The Vietnam General Confederation of Labor has just issued Official Dispatch No. 4173/TLĐ-TOC on the arrangement of trade union organizations according to Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo .
In the document, the Vietnam General Confederation of Labor guides the arrangement of trade union organizations when ending operations, not establishing trade union organizations in administrative agencies, armed forces, and public service units receiving 100% of salaries from the State budget.
Officials and civil servants cease to be union members
For trade unions at the level directly above the grassroots level, the Vietnam General Confederation of Labor guides the dissolution of the organization, termination of the activities of the executive committee, standing committee, and inspection committee of trade unions at the level directly above the grassroots level, administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget.
For trade unions of enterprises and public service units that do not receive 100% of their salaries from the state budget, they will not be reorganized or dissolved for the time being (with instructions to follow).
For enterprise trade unions and public service units that do not receive 100% of their salaries from the state budget under the Vietnam Civil Servants' Trade Union, the status quo shall be transferred and handed over to the central and equivalent industry trade unions or the provincial or centrally-run city labor federations where the units are headquartered for reception, and then the arrangements will be made later.
According to the Vietnam General Confederation of Labor, the executive committee, standing committee (if any), inspection committee (if any) of grassroots trade unions of administrative agencies, armed forces, and public service units receiving 100% of their salaries from the state budget (applicable to trade unions of agencies and organizations assigned by the Party and State and receiving 100% of their salaries from the state budget) will also dissolve their organizations and cease operations.
Thus, cadres, civil servants, public employees, and armed forces officers receiving 100% of their salary from the state budget are no longer union members from the date the grassroots union is dissolved.
Grassroots trade unions (including grassroots trade unions under the Vietnam Civil Servants' Trade Union) that no longer have a direct superior trade union to manage, if they belong to any industry or locality, will be transferred to the central or equivalent industry trade union or the provincial or municipal labor federation where the unit is headquartered for direct reception and management.
Employees who are union members working at public service units under labor contracts or work contracts that do not receive 100% of their salary from the state budget continue to be union members according to the Charter of the Vietnam Trade Union.
The Vietnam General Confederation of Labor will issue guidelines on the organizational model and methods for assembling full-time union officials at union agencies.
The Vietnam General Confederation of Labor requires the organization to be completed before June 15.
Still maintain trade union organization in financially autonomous units
Discussing specifically about the dissolution and termination of operations of a number of trade union organizations, Mr. Phan Van Anh, Vice President of the Vietnam General Confederation of Labor, said that for public service units that do not receive salaries from the budget or receive part of the budget under the Vietnam Civil Servants' Trade Union, the Vietnam General Confederation of Labor currently identifies these as entities that still have trade unions and still operate normally like the previous grassroots trade unions.
Currently, the Presidium of the Vietnam General Confederation of Labor is assigning the Organizing Committee (Vietnam General Confederation of Labor) to coordinate with the Vietnam Civil Servants' Trade Union to develop projects to convert this grassroots trade union into an industry trade union or equivalent, or local trade union to suit the industry of that unit, as well as that trade union. We are striving to convert the model before June 15.
Regarding the National Defense Trade Union and the Public Security Trade Union, Mr. Phan Van Anh said that the Presidium of the Vietnam General Confederation of Labor has also reported to the Vietnam Fatherland Front to work with the Ministry of National Defense and the Ministry of Public Security to develop a project in the direction of maintaining the Public Security Trade Union and the National Defense Trade Union. However, the names will change. The armed forces trade union will gather grassroots trade unions which are enterprises and financially autonomous units of the public security and defense, we are developing a project to report to the Politburo.
According to Mr. Phan Van Anh, the Education, Health, Industry and Trade Unions or industry unions will continue to operate. However, these units will have to review, in which the grassroots unions of the administrative and career sectors receiving 100% salary will cease their operations.
For example, Mr. Phan Van Anh instructed that the Vietnam Education Trade Union currently mainly manages universities and colleges, which are public service units but are all autonomous in regular spending or regular spending and investment or partially autonomous. Similarly, in the health sector, hospitals are autonomous, so the grassroots trade unions continue to operate./.
