On the morning of June 25, Prime Minister Pham Minh Chinh attended and delivered a special speech at the Opening Session of the 15th Pioneers Annual Meeting of the World Economic Forum (WEF) Dalian 2024 in Dalian City, Liaoning Province, Northeast China.

Dear Leaders of countries, international organizations and business community!
1. I am honored to attend the World Economic Forum in the port city of Dalian for the third consecutive time. I would like to sincerely thank Chinese Premier Li Qiang and Professor Klaus Schwab for inviting me and the Vietnamese high-ranking delegation to attend this important Forum.
The theme "New Growth Horizons" and the six focuses of this year's Conference demonstrate the strategic vision, responsibility of WEF and China's important role in the future development of the world.
We believe that the world is being strongly impacted and influenced by three key factors and shaped and led by the following three pioneering fields:
- 3 influencing factors are:
(1) The explosive development of science and technology, innovation, especially digitalization and artificial intelligence (AI); (2) The severe impact and influence of climate change, natural disasters, resource depletion, and population aging; (3) The increasingly clear separation and polarization under the strong impact of conflicts, wars, geostrategic, geopolitical, and geoeconomic competition on a global scale.
- The three areas that shape, lead and pioneer are: (1) Digital economic development; (2) Green and circular economic development; (3) High-quality human resource development, artificial intelligence and the 4th Industrial Revolution. These are issues of particular importance, opening up "new growth horizons", with profound impacts and influences on the globe, all people, and all sectors in the world. Therefore, we need to have a new mindset, methodology, and approach that is global, all people, comprehensive, and win-win, for the overall benefit of humanity, both in the short and long term.

2. The world today is generally peaceful, but locally at war; generally peaceful, but locally at war; generally stable, but locally at war. Despite opportunities and advantages, the world economy still faces many difficulties and challenges, and can be summarized in the following five outstanding characteristics:
- The world economy is undergoing an unprecedented, profound and comprehensive transformation due to the strong development of science and technology, innovation, and the Fourth Industrial Revolution.
- Sustainable, inclusive development and green growth are more urgent than ever for all countries and the whole world.
- The trend of "polarization in globalization" opens up opportunities for cooperation and economic linkage, but also contains many potential risks, the risk of disruption of supply chains, production chains, and increasingly fierce competition. Therefore, diversifying markets, products, production chains, and supply chains is a suitable and effective solution.
- The role and voice of developing countries are increasingly valued, contributing more proactively and positively in shaping new cooperation frameworks and development trends globally.
- Asia, China and the Association of Southeast Asian Nations (ASEAN) are increasingly asserting their role as important driving forces, dynamic development centers and one of the locomotives leading the world to "New growth horizons" and new development horizons.

3. To move towards "New Growth Horizons" and new development horizons, let us work together to build and strengthen trust, promote dialogue, promote the spirit of solidarity, unity, cooperation and development, effectively resolve regional, global and national issues based on the law and ensure harmony of interests among stakeholders; do not politicize and discriminate against global science, technology and innovation.
Vietnam requests that WEF, partners and the business community further strengthen consultation, sharing, support and promote public-private cooperation; promote the role of pioneers in leading and orienting development; developed countries, partners, businesses and entrepreneurs need to help, support and cooperate with developing and poor countries, especially in the following areas:
(1) Building and perfecting market economic institutions, mobilizing and effectively using all resources, improving the effectiveness of national governance. (2) Assisting and supporting resources, focusing on developing strategic infrastructure systems (transportation infrastructure, digital infrastructure, climate change response, social infrastructure, healthcare infrastructure, education, etc.). (3) Transferring advanced technology and prioritizing training and developing human resources, especially high-quality human resources.
In particular, Vietnam proposes to strengthen international cooperation in policy development, planning and implementation at regional and global levels.
Strengthen cooperation, prioritize growth, coordinate more closely in operating proactive, flexible, timely and effective monetary policies, especially reducing interest rates and stabilizing exchange rates; coordinate synchronously and harmoniously with a reasonable expansionary fiscal policy, taking public investment as the leader of private investment; at the same time strongly promote trade and investment liberalization, thereby contributing to stimulating aggregate demand in the short term and positively affecting aggregate supply in the medium and long term.

4. As a close neighbor, "mountains connected to mountains," "rivers connected to rivers," and together building a "Vietnam-China Community of Shared Future of Strategic Significance," Vietnam is pleased with China's strong development and rise in a world and regional context with many difficulties and challenges.
China has become the world's second largest economy, recording the world's fastest growth rate in over 4 decades, making an important contribution to global economic growth (According to the April 2023 report of the World Bank (WB) and the International Monetary Fund (IMF), China's contribution to global growth in the period 2013-2021 was over 38%).
China’s development achievements have created development opportunities and become a successful model for developing countries. China has increasingly asserted itself as one of the few countries playing a leading role in solving regional and global issues, including cooperation initiatives on global civilization, global security and global development; holding a key position in many global production and supply chains, rising to the world’s top in research and development, science and technology, renewable energy, information technology, etc.
We believe that China will continue to play an important role in the global economy, especially promoting digital transformation, green transformation, circular economy, and strengthening international economic cooperation and connectivity.
- A self-reliant, strong, competitive, and deeply integrated Chinese economy will bring enormous, positive impacts to the world towards "New Growth Horizons."
We hope that China will continue to work with the international community to vigorously promote multilateralism, strengthen solidarity and international cooperation, and maintain a peaceful, stable, cooperative, and prosperous environment in the region and the world. Beloved President Ho Chi Minh, Vietnam's national hero and world cultural celebrity, said 65 years ago on the occasion of the 10th anniversary of China's National Day: "Congratulations to China, thank China, and learn from China."
The success of the reform and opening up process over the past 50 years, along with China's role and position, shows that the above saying is still relevant in today's world context.

5. Vietnam's success over the past 40 years is closely linked to the key phrase: Innovation, creativity and integration. Vietnam has achieved important and historic achievements.
From a country devastated by war and 30 years of embargo in the 20th century, Vietnam has become a middle-income country, among the 40 largest economies and the top 20 trade and investment partners in the world, with 16 free trade agreements (FTAs) and diplomatic relations with 193 countries around the world.
In 2023, the economic scale will reach 430 billion USD, GDP per capita will reach 4,300 USD, and foreign investment will reach a record high of 36.6 billion USD.
In 2024, the economy will grow by 5.66% in the first quarter; the second quarter is expected to achieve higher results and continue a more positive trend in the second half of the year. Vietnam is considered by the international community as a model in healing and restoring the wounds of war, putting the past behind, respecting differences, valuing cooperation, looking towards the future, turning enemies into friends; and successfully implementing the United Nations Millennium Development Goals.
The achievements have affirmed the correctness of Vietnam's development policies and viewpoints; with three foundations: (1) Building a socialist democracy; (2) Building a socialist rule-of-law state; (3) Developing a socialist-oriented market economy; with a consistent principled viewpoint: Maintaining political stability; taking people as the center, the subject, the goal, the driving force and the most important resource of development; not sacrificing progress, social justice, social security and the environment to pursue economic growth alone.
On that basis, Vietnam consistently implements 6 key policies: (1) An independent, self-reliant, multilateral, and diversified foreign policy; being a friend, a reliable partner, an active and responsible member of the international community for the goal of peace, cooperation and development in the region and the world; (2) Building a solid national defense posture, a people's security posture, a solid people's heart posture, implementing the "4 no's" defense policy; (3) Economic development is the central task; building an independent, self-reliant, and self-reliant economy associated with proactive, active, and deep international integration, substantively and effectively; (4) Ensuring progress, social justice, and social security, "leaving no one behind"; (5) Building an advanced culture imbued with national identity; Culture is an endogenous strength with the motto "culture lights the way for the nation", "if culture exists, the nation exists, if culture is lost, the nation is lost", culture has national, scientific and popular characteristics; (6) Building a clean and strong political system, promoting the prevention and fight against corruption, negativity and waste.
Along with that, Vietnam is promoting the implementation of three strategic breakthroughs (improving institutions, building infrastructure and training human resources) based on the foundation of science, technology and innovation.
In particular, Vietnam has been and will continue to make proactive and active contributions to a strong, comprehensive, united, cooperative and diverse ASEAN Community; together with ASEAN, it will continue to closely coordinate with China, the World Economic Forum and partners to strongly promote new growth drivers; at the same time, it will strive to maintain and continuously strengthen the environment of peace, stability, cooperation and development in the region and the world.

6. China has a proverb "A single tree cannot make a forest." We have Ho Chi Minh's ideology: "Unity, unity, great unity. Success, success, great success." For a better, fairer, more equal, harmoniously and sustainably developed world, let us unite, promote multilateralism, human rights, and together move towards "New growth horizons," new development horizons, for the prosperous and prosperous development of the world, for a happier and better life for all people and for humanity.
