"In Decree 81, junior high school graduates who choose to study a trade will be exempted from tuition fees. However, at Ho Chi Minh City International College, many students cannot withdraw this tuition subsidy. There are cases where they have graduated for 2 years and still cannot withdraw the allowance," Mr. Nguyen Dang Ly informed.

Exemption from tuition fees for students after graduating from junior high school who choose to study a trade is stipulated in Decree 81/2021/CP of the Government .
Accordingly, vocational secondary school students pay tuition fees at the beginning of the school year, and at the end of the year, the school or the local Department of Labor, War Invalids and Social Affairs (LĐ-TB&XH) where the student resides will compensate them.
However, in reality, there are many cases where students who apply for tuition subsidy at the Department of Labor, Invalids and Social Affairs in some localities have not been resolved. The situation of many localities not resolving tuition subsidy for vocational students has been reflected in the past few years.
According to the principal of a private secondary school in Ho Chi Minh City, many students from poor families have to borrow money to pay tuition fees and are waiting for this subsidy to pay off their debt, but when they apply, their applications are not processed.
Regarding this issue, Deputy Director of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City Huynh Le Nhu Trang affirmed that the city is still implementing Decree 81. Secondary school graduates who continue to study at intermediate level are exempted from tuition fees. Students studying in heavy, toxic and dangerous occupations are entitled to a 70% reduction in tuition fees.
Ms. Huynh Le Nhu Trang requested that schools with students who have not received tuition compensation report to the city's Department of Labor, Invalids and Social Affairs. The Department will work with the Department of Labor, Invalids and Social Affairs to resolve the issue and ensure the rights of students.

Ms. Tran Mai Phuong, Deputy Director of the Ho Chi Minh City Department of Finance, also said that every year, based on the needs of vocational schools, the Department of Finance will synthesize and calculate the budget for implementing the tuition subsidy policy, and submit it to the City People's Committee for consideration and approval by the People's Council.
For public facilities, the city will directly allocate funds to schools for implementation. For non-public facilities, funds will be allocated to the local budget, and payments will be made through the Department of Labor, Invalids and Social Affairs.
Ms. Tran Mai Phuong instructed: "Private schools, if there are students who have not yet accessed this policy, are requested to specifically study Articles 19 to 22 of Decree 81/2021/CP, and guide students on the necessary procedures so that they can benefit from the policy."
Mr. Cao Thanh Binh, Head of the Culture and Society Committee of the Ho Chi Minh City People's Council, suggested: "Through the opinions of all parties, the Department of Labor, Invalids and Social Affairs will inspect the Labor, Invalids and Social Affairs Offices on the implementation of the tuition subsidy policy to ensure the rights of students. The Culture and Society Committee will continue to monitor to ensure the rights of students."
