According to a report from the City's Finance and Planning Department, as of the end of March 2025, the total value of disbursed public investment capital across the city reached VND 49.179 billion, equivalent to 13.4% of the annual plan, an increase of over 25% compared to the same period last year. Of this, the city's budget alone has disbursed 17.5%. It is expected that by the end of the second quarter of 2025, Dong Trieu will reach the milestone of disbursing 50% of the total planned capital, equivalent to VND 183.888 billion.
One of the highlights of this achievement is the construction project of the new Hong Thai Dong Secondary School, a key project for the local education sector. The project has a total investment of 80 billion VND, and approximately 40% of the construction work has been completed, with an equivalent amount already advanced. Notably, the contractor is mobilizing maximum manpower and machinery, and organizing construction even at night to shorten the completion time. If this pace is maintained, the project will be completed in September 2025 – one month ahead of the original plan, ready for use before the start of the new school year.
In addition, another transportation project that is significantly contributing to the city's public investment disbursement results is the project connecting National Highway 18 to the riverside road. Playing a key role in developing transportation infrastructure and expanding urban space, the project has completed 80% of its work. Land clearance has been completed, creating favorable conditions for the contractor to accelerate the construction of the remaining items.
Beyond the impressive figures, Dong Trieu's public investment disbursement results also demonstrate decisive leadership and management. The city government has required investors to develop monthly and quarterly disbursement plans, assigning specific responsibilities to each responsible official. Simultaneously, payment procedures have been streamlined, completed within 3 working days of project acceptance, ensuring faster and more efficient capital flow.
Alongside accelerating progress, the city also focuses on recovering advances and settling outstanding capital from the previous year. Specifically, by the end of March 2025, Dong Trieu had recovered more than 26 billion VND in advances from both the provincial and city budgets, accounting for nearly 13% of the outstanding balance carried over, contributing to the sound management of public investment finances.
However, the disbursement process still faces many difficulties. Some projects are experiencing delays in disbursement due to obstacles in land clearance, especially in areas with complex land ownership issues or incomplete legal procedures. In addition, the progress of collecting land use fees – a crucial source of revenue for investment capital – has not met expectations in the first few months of the year, somewhat affecting the capital allocation schedule.
With the goal of disbursing 100% of the planned capital in 2025, Dong Trieu City is continuing to direct departments, agencies, and project owners to proactively review and resolve difficulties at each project. In particular, the city emphasizes the resolute handling of weak contractors who do not meet capacity and progress standards, while prioritizing the reallocation of capital from slow-moving projects to projects with better disbursement potential.
Mr. Nguyen Trung Thanh, Deputy Director of the Dong Trieu City Investment and Construction Project Management Board, affirmed: "We publicly and transparently select reputable, capable, and experienced contractors to carry out the projects; coordinate with specialized agencies and localities to carry out land clearance; hold meetings and briefings with contractors to ensure the progress of projects through signed contracts; strengthen supervision to ensure the correct implementation of tasks and objectives to guarantee the quality of the works; urge contractors to recover advances according to regulations and make project payments; contractors focus personnel, finances, and machinery to ensure the construction of projects is completed on time and ahead of schedule…"
Clearly, in the context of an economy still facing many challenges, accelerating the disbursement of public investment capital not only helps improve local infrastructure but also creates momentum for economic growth, creates jobs, stimulates consumption and social investment. With the decisive and systematic approach currently being taken, Dong Trieu has every reason to expect to "reach the finish line" early in the field of basic construction investment in 2025.
