General Secretary Nguyen Phu Trong: Nghe An must be richer and stronger

To build Nghe An into a prosperous province of the country, the Politburo unanimously issued a new Resolution on building and developing the province until 2030, with a vision to 2045.

On May 25, at the Party Central Committee Headquarters, General Secretary Nguyen Phu Trong chaired a Politburo meeting to give opinions on the Summary Report on the implementation of Resolution No. 26-NQ/TW, dated July 30, 2013 of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020.

At the meeting, representatives of the Central Economic Committee presented the content of the Proposal; agencies and leaders of Nghe An Provincial Party Committee expressed their opinions.

The Politburo discussed and agreed that after nearly 10 years of implementing the Resolution, Nghe An is gradually moving towards becoming a center of finance, trade, tourism, education and training, science and technology, high-tech industry, healthcare, culture and sports in the North Central region.

The economy has developed quite comprehensively, grown quite rapidly, the quality of growth has improved, the economic scale has expanded, in 2022 it will rank 10th nationwide and 2.5 times higher than in 2013. GRDP per capita has increased rapidly, reaching 51.4 million VND, more than 2 times higher than in 2013. The economic structure has shifted towards increasing the proportion of the industrial sector.

Total social investment capital increased rapidly. Socio-economic infrastructure, especially transport and urban infrastructure, was invested and upgraded. Culture and society had many positive changes; education and training developed quite comprehensively; healthcare developed quite evenly at all levels.

The poverty rate has decreased rapidly, especially in ethnic minority and mountainous areas. Social security has been ensured. Environmental protection, management and exploitation of resources have been focused on. National defense and security have been strengthened. Foreign relations have achieved good results, especially with localities of Laos that share a common border.

Attention has been paid to the work of building the Party and the political system. The leadership capacity and fighting strength of Party committees at all levels and Party organizations; the quality of activities of the Vietnam Fatherland Front and socio-political organizations have been improved. The great national unity bloc has been strengthened.

However, after nearly 10 years of implementing the Resolution, Nghe An is still a province facing many difficulties. Economic development is not commensurate with its potential and advantages. The efficiency of the marine economy is not high. Socio-economic infrastructure has not met development requirements. The efficiency of the linkage between Nghe An and neighboring provinces is not high. Cultural and social development still has many shortcomings. The material and spiritual life of a part of the people, especially in ethnic minority and mountainous areas, still faces many difficulties. The security and order situation in some places and areas is still complicated.

State management of religion is sometimes not timely and effective. Party building and political system building are still limited, administrative reform has not met requirements.

In his concluding remarks, General Secretary Nguyen Phu Trong emphasized that it is necessary to summarize Resolution No. 26-NQ/TW of the 11th Politburo on the direction and tasks for developing Nghe An province until 2020, evaluate the implementation results in the past time and draw experiences for the new period.

To build Nghe An, the hometown of President Ho Chi Minh, into a prosperous province of the country, commensurate with its especially important role and position in the North Central and Central Coast regions and the whole country, the Politburo unanimously issued a new Resolution on building and developing the province until 2030, with a vision to 2045.

The goal is to identify Nghe An as a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Nghe An; to be the regional center of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture.

Nghe An is one of the driving forces of the development of the North Central region; it has a synchronous and modern infrastructure system. The material and spiritual life of the people is constantly improved and reaches a high level. The values of forest ecosystems, sea and islands, culture, history and traditions, especially Nghe An culture are preserved and promoted. National defense, security and sovereignty over seas and islands are firmly ensured. The Party organization and political system are strong.

General Secretary Nguyen Phu Trong pointed out that the new Resolution needs to pay attention to the basic viewpoints and measures that need to be more specific, more practical, easier to understand, easier to remember, easier to implement, easier to check, and must create specific changes so that Nghe An can "take strong steps and go far".

In the spirit, localities must be more decisive and be the main force, but the responsibility of central agencies is also important, not leaving everything to localities and localities not relying on the central government.

General Secretary Nguyen Phu Trong noted that there is a resolution, but the decision is how to organize its implementation effectively and ultimately turn the resolution into material wealth, into vivid reality.

"What we want is that Nghe An must become richer and stronger, and neighboring localities must also have better momentum to continue. It is not that issuing a resolution is considered a decisive success. That is only a very important first step. Therefore, there must be specific, active, and clearly effective organizational and directive measures. It is not that the Central Government issues a resolution and then leaves it to the localities. All sectors and levels must participate," the General Secretary emphasized.

The Politburo assigned the Government Party Committee, the National Assembly Party Delegation, and central Party agencies and organizations to direct the issuance of an Action Program to implement the Resolution to thoroughly grasp and effectively carry out the tasks stated in the Resolution.

The Party Committee, government and people of Nghe An province seriously and effectively implement the Resolution; promote the leadership role of the Party organization, the participation of the entire political system, create high consensus in society to soon bring the Resolution into life.
