Ho Chi Minh City abolishes regulation on not building new hospitals and universities in inner city

After 15 years, the Ho Chi Minh City People's Committee believes that the regulation of not building new universities, colleges, vocational high schools, and medical facilities in inner-city districts is no longer suitable for reality.

In the document sent by Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, to the People's Committees of districts and Thu Duc City regarding the planning of universities, colleges, vocational high schools and hospitals in the area, the City People's Committee expressed a change in its perspective on planning compared to the previous period.

Accordingly, since 2007, the Ho Chi Minh City People's Committee has directed in document No. 8933: "From now on, universities, colleges, vocational high schools and medical facilities in the city center and old inner-city districts are only allowed to repair, upgrade, invest in equipment and facilities to gradually modernize, on par with the region and the world; no new planning or construction; new investment and construction will be implemented in new districts and suburban districts, gateways to the city".

After 15 years, the Ho Chi Minh City People's Committee recognized that the contents of the above document are no longer suitable for the development of traffic, public transport system, the reality of investment in building a network of medical andeducational facilities, and the need to develop diverse medical and educational facilities of the city.

In addition, existing hospitals, universities, colleges and vocational high schools in the inner city have seriously degraded and need to be built to suit the new situation.

Therefore, the Ho Chi Minh City People's Committee directs hospitals and medical facilities to invest in new construction in accordance with approved legal planning, ensuring current construction standards and regulations; meeting the material facilities for medical examination and treatment, serving the people's access to healthcare conveniently. New construction investment procedures are carried out in accordance with current regulations.

Universities, colleges and intermediate schools are allowed to renovate, repair or build new ones according to current regulations and standards, but the scale must be consistent with current planning, regulations and management rules and ensure that they meet the requirements of urban technical infrastructure conditions.

The Ho Chi Minh City People's Committee assigned the Department of Education and Training and the Department of Health to coordinate with relevant units to inspect and supervise training at universities, colleges, intermediate schools and medical examination and treatment at hospitals (including ensuring the scale of hospital beds and actual classrooms are consistent with the content of the construction permit); ensuring that operations comply with standards, planning and scale of training and medical examination and treatment according to regulations.

In addition, the Ho Chi Minh City People's Committee assigned the Department of Planning and Architecture to preside over and review the planning of functional areas of universities, colleges, medical areas, green parks, and propose plans to adjust the planning to attract investment in key social infrastructure projects, and include it in the project to adjust the general planning of Ho Chi Minh City construction to 2040, with a vision to 2060, which is being prepared as a basis for implementation.

The Department of Planning and Investment and the Department of Transport are assigned to coordinate with relevant competent agencies to research, review and allocate capital, plan and advise on the implementation of investment in the construction of public transport routes, technical infrastructure works connecting to medical clusters and concentrated university areas, ensuring access to service infrastructure. This must simultaneously minimize the impact of traffic congestion and ensure the quality of the urban environment.
