Starting from a small garment factory taken over from the old regime, the unit gradually rose to become one of the leading flags of the military textile industry, and at the same time developed into a multi-industry, sustainable enterprise.

New stature, new position

Recalling the early days of taking over the old regime's garment factory in Ho Chi Minh City, Colonel Bui Van Bac, Party Secretary and Chairman of Corporation 28, emotionally shared: "At that time, machinery was broken, human resources were scarce, everything started from scratch. But it was in those hardships that the soldier's qualities were further tempered."

From the first military uniforms completed by officers and soldiers of Battalion 1, the Regional Logistics Department, the shape of a unit that "both produces and fights" was gradually formed. In February 1976, Battalion 1 changed its name to Factory 28 and was transferred to the Quartermaster Department, General Department of Logistics. To meet the requirements of the new mission, the Quartermaster Department merged a number of units in the area and mobilized and supplemented a large force of officers and workers with professional qualifications from Factory X20 from the North, increasing the number of personnel to more than 1,000 and changing its name to Factory 28, by early 1979 it had developed into Factory X28. Entering the 1990s, in the wave of national innovation, Corporation 28 quickly seized the opportunity, expanding its operations to other fields such as real estate, petroleum, fashion; With a systematic investment strategy in modern production lines and application of advanced management technology such as ERP, each step demonstrates initiative and determination.

The comprehensive breakthrough to reach a new level was from 2005 to present, when the Corporation switched to the model of parent company - subsidiary, multi-industry production and business. In 2008, the Prime Minister decided to convert it into Corporation 28. In 2011, the Ministry of National Defense decided to change the name to Corporation 28 Limited Liability Company and implemented the equitization of subsidiaries in the following years with high efficiency. The Corporation has received and excellently completed many special tasks assigned by the superiors such as: Researching and producing new colored fabrics to replace moss-colored fabrics for officers; researching and producing pevi fabric samples and olive green wool blend fabrics that fully meet the physical and mechanical factors, color fastness in military operating conditions; ensuring costumes for parades, parades of the 1,000th anniversary of Thang Long - Hanoi; successfully researching and producing special fabrics and costumes for pilots, submarines, and coast guard; Producing military uniforms and costumes for parades and marches to celebrate national anniversaries such as: 60th and 70th anniversaries of Dien Bien Phu Victory, 50th anniversary of Southern Liberation Day, National Reunification Day... Military uniform products ensure technical standards, durability, sophistication, gradually affirming the brand and reputation throughout the army.

The Belluni fashion brand built by TCT 28 has created its own mark with sophisticated designs and high quality, contributing to affirming the creativity and adaptability of military enterprises in the market mechanism.

Business performance is a clear demonstration of strong transformation. In the period 2020-2024, Corporation 28's revenue reached more than VND 26,681 billion; pre-tax profit reached more than VND 663 billion; and paid more than VND 966 billion to the state budget. In 2024, despite facing many challenges from the domestic and world economies, revenue still exceeded the plan (reaching VND 5,529 billion, equal to 106.1% of the plan), pre-tax profit reached VND 168 billion (113.8%), average income per employee was nearly VND 13 million/month. In particular, 2024 marked the initiative in digital transformation and green development, two strategic pillars in the new context. This is not only a technical requirement, but also demonstrates social responsibility, contributing to the goal of sustainable development.

People are the core element

After 50 years of development, if we had to choose a decisive factor for the success of Corporation 28, it would be the people, the cadres, workers, and laborers who have been attached and dedicated as a way of life. Corporation 28 builds a working environment based on solidarity, sharing, and promoting collective values. In addition to focusing on improving professional skills, the unit also pays special attention to the material and spiritual life of workers. For many years, Corporation 28 has implemented the collective labor agreement well; coordinated and organized periodic dialogues, promptly resolved difficulties with insurance, training, and welfare policies, ensuring jobs and stable income for workers.

On the journey of expanding in many sectors and modernizing each stage of production, the unit still maintains its political qualities, military discipline and spirit of loyalty to the national defense mission. Corporation 28 does not stop at production and business tasks. The unit is also actively present in community life through many practical activities: Supporting social security, caring for policy families, organizing traditional education programs, sports competitions, cultural exchanges. Each action spreads the image of a soldier in peacetime, attached to the people, proactively sharing and acting with responsibility and humanity.
