customs force has always been the pioneers, quickly restoring operations, clearing the flow of trade, affirming the role of "gatekeeper" at the Northeast border.
Throughout history, through many ups and downs, difficulties and challenges, Quang Ninh Customs - Customs Region VIII has always been united, made efforts, and responsible with the determination to complete and excellently complete its tasks, recognized through the noble awards given by the Party, the State and the people. Notable among them are the Third, Second and First Class Labor Medals (in 1985, 1991, 1995); 1 Third Class Independence Medal (in 2000); the title of Heroic Unit of Labor in the renovation period (in 2005); for many consecutive years received the Emulation Flag awarded by the Prime Minister and other noble awards.
Speaking at the meeting, comrade Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, affirmed: In every stage of the province's development, the Customs Region VIII has become an important component in the political system, a driving force in the journey to build Quang Ninh into a model, rich, civilized and modern province. Especially in the volatile context, the unit has made outstanding efforts, always excellently completed its tasks, and contributed significantly to bringing the total state budget revenue in Quang Ninh to always be among the leading localities in the country. At the same time, it is a key factor in creating an open and transparent investment environment; a "steel shield" at the border, maintaining national economic security.
The Vice Chairman of the Provincial People's Committee emphasized that Quang Ninh province is entering a new stage of development with goals and aspirations to become a comprehensive growth pole of the Northern region, an international tourism center, a sustainable marine economic center and soon become a centrally-run city. That context poses new, higher and heavier requirements and responsibilities for the Customs force.
Promoting the achieved results, the Customs Branch of Region VIII needs to continue to pioneer in realizing the digital economy at the border gate, creating a transparent, efficient, low-cost import-export environment, thereby enhancing the competitive advantage of Quang Ninh. At the same time, promoting the role of "ambassador" to improve the investment environment, contributing to maintaining the PCI champion position, attracting strategic and high-tech projects to the economic zones and industrial parks of the province. The unit also needs to play a good role in advising the Steering Committee 389, both facilitating legal trade and effectively preventing illegal activities. The province will always pay attention, closely direct, and create conditions for the Customs Branch of Region VIII to develop strongly, worthy of being the fence force at the head of the Fatherland...
On the side of the Customs Department, Comrade Luu Manh Tuong, Deputy Director of the Customs Department, also acknowledged and highly appreciated the results that the Customs Region VIII has achieved in the past time when it has always been the leading unit in the whole industry in terms of revenue, administrative reform, and apparatus improvement. He requested that the Customs Region VIII must become a pioneer in successfully implementing the digital customs and smart customs model; building a team of regular, professional, and modern civil servants; creating a model of exemplary cooperation between the vertical industry and local authorities.
On this occasion, many collectives and individuals with outstanding achievements received Certificates of Merit from the Prime Minister and the Provincial People's Committee.
