This request was made by General Secretary Nguyen Phu Trong when speaking at the ceremony to celebrate the 60th anniversary of President Ho Chi Minh's meeting with intellectuals (May 18, 1963 - May 18, 2023) and the 40th anniversary of the founding of the Vietnam Union of Science and Technology Associations (March 26, 1983 - March 26, 2023), on the morning of March 24.
General Secretary Nguyen Phu Trong affirmed that throughout the nation's long history, Vietnamese intellectuals have always upheld patriotism and national pride, and played an important role in the cause of building and defending the country. That is why our ancestors always respected talented people and intellectuals, considering "talents as the vital energy of the nation".
Lack of mechanism
The General Secretary acknowledged that through its operations, the Vietnam Union of Science and Technology Associations has achieved great results, increasingly affirming the important position and role of the country's scientific and technological intellectuals. According to the Party leader, this is a bridge between member associations and agencies of the Party, State, and Vietnam Fatherland Front to mobilize and gather domestic and foreign scientific and technological intellectuals to contribute to the cause of the Party, the people and the country.

Besides the achieved results, the General Secretary frankly pointed out the limitations when the organization of the Vietnam Union of Science and Technology Associations has grown in quantity, but the quality and efficiency of operations in some places are still not high.
This organization has not yet gathered and attracted many young intellectuals, intellectuals in businesses, research institutes, universities and Vietnamese intellectuals abroad to participate in the Association's activities.
In addition, national professional associations have a large number of experts and scientists, many of whom are leading experts, but they still lack mechanisms, especially financial mechanisms, for associations to participate more proactively and actively in research, application and dissemination of scientific and technological knowledge, consulting, criticism and social appraisal.
In particular, according to the General Secretary, there are still many difficulties in terms of mechanisms, policies, organizational apparatus and facilities; there are still a number of affiliated scientific and technological organizations that violate the law and have been handled by competent authorities.
Need policies to attract young intellectuals
Emphasizing that in every era and in every country, the intellectual community has always been an important force promoting social development, the General Secretary noted that this is both a part of human resources and a scientific and technical resource, directly participating in improving people's knowledge and training talents for the country.
In the coming time, General Secretary Nguyen Phu Trong hopes that organizations and teams of scientific and technological intellectuals, especially intellectuals, must strive to make greater contributions and be more effective in the cause of building, developing quickly and sustainably of the country.
"The Vietnam Union of Science and Technology Associations needs to proactively continue to innovate, improve the quality and efficiency of its operations, and do better in mobilizing intellectuals in the new situation, clearly demonstrating its leading role in mobilizing, gathering, uniting and maximizing the potential and creativity of intellectuals," as requested by the General Secretary.
The General Secretary requested the Vietnam Union of Science and Technology Associations and Vietnamese science and technology intellectuals to do better in their advisory tasks to the Party and State; provide advice and criticism in the process of building and perfecting mechanisms, policies and legal documents to attract and make good use of intellectuals.
"The Vietnam Union of Science and Technology Associations needs to have a plan to arrange and use intellectuals reasonably; have a policy to attract young intellectuals who have been formally trained, have real qualifications, capacity, and moral qualities to participate in activities in research institutes, schools, and enterprises; build mechanisms and policies to attract and gather overseas Vietnamese intellectuals to actively participate in giving advice, cooperating in training, scientific research, and transferring new technologies," the General Secretary requested.
According to the General Secretary, the Vietnam Union of Science and Technology Associations needs to strengthen political training as well as professional ethics for intellectuals; encourage them to contribute their efforts and intelligence to the cause of building and developing the socio-economy and firmly protecting the peace of the country.
As a member of the Vietnam Fatherland Front, the Vietnam Union of Science and Technology Associations has gathered a large number of domestic and foreign scientific and technological intellectuals.
From the early days of its establishment with only 15 member associations, up to now, the Vietnam Union of Science and Technology Associations has gathered over 2.2 million intellectuals out of 3.7 million members, accounting for 32.5% of the country's intellectuals; with 156 member associations including 63 local associations and 93 national industry associations; established nearly 600 affiliated science and technology organizations...
