The development of science, technology, innovation and digital transformation is a decisive factor in the development of countries; it is a prerequisite and the best opportunity for our country to develop richly and strongly in the new era - the era of the nation's rise. In recent times, our Party and State have had many policies and guidelines to promote the application and development of science and technology, promote innovation and digital transformation, proactively and actively participate in the Fourth Industrial Revolution, and achieve many important results. However, the speed and breakthrough in the development of science, technology, innovation and national digital transformation are still slow; the scale, potential, level of national science, technology and innovation are still far behind that of developed countries; the awareness of many levels, sectors, cadres, civil servants and people about digital transformation is not complete and profound; Research, application of science, technology, innovation have not made any breakthroughs, have not mastered strategic technology, core technology; legal institutions, mechanisms, and policies have not met requirements; high-quality human resources are still lacking; infrastructure is not synchronous, especially digital infrastructure, there are many limitations; information security, safety, and data protection still face many challenges. Our country is facing the need for strong, strategic, and revolutionary policies and decisions to create new impetus, breakthroughs in the development of science, technology, innovation, and digital transformation, to bring the country to develop strongly in the new era - the era of prosperity, strength, and success in achieving the goal that by 2030, Vietnam will become a developing country with modern industry and high average income, and by 2045, it will become a developed country with high income. From the above situation, the Politburo requires the thorough implementation of the following contents: I- GUIDING VIEWPOINTS 1. Developing science, technology, innovation and national digital transformation is the top important breakthrough, the main driving force for rapidly developing modern productive forces, perfecting production relations, innovating national governance methods, developing the socio-economy, preventing the risk of falling behind, bringing the country to breakthrough development, prosperity in the new era. 2. Strengthening the comprehensive leadership of the Party, promoting the combined strength of the entire political system, the active participation of entrepreneurs, enterprises and people in developing science, technology, innovation and national digital transformation. Identifying this as a profound, comprehensive revolution in all fields; implemented drastically, persistently, synchronously, consistently, and long-term with breakthrough, revolutionary solutions. People and businesses are the center, the main subject, resource, and driving force; scientists are the key factor; the State plays a leading, promoting, and facilitating role for the development of science, technology, innovation, and national digital transformation. 3. Institutions, human resources, infrastructure, data, and strategic technology are the key and core contents, in which institutions are the prerequisite, need to be perfected and go one step ahead. Innovate the thinking of building laws to ensure management requirements and encourage innovation, eliminating the mindset of "if you can't manage it, then ban it". Focus on ensuring high-quality human resources for the development of science, technology, innovation, and national digital transformation; have special mechanisms and policies on talent. Develop infrastructure, especially digital infrastructure and digital technology on the principle of "modernity, synchronization, security, safety, efficiency, and avoiding waste"; enrich, exploit the full potential of data, turn data into the main means of production, promote the rapid development of big databases, data industry, data economy. 4. Develop rapidly and sustainably, gradually become self-reliant in technology, especially strategic technology; prioritize national resources for investment in science, technology development, innovation and digital transformation. Maximize Vietnam's potential and intelligence in association with quickly absorbing, mastering and applying the world's advanced scientific and technological achievements; promote applied research, focus on basic research, move towards self-reliant and competitive technology in a number of areas where Vietnam has needs, potential and advantages. 5. Ensure national sovereignty in cyberspace; ensure network security, data security, information security of organizations and individuals are consistent and inseparable requirements in the process of developing science, technology, innovation and national digital transformation. II- GOAL 1. By 2030 - Potential, level of science, technology and innovation reach advanced levels in many important fields, among the leading group among upper-middle-income countries; level, capacity of technology, innovation of enterprises reach above the world average; some fields of science and technology reach international level. Vietnam is in the top 3 countries in Southeast Asia, top 50 countries in the world in digital competitiveness and e-Government development index; top 3 countries in Southeast Asia in research and development of artificial intelligence, center for development of some digital technology industries and fields in which Vietnam has advantages. There are at least 5 digital technology enterprises on par with advanced countries. - Contribution of total factor productivity (TFP) to economic growth is over 55%; The proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. The rate of enterprises with innovation activities reaches over 40% of the total number of enterprises. Science, technology and innovation make an important contribution to building and developing the cultural, social and human values ​​of Vietnam, contributing to the Human Development Index (HDI) remaining above 0.7. - Research and Development (R&D) expenditure reaches 2% of GDP, of which social expenditure accounts for more than 60%; allocate at least 3% of the total annual budget expenditure for science, technology, innovation, national digital transformation and gradually increase according to development requirements. The system of scientific, technological and innovative organizations is reorganized to ensure effectiveness, efficiency and close connection between research - application - training. The human resource for scientific research, technological development and innovation reaches 12 people per 10,000 people; there are 40 - 50 scientific and technological organizations ranked in the region and the world; the number of international scientific publications increases by an average of 10%/year; the number of patent applications and patent protection certificates increases by an average of 16 - 18%/year, the commercial exploitation rate reaches 8 - 10%. - Advanced and modern digital technology infrastructure, super large capacity, super wide bandwidth on par with advanced countries; Gradually master a number of strategic technologies and digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, 5G, 6G mobile information, satellite information and a number of emerging technologies. Cover 5G nationwide. Complete the construction of smart cities for centrally-run cities and a number of qualified provinces and cities. Attract at least 3 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam. - State management from the central to local levels in the digital environment, connecting and operating smoothly between agencies in the political system. Complete the construction, connection and synchronous sharing of national databases and industry databases; effectively exploit and use digital resources and digital data, and form a data exchange. Developing digital government, digital economy, digital society, digital citizens, digital cultural industry to reach the world's highest level. Vietnam is among the leading countries in cyber security, safety, data security and data protection. 2. Vision to 2045 Science, technology, innovation and digital transformation develop steadily, contributing to making Vietnam a developed country with high income. Vietnam has a digital economy scale reaching at least 50% of GDP; is one of the digital technology industry centers of the region and the world; is among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises is equivalent to developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam. III- TASKS AND SOLUTIONS 1. Raising awareness, making breakthroughs in innovation of thinking, determining strong political determination, resolutely leading and directing, creating new momentum and new spirit in the whole society for the development of science, technology, innovation and national digital transformation - Party committees, party organizations, cadres and party members need to fully perceive the importance and thoroughly grasp the viewpoints, guidelines and policies of the Party and State on digital transformation, development of science, technology, innovation, clearly define responsibilities, and proactively implement. The head must be directly responsible and direct; cadres and party members must be exemplary in implementation. The tasks of digital transformation, development of science, technology, and innovation are specifically identified in the annual work programs and plans of agencies, organizations, units and localities; The implementation results are the criteria for evaluating the effectiveness of task performance, evaluating emulation and annual rewards. Appropriately arrange the number of cadres with scientific and technical expertise in Party committees at all levels. Promote the spirit of creativity, daring to think, daring to do, daring to take responsibility of the cadres and party members in developing science, technology, innovation and digital transformation. - Have an effective propaganda and education program to raise awareness, determination, develop science, technology and innovation, carry out digital transformation in the entire political system, people and businesses, creating trust and new momentum in society. Widely deploy the "digital learning" movement, popularize and improve scientific and technological knowledge, digital knowledge among cadres, civil servants and people; Start-up, creative and innovative movements to improve work efficiency and productivity, arouse the spirit of autonomy, self-confidence, self-reliance, self-reliance, national pride, promote Vietnamese intelligence to successfully implement the goals and tasks of developing science, technology, innovation and national digital transformation. Expand and diversify forms of honoring, praising and rewarding scientists, inventors, businesses, organizations and individuals with achievements in developing science, technology, innovation and digital transformation; respect every invention, invention, technical improvement and initiative to improve work efficiency and performance, no matter how small. 2. Urgently and resolutely perfect institutions; eliminate all thoughts, concepts and barriers that are hindering development; Turning institutions into a competitive advantage in developing science, technology, innovation and digital transformation Continue to fully institutionalize and effectively implement resolutions, directives and conclusions of the Party Central Committee, the Politburo and the Secretariat on education and training development; science and technology, innovation, national digital transformation. Focus on implementing the following contents well: - Urgently amend, supplement and synchronously complete legal regulations on science, technology, investment, public investment, public procurement, state budget, public assets, intellectual property, taxes, etc. to remove bottlenecks and barriers, free up resources, encourage and develop science, technology, innovation, national digital transformation, human resource development; reform management methods, implement scientific and technological tasks suitable for each type of research; Reform the financial management mechanism in implementing scientific, technological, innovation and digital transformation tasks, simplify administrative procedures to the maximum; grant autonomy in using funds for scientific research and technological development. - Have an open approach, apply creativity, allow piloting for new practical issues. Accept risks, venture capital and delays in scientific research, technological development and innovation. Have a pilot mechanism for enterprises to test new technologies under State supervision; have a policy of exemption from liability for enterprises, organizations and individuals in the case of testing new technologies and new business models that cause economic losses due to objective reasons. Form venture capital funds for creative startups, technology incubation and digital transformation. - Unify and improve the effectiveness of state management of science, technology, innovation and digital transformation. Develop research institutes and universities into strong research entities, closely combining research, application and training. Invest in and upgrade the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, and key national scientific research and innovation institutions. Merge and dissolve ineffective scientific and technological organizations. Have mechanisms and policies to support and develop effective public scientific and technological research organizations; grant autonomy and self-responsibility for organization, staff, finance and expertise; use the state budget to hire experts, use tangible and intellectual assets to link and cooperate in science and technology with organizations and enterprises. Have mechanisms to allow and encourage research organizations and scientists to establish and participate in operating enterprises based on research results. - Attract and effectively use all investment resources for science, technology development, innovation, and national digital transformation. The budget for scientific and technological research and development is prioritized according to the fund mechanism, through science and technology development funds. Restructure the budget for science and technology to ensure concentration, focus, and key points, not spread out. Have a mechanism to encourage public procurement of products and goods that are the results of scientific research created by domestic enterprises. Have a special mechanism for research, access, purchase of technological secrets, learning, and copying advanced foreign technologies. 3. Increase investment and improve infrastructure for science, technology, innovation, and national digital transformation - Issue the Strategic Technology and Industrial Development Program; Investment fund for strategic industrial development (priority in the fields of defense, space, energy, environment, biotechnology, artificial intelligence, advanced materials, semiconductors, quantum technology, robotics and automation, etc.); have a policy testing mechanism to promote research, development, application and transfer of strategic technology. Allocate at least 15% of the state budget for science and technology to serve strategic technology research; issue public-private partnership mechanisms and policies for research and development of strategic technology. - Issue strategies for research and application of science and technology in the exploitation and development of marine space, underground space and outer space. Focus on developing energy infrastructure, especially new energy, clean energy and ensuring energy security for the development of science, technology and strategic industries. Strictly manage, exploit and effectively use the country's mineral resources, especially rare earths, to develop science, technology and innovation. - Develop a system of research and testing centers, national key laboratories, focusing on strategic technology. Have mechanisms and policies to support and encourage organizations, individuals and enterprises to invest and build laboratories, research and development centers for science and technology. - Promote the application and development of digital technology. Issue policies to encourage investment, purchase and lease of digital products and services; special policies to train, develop and attract domestic and foreign organizations, individuals and enterprises operating in the fields of digital transformation, development of digital technology products and cyber security industry. Build and share national and regional digital platforms, ensuring unified and interconnected operations of industries and fields in the digital environment. Promote the digital economic ecosystem in all fields. - Have a public-private partnership mechanism to develop modern digital infrastructure, in which state resources are the main source. Develop telecommunications and Internet infrastructure that meets the requirements of backup, connectivity, safety, sustainability, satellite data transmission systems, high-speed broadband fiber optic cable networks covering the whole country, 5G, 6G and next-generation mobile information networks. Develop digital physical infrastructure, digital utility infrastructure; integrate sensors, apply digital technology to essential infrastructure. Develop the IoT industry, build a number of mobile IoT industrial clusters. - Have mechanisms and policies to support domestic enterprises to invest and build data centers, cloud computing; attract foreign enterprises to set up data centers, cloud computing in Vietnam. Form storage and computing infrastructure that meets international standards, green standards. Quickly complete and promote the effectiveness of the National Data Center; invest in building regional data centers. Building and effectively promoting national data, data of ministries, branches and localities to ensure connectivity, integration and sharing. Having mechanisms and policies to ensure data becomes an important source of production resources. Establishing ownership, trading data and distributing the value created from data. Developing data economy, data market and data trading floors. Building large sovereign databases of Vietnam. Forming Vietnam's big data industry. Strongly developing the application of artificial intelligence based on big data for important sectors and fields. 4. Developing and promoting high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation - Increasing investment, innovation, improving the quality of education and training, ensuring high-quality human resources to meet the requirements of science, technology development, innovation and national digital transformation. Have attractive mechanisms and policies on credit, scholarships and tuition fees to attract excellent students to study in the fields of mathematics, physics, biology, chemistry, engineering and key technology, especially at postgraduate levels. Develop and implement talent training programs in various fields. Issue special mechanisms to attract overseas Vietnamese and highly qualified foreigners to work and live in Vietnam. Have special mechanisms on naturalization, home and land ownership, income, and working environment to attract, employ, and retain leading scientists, experts, and "chief engineers" at home and abroad who are capable of organizing, operating, commanding, and implementing key national tasks in science and technology, innovation, digital transformation, development of artificial intelligence technology, and human resource training. Build, connect, and develop a network of domestic and international experts and scientists. - Build a number of advanced schools and training centers specializing in artificial intelligence. Have a specific mechanism for public-private partnership in training digital technology human resources. Build an online education and training platform, a digital university education model, and improve digital capacity in society. - Develop a team of lecturers and scientists with sufficient capacity and qualifications to teach basic sciences, semiconductor chip technology, microchips, engineering and key technologies; promote cooperation with prestigious foreign universities; strongly innovate training programs according to international standards, modernize training methods and apply advanced technologies, especially artificial intelligence. 5. Promote digital transformation, application of science, technology, and innovation in the activities of agencies in the political system; Improve the effectiveness of national governance, the effectiveness of state management in all fields, ensure national defense and security - Have a plan and roadmap to bring all activities of agencies in the political system to the digital environment, ensuring connectivity, synchronization, and state secrets. Build a national shared digital platform, develop a smart monitoring and operating system to strengthen public management. Comprehensively innovate the settlement of administrative procedures, provide public services regardless of administrative boundaries; improve the quality of online public services, digital services for people and businesses, towards providing comprehensive, personalized and data-based online public services; strengthen the monitoring, evaluation and accountability of state agencies and competent persons in serving the people. Have specific policies to attract, recruit, and retain human resources in science, technology and digital transformation to work in agencies of the political system. - Develop safe digital platforms and increase the application of digital technology, forming digital citizens. Develop a number of Vietnamese social networks, build a safe and healthy digital society. Develop digital culture to ensure the preservation of national identity, build a code of conduct in cyberspace, minimize the negative impact of digital technology on society. Build a digital platform to monitor and collect data in the fields of natural resources and environment. - Ensure network safety, security and national sovereignty on digital platforms and cyberspace; security, safety of legal data of organizations, individuals, enterprises and national data security sovereignty. Modernize weapons, military and security technical equipment. Gradually apply digital technology in command and operation of armed forces as well as master high technology in defense and security activities. Effectively prevent crimes in the field of digital transformation, combat online fraud. Building and promoting the strength of the people's war posture, the people's hearts posture in cyberspace to protect the Fatherland. 6. Strongly promote science, technology, innovation and digital transformation activities in enterprises - Have preferential policies to encourage enterprises, especially small and medium enterprises, to invest in digital transformation, research, application of science, and technological innovation to improve production and business efficiency, corporate governance; promote knowledge transfer, training of human resources in science, technology, and innovation through enterprises with foreign direct investment (FDI); support domestic technology enterprises to invest abroad. - Have strong enough policies to encourage the spirit of entrepreneurship in science, technology, innovation and digital transformation, along with policies to support startups and attract domestic and foreign enterprises to start up in Vietnam. - Have mechanisms and policies to support the formation and development of a number of large-scale domestic strategic digital technology enterprises to develop digital infrastructure, lead national digital transformation and have sufficient international competitiveness; mechanisms for ordering and assigning tasks to digital technology enterprises to carry out key tasks on digital transformation; preferential mechanisms on land, credit, and taxes in research, testing, application, development, and production of digital technology products and services. Develop a number of digital technology industrial parks. Encourage enterprises to reinvest in infrastructure and invest in research and development (R&D). - Promote the consumption of products and services in the digital environment, ensuring that the digital economy in industries and fields accounts for at least 70% of the digital economy; promote smart production in the following industries and fields: Agriculture, trade, finance, education, healthcare, transportation, and logistics. 7. Strengthen international cooperation in science, technology, innovation and digital transformation development Focus on promoting cooperation in scientific research and technology development with countries with advanced science and technology, digital transformation development, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, nuclear energy and other strategic technologies. Have policies on purchasing and transferring advanced technologies suitable to Vietnam's conditions. Proactively and actively participate in developing international rules and standards on new technologies to ensure safety and mutual benefit. Promote capacity building and technology transfer in international agreements and treaties to which Vietnam is a member. IV- IMPLEMENTATION ORGANIZATION 1. Establish a Central Steering Committee on science, technology, innovation and digital transformation development, headed by the General Secretary of the Party Central Committee. Establish a National Advisory Council on Science, Technology, Innovation and Digital Transformation with the participation of domestic and foreign experts. 2. The Party Delegation of the National Assembly leads and directs the review and completion of laws on science, technology, innovation and digital transformation development; strengthens supervision of implementation according to regulations. 3. The Party Executive Committee of the Government leads and directs the development of an action program to implement the Resolution; coordinates with the Party Delegation of the National Assembly to fully institutionalize the guidelines and policies stated in this Resolution and allocate sufficient resources for implementation, basically completing in 2025. 4. The Vietnam Fatherland Front and socio-political organizations lead and direct the development of programs and plans to guide and mobilize people to implement the Resolution, promote the role of supervision, social criticism, participate in the development of laws, mechanisms and policies on science, technology, innovation and digital transformation development. 5. The Central Propaganda Department shall preside over and coordinate with relevant agencies to guide the implementation of the Resolution; guide the strengthening of propaganda of the contents of the Resolution. 6. The Central Party Office shall coordinate with the Central Economic Committee to monitor, inspect and evaluate the results of the implementation of the Resolution; report the results every 6 months to the Central Steering Committee and the Politburo for direction. This Resolution shall be disseminated to Party cells.
