BBK - Over the past period, community digital technology teams in Bac Kan province have played the role of an "extended arm" of the Provincial Steering Committee for Digital Transformation in guiding people to apply digital technology and promoting digital transformation from the grassroots level.

To encourage people's active participation in digital transformation, since 2022, the province has established community digital technology teams with core members being young people right in the residential areas. These teams act as a bridge between the local government and the people, carrying out the task of "going door to door," promptly disseminating information and promoting policies on digital transformation, and directly supporting and guiding people in using digital technology applications, e-commerce, and online public services.
Ms. Nguyen Minh Phuong, Secretary of the Ho Chi Minh Communist Youth Union of Song Cau Ward and Head of the Community Digital Technology Team of Song Cau Ward, said: "In the past period, the Community Digital Technology Team of Song Cau Ward has advised and implemented the 'Online Week with Administrative Procedures' model by coordinating with the one-stop service department of the Ward People's Committee to guide people on how to use online public services when carrying out administrative procedures. We have also promoted awareness and skills in self-protection in cyberspace, guided people on using online shopping and online payment applications; and used other digital platforms such as installing and using VNEID applications. Song Cau Ward also coordinated with the Youth Union of the Department of Information and Communications to implement the Market 4.0 model - a cashless payment market - by creating and distributing QR codes to traders at Bac Kan Market." This initiative by the ward's Youth Union has received widespread support and positive response from residents and businesses, especially older people who are not yet familiar with technology.
Along with Song Cau ward, in recent times, community digital technology groups in communes and wards of the province have also gradually demonstrated effectiveness in carrying out the task of widely disseminating information and promoting the Party's guidelines and policies, and the State's laws on digital transformation to households and people.
To support community digital technology groups in effectively promoting digital transformation at the grassroots level, the Department of Information and Communications organized training conferences on digital transformation in all 8 districts and cities, with over 1,200 participants, including group leaders and some members of community digital technology groups at the commune and village levels throughout the province. The Department of Information and Communications also chaired and coordinated with the Digital Transformation Bureau and digital technology enterprises in the province, the People's Committees of districts and cities, and the People's Committees of communes to organize training for 1,800 members of community digital technology groups in a hybrid format, combining in-person and online sessions with the main hub at the Department of Information and Communications.
It can be affirmed that, although newly established, the community digital technology groups have shown from their initial results that this is a new and correct direction in promoting digital transformation in the province quickly and effectively, contributing to changes at the grassroots level.
Currently, the entire province has established 108/108 community digital technology groups at the commune level with 1044 members; and 1292/1292 community digital technology groups at the village level with 6062 members, achieving 100% coverage of village-level units in the province.
Currently, the entire province has 104,933 agricultural households with accounts on e-commerce platforms.
91,881 households received digital skills training;
973 products were listed on the e-commerce platform;
27,176 transactions were conducted on the e-commerce platforms, representing 26% of the total transactions/total accounts created on the e-commerce platforms https://voso.vn and https://Postmart.vn.
Moreover, in social life, online buying and selling through e-commerce channels has become widespread.
People are proficient in using electronic communication applications to connect and stay updated on information.
