DEVELOPMENT ECONOMY

To date, the economic structure of Bac Lieu City has shifted positively towards gradually increasing the proportion of industry and construction, trade and services, and decreasing the proportion of agriculture, in line with the trend of industrialization and modernization. The city's main economic sectors have developed and achieved stable annual growth of 15-16%. In 2024, the value of industrial and handicraft production reached nearly 4,000 billion VND, trade and services reached nearly 28,000 billion VND; tourism has experienced remarkable growth in recent years (averaging about 22% per year). Notably, average income increased from 25,480,000 VND/person in 2010 to 114,510,000 VND/person in 2024.

In addition, to promote the development of socio-economic infrastructure linked to national defense and security, the city has focused on investing and mobilizing resources from the entire society to implement projects. From 2010 to the present, the city has mobilized and allocated more than 40,175 billion VND, implementing 1,002 projects. These include the completion and operation of the Tra Kha Industrial Park with 15 production and business projects; the Bac Lieu Wind Power Plant project with an expected electricity output of 370 million kWh/year; and the Bac Lieu High-Tech Agricultural Zone for shrimp farming, covering 418 hectares in Hiep Thanh and Vinh Trach Dong communes…

Currently, many key projects are under construction and nearing completion, such as: the Vietnam Urban Upgrading Project - Bac Lieu City Sub-project with 10 important components connecting urban development areas; Cao Van Lau road, a vital route expanding urban space towards the sea; Giong Nhan - Go Cat road, a crucial transportation route serving rural development in 3 communes; and the expansion of National Highway 1A at the northern gateway of the city. Tran Huynh road, Nguyen Tat Thanh road, the extended Hoa Binh road, and other inner-city roads are also being upgraded; simultaneously, projects connecting the drainage system to prevent flooding are being implemented…; 100% of hamlets have inter-hamlet rural roads, and all hamlets in the central areas of the communes have roads accessible to four-wheeled vehicles. The city is currently coordinating the implementation of the outer ring road project, the inner ring road project, and the flood control plan; attracting investment and expediting the implementation of the wastewater treatment plant project worth over 1.2 trillion VND. At the same time, it was proposed that the province take advantage of available capital sources to invest in the construction of Bac Lieu Bridge 4, Bac Lieu Bridge 5, and the connecting road to the East Sea dike. In the future, the completion of these projects will create favorable conditions for the city to expand its urban space, attract investment, and achieve rapid and synchronized development.

SOCIAL WELFARE POLICIES RECEIVE ATTENTION AND INVESTMENT

Along with economic development, the city has successfully implemented cultural and social development tasks and achieved many important results. Education and training have been reformed in a comprehensive and high-quality direction, consistently ranking among the top in the province's education sector. Annually, the enrollment rate of school-aged children reaches 99% or higher, with 100% of children enrolling in grade 1; the average completion rate of primary education is 99.79%; and the graduation rate of lower secondary school students has consistently reached 100% for many years. The city has achieved the goal of universal preschool education for 5-year-olds, universal primary education, and universal lower secondary education at level 3, and has built 28 out of 34 public schools that meet national standards.

Furthermore, the protection and care of people's health has been continuously improved; disease prevention and control, and food safety and hygiene have been emphasized. The healthcare system in the area is developing synchronously, with provincial-level medical facilities, non-state-run medical facilities, and private healthcare facilities experiencing strong growth. Modern infrastructure and equipment have been enhanced, providing increasingly better healthcare services for people both within and outside the city. The number of doctors per 10,000 people has reached 12.7.

Simultaneously, Bac Lieu City has effectively implemented the campaign "All people unite to build new rural areas and civilized urban areas" in conjunction with the movement "All people unite to build a cultured life"; maintaining 67/67 hamlets and villages meeting cultural standards, upholding the title of 7/7 civilized urban wards and 3/3 new rural cultural communes with a cultural family rate of 97.82%.

Most noteworthy is the attention given to activities of gratitude and social welfare. From 2010 to the present, the city has mobilized over 146 billion VND for the Social Welfare Fund, building and repairing 2,026 houses of gratitude, compassion, solidarity, and houses for comrades; implementing solutions to support capital, vocational training, and job creation; and mobilizing businesses and Party members to help poor households... Through these efforts, 4,473 households have risen out of poverty. Since 2019, the city has achieved the goal of eliminating poverty according to the criteria, basically resolving housing issues for policy beneficiary families and eliminating temporary and dilapidated houses throughout the city.

National defense and security work is identified as a crucial and ongoing task. The city's armed forces are being strengthened in both quality and combat readiness, better meeting the increasingly demanding requirements of national defense and security. The work of building strong wards and communes in terms of national defense and security is being carried out seriously; the building and training of reserve forces and militia are becoming more systematic and of higher quality. Exercises on operating mechanisms and combat in the defense zone and operational plans at the city and ward/commune levels are conducted with quality and according to plan. Annually, training marches combined with mass mobilization work and the Tet (Lunar New Year) program for the military and civilians have proven effective. For many years, troop deployment targets have been met or exceeded…

Building upon and developing these achievements, Bac Lieu City will continue to strive to complete strategic tasks in the new phase, contributing to the city's continuous development and the construction of an increasingly modern and well-equipped urban area.
