General Secretary: Urgently prepare for party congresses at all levels towards the 14th National Party Congress

On the afternoon of May 27, in Hanoi , General Secretary To Lam chaired a working session with the Central Organizing Committee on the implementation of tasks, outstanding results since the beginning of the 13th Party Congress term and key tasks in the coming time.

Attending the conference were comrades: Tran Cam Tu, Politburo member, Standing member of the Secretariat; comrades Politburo members, Party Central Committee Secretaries: Head of the Central Organization Committee Le Minh Hung, Head of the Central Internal Affairs Committee Phan Dinh Trac, Chairman of the Central Inspection Committee Nguyen Duy Ngoc, Head of the Central Propaganda and Mass Mobilization Committee Nguyen Trong Nghia; member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang; comrades Secretaries of the Party Central Committee: Head of the Party Central Committee Office Le Hoai Trung, Head of the Central Policy and Strategy Committee Tran Luu Quang; comrades Central Party Committee members, leaders of central departments, ministries, branches and agencies.

Basically perfecting the organizational model of the political system

At the Conference, Party Central Committee member, Permanent Deputy Head of the Central Organizing Committee Hoang Dang Quang reported briefly on the situation and results of the work of the Central Organizing Committee since the beginning of the 13th Party Congress term and the key tasks in the coming time.

Notably, the Committee has advised on the completion of 119 projects and tasks to ensure progress, quality and requirements; advised the Politburo, the Secretariat, the Central Executive Committee and presided over the issuance of 185 documents to comprehensively and synchronously lead all aspects of Party building and organization work. With a new, urgent, drastic but certain, systematic and scientific approach, closely following the Political Platform, the Constitution, the Party Statutes, steadfastly and persistently pursuing the set goals; with the responsible, exemplary and determined participation of Party committees and organizations at the Central and local levels, the Central Organizing Committee has given quality advice on the contents of the organizational model, functions and tasks with a methodical implementation plan. Up to now, the organizational model of the political system has been basically completed.

It is expected that after the reorganization, the provincial level will reduce about 18,449 positions; the communal level will reduce about 110,786 positions; and the activities of about 120,500 part-time workers at the communal level nationwide will end. In the period of 2026-2030, it is expected to save about 190,500 billion VND in state budget expenditures, an average reduction of about 38,100 billion VND/year, not including other expenses.

The Central Organizing Committee proactively advises on the preparation of Party congresses at all levels towards the 14th National Congress of the Party, ensuring synchronization and comprehensiveness in terms of content, personnel, organization and service for the Congress; promptly adjusts arising issues, contributing to ensuring that the preparation of Party congresses at all levels is suitable to the new context, new requirements, and is not interrupted in the process of restructuring the organizational apparatus; promptly advises on many particularly important and unprecedented issues regarding high-level leadership of the Party, ensuring strictness, methodicalness, caution, certainty, compliance with procedures and regulations, the right person, the right job, "doing everything, doing it with certainty."

The regular tasks that the Board has implemented well include: Consolidating and improving the leadership capacity and fighting strength of grassroots party organizations; improving the quality of party members; strengthening guidance, inspection and supervision of Party building and organization work, promptly removing difficulties and obstacles; actively innovating working methods and styles of cadres, civil servants and public employees; initially applying information technology and digital transformation in management and operation...

Further promote the role of the Party's strategic advisory body

Speaking at the Conference, General Secretary To Lam acknowledged and commended the efforts and achievements of the Central Organizing Committee in advising on Party building and organization.

Appreciating the frankness of the Central Organizing Committee in self-examining, evaluating, and recognizing the limitations and main causes in each aspect of work, General Secretary To Lam suggested that the Central Organizing Committee continue to think, research, advise, and propose to the Politburo, the Secretariat, and the Central Executive Committee more fundamental and drastic solutions to effectively overcome the limitations.

Regarding the major orientations in the coming time, General Secretary To Lam emphasized that the Central Organizing Committee should promote its role as the Party's strategic advisory body to build a clean, strong, ethical, civilized Party capable of leading the country in the new era, with a vision to 2030 and 2045; focus on advising and perfecting institutions, improving the Party's capacity to formulate policies and guidelines; innovate the Party's leadership and governing methods to ensure that our Party is always clean, strong and constantly develops to new heights, meeting the task of leading the country in the new era. The Central Organizing Committee should advise on doing a good job of arranging cadres commensurate with the country's development requirements in the new period.

This is a requirement that is both urgent and long-term strategic; there must be a long-term vision in personnel work to ensure succession and steady progress between generations; focus on improving the quality of cadres at all levels, especially strategic-level cadres and grassroots-level cadres with advanced management thinking and capacity, suitable for the new administrative system organization model and the country's breakthrough development requirements. Leadership personnel at all levels in the new period must possess enough virtue, talent, heart, vision, strength, and revolutionary enthusiasm to shoulder the country's historical responsibility.

Innovate thinking, perfect policies and mechanisms to discover, attract and make good use of talents, especially in strategic and key sectors and fields; encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good, as a driving force for the country's rapid and sustainable development and proactive international integration. Strengthen discipline and order, promote decentralization, control power tightly and effectively, and prevent and combat corruption and negativity in personnel work.

The Central Organizing Committee advises on the effective implementation of the organization of the political system according to the new model, ensuring smooth operation, meeting the requirements and tasks of national development in the new period. This is an extremely important task, requiring the highest concentration, ensuring synchronization and harmony in the stages of legal institutions, staff arrangement, functions, tasks, and operating mechanisms when the new apparatus promotes efficiency, effectiveness, and efficiency.

Regarding a number of key tasks that need to be carried out from now until the 14th Party Congress, the General Secretary requested that the Central Organizing Committee must focus on its advisory role, effectively implement the new organizational structure of the political system, programs and plans, focus on building the Party's leadership agencies at the Central level to truly be the intellectual core, the "general staff", the vanguard leading state agencies; strongly innovate the activities of the Party's committees and agencies to meet the requirements and tasks of strategic advisory to the Central Committee.

Clearly define responsibilities between the Central and local levels and between local Party committees and authorities; promote decentralization, ensure that the Central strengthens macro-management, builds synchronous and unified institutions, strategies, planning and plans, plays a constructive role and strengthens inspection and supervision, "locality decides, locality acts, locality takes responsibility."

The General Secretary pointed out that it is necessary to continue to amend, supplement and perfect relevant Party regulations and State laws, ensuring the political and legal basis for implementing the merger of provincial and commune-level units, not organizing at the district level in accordance with the requirements of national development in the new era; rearranging socio-political organizations and mass organizations assigned by the Party and State to be directly under the Fatherland Front at all levels; implementing the reorganization of vertical agencies and Party organizations in sync with the political system according to the new organizational model.

Continue to review, adjust, supplement, and perfect the functions and tasks, and streamline the internal organization of agencies, units, and organizations according to the principle that one agency performs many tasks; one task is assigned to only one agency to preside over and take primary responsibility. Determine the staffing and perfect job positions in accordance with the functions, tasks, scale, area, and field of operation of each agency, unit, and organization as a basis for assigning, managing, and streamlining the staffing of the political system in the period 2026-2031.

The General Secretary requested that the Central Organizing Committee advise on the preparation and organization of Party congresses at all levels towards the 14th National Party Congress, focusing on completing and ensuring the quality of the draft Report summarizing Party building work and implementation of the Party Charter for the 13th National Party Congress to be submitted to the 14th National Party Congress; continue to proactively review and advise on contents in documents that can be implemented immediately, without having to wait until after the 14th National Party Congress. Minimize the extension of the time required to issue subsequent resolutions, directives, conclusions, etc. to implement the Congress Resolution; guide the preparation and ensure the building of Party leadership bodies at each level with sufficient capacity, leadership prestige, and high fighting strength.

The work of preparing personnel for the new term of the Party Committee is carried out in accordance with the instructions, well preparing a team of cadres at all levels with sufficient qualities, capacity, and prestige, meeting the requirements of new development. Do not assign or arrange to hold higher or more important positions for cadres who do not meet the standards and conditions according to regulations; cadres who have been disciplined during the 2020-2025 term or have committed violations or shortcomings according to the conclusion of competent authorities.

Along with that, the General Secretary directed the Central Organizing Committee to continue to promote its strategic advisory role on building the Party's operational apparatus, organizing the State apparatus effectively, efficiently and effectively; on organizational and personnel work to build a team of dedicated, responsible cadres, for the country, for the people, for the Party's cause... and to perform well the regular tasks of the Party building organization sector; affirmed and created all conditions for the Central Organizing Committee to promote its role as a particularly important strategic advisory body of the Party on Party building work, building the political system, and Party cadre work. Party committees at all levels need to pay attention to and take care of building and consolidating the organizational apparatus of Party committees at all levels and the team of cadres doing Party building organization work with sufficient qualities, capacity, prestige, and equal to the task.

The workload of the Central Organizing Committee is huge, complicated, urgent, and very demanding. The General Secretary requested that the entire Party building organization sector in general and the Central Organizing Committee in particular be more deeply aware of their roles and responsibilities to make efforts and make the highest political determination to complete all assigned tasks with quality; in which, in the immediate future, it is necessary to urgently advise on perfecting the new organization and apparatus of the political system; and prepare well for the Party Congresses at all levels towards the 14th National Party Congress.
