This helps people access information and scientific and technical knowledge to develop the economy and achieve sustainable poverty alleviation.

Currently, across Hue City, there are thousands of community-based digital technology groups, covering all 40 wards and communes. These are considered crucial for promoting digital transformation, aiming to build a digital government, digital economy , and digital society at the grassroots level.

In Lang Xa Con residential area, Thanh Thuy ward, since the community digital technology team became operational in August 2025, many residents have been assisted and familiarized with operations on the public service system as well as implementing other solutions on digital platforms.

Mr. Tran Duc Hue , Secretary of the Party Branch and Head of the Community Digital Technology Team of Lang Xa Con, said that before the establishment of the Community Digital Technology Team, most of the work in the residential area was still done manually. Each time they reviewed poor households, updated population data, or compiled socio-economic statistics, they had to go to each house to record information on paper, then summarize and submit it to the ward. This method was not only time-consuming but also prone to errors and delays.

Since the community digital technology team became operational, information has been entered, sent, and managed directly on a digital platform, making work faster, more accurate, reducing pressure on local officials, and facilitating convenience for the people.

In rural and mountainous areas of Hue, many people, especially the elderly, are hesitant to use digital technology because they fear it will be difficult and they won't be able to keep up. However, thanks to easy-to-understand communication and hands-on guidance, many people in remote areas have been able to adapt to digital technology and develop.

Guiding residents on using digital platforms in Phong Thai ward.

In Phong Thai ward, there are 29 community digital technology groups with over 150 members, including neighborhood group leaders and representatives from organizations and associations in the area.

Mr. Tran Cong Phuoc, Vice Chairman of the People's Committee of Phong Thai Ward, said: "With the motto 'going to every alley, knocking on every door,' immediately after the operation of the two-tiered local government model, members of the community digital technology team have actively propagated and guided people in using smart technology applications, e-commerce, public administrative services, etc. Thereby, contributing to the implementation of digital transformation in various fields of social life."

In the mountainous communes of A Lưới, the establishment and operation of community digital technology groups is even more significant as it serves as a "bridge" for people to promptly access the Party and State's guidelines and policies, poverty reduction programs, successful models, and advanced techniques to apply in production and economic development.

Previously, many people in local areas had to travel multiple times to find out about and conduct transactions related to administrative procedures and social welfare policies such as loans, insurance, and job applications. However, since the establishment of community-based digital technology groups, the way people access this information has changed and become much more convenient.

Training to enhance digital skills for community digital technology groups in Kim Tra ward, Hue City.

In A Lưới 1 commune, over 90% of the population are Pa Cô ethnic people. The establishment of 19 community-based digital technology groups in the villages is the "core" contributing to the effective implementation of the digital transformation program, bringing digital technology and policies and information closer to the people. By 2025, the average per capita income in this commune is expected to reach 32.25 million VND/person; the main economic structure will remain agriculture.

During the period 2021-2025, A Luoi 1 commune effectively implemented programs and projects funded by national target programs. Specifically, 112 projects were invested in, upgraded, and repaired, with a total investment of 130 billion VND. Many commune-level roads, inter-village roads, and field roads were paved; the irrigation canal system was reinforced, ensuring irrigation for over 97% of agricultural land. The establishment and strengthening of community digital technology groups will continue to contribute to the effective implementation of poverty reduction efforts in the 2026-2030 period.

Nineteen community digital technology groups in A Luoi 1 commune contribute to disseminating information and guiding people in using online public services and essential digital services to support their lives, production, and business.

Simultaneously, it supports citizens and businesses in implementing digital transformation initiatives, guiding the use of the Hue-S application and interacting with the government through digital platforms; facilitating cashless payments, online trading on Vietnamese e-commerce platforms and HueECom; promoting products, opening online stores, processing orders, and guaranteeing product quality. In particular, it supports citizens in accessing essential digital services such as healthcare, education, and social policies.

A Lưới 1 commune organized the "Digital Transformation - Job Opportunities" event, while also supporting people in accessing digital technology platforms.

According to the Hue City Department of Science and Technology, the goal of the community digital technology team is not to turn people into technology experts, but to help everyone "know how to use, use effectively, and use digital services."

Through the principle of "those with more knowledge guide those with less," these groups have contributed to bridging the digital divide, creating a ripple effect of learning and accessing technology in the community in a practical way.

Community-based digital technology groups also play a crucial role in the operation of smart cities. From supporting on-site reporting, monitoring security and order, environmental sanitation, electricity, water, etc., to collecting socio-economic data, these groups have helped the government grasp information more quickly and comprehensively, effectively serving the analysis and management work.
