Ho Chi Minh City divides 5 project groups to spend 63,000 billion VND of public investment capital in 4 months.

From now until the end of January 2025, Ho Chi Minh City must disburse VND63,000 billion in public investment capital. Secretary of the City Party Committee Nguyen Van Nen also requested that this be considered a top priority in the remaining months of 2024.

At the 33rd meeting of the 11th Ho Chi Minh City Party Committee on the afternoon of October 8, Mr. Phan Van Mai, Chairman of the City People's Committee, analyzed the reasons for the slow disbursement of public investment capital and proposed solutions to complete it in the last months of the year.

Mr. Mai said that in 9 months, the City only disbursed 16,000 billion VND, equivalent to more than 20%, currently remaining 63,000 billion VND. According to Mr. Mai, the remaining amount must be disbursed by January 2025 at the latest. After classification, the City has divided it into 5 groups to focus on implementation.

Of which, the site clearance group is 30,000 billion VND, the City focuses on site clearance of Xuyen Tam canal (Binh Thanh, Go Vap) with 12,976 billion VND, the North bank project of Doi canal (District 8) with 5,092 billion VND and 2 sections of Ring Road 2 (Thu Duc City) with 7,600 billion VND and other projects.

“After reviewing, we can disburse about VND28,000 billion for this group,” he said.

The second group is newly started projects worth 8,000 billion VND. This group includes large projects such as equipment for 3 gateway hospitals in the city worth 1,200 billion VND. The group of projects in progress is 9,600 billion VND.

Regarding the group of procedural problems under the jurisdiction of the Central level. Of which, the 10,000 billion VND flood prevention project has not yet disbursed 6,800 billion VND. In addition, with nearly 4,000 billion VND disbursed for the Urban Railway No. 1 project, the city has worked with the Urban Railway Management Board, striving to disburse 3,800 billion VND.

Mr. Mai said that in the coming time, the City will work with other agencies to continue to handle problems and transfer capital to ensure disbursement progress.

For ongoing projects, Mr. Mai said, investors will make great efforts and focus to disburse 9,600 billion VND in public investment.

In addition, the City Department of Planning and Architecture and localities continue to resolve procedural problems for 57 projects in the area, removing planning issues to ensure the speed of disbursement of public investment capital.

In his directive speech, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen requested a high level of focus on disbursing public investment capital, considering this the highest priority task in the fourth quarter of 2024. “There are about 80 days left, with the highest determination, we must do this job well. Along with that, we must check, correct and handle cases that do not do it or for some reason do not meet the requirements due to subjective reasons,” he said.

Mr. Nen also requested to focus on accelerating the implementation of the Land Law, Housing Law, and Real Estate Business Law. Continue to institutionalize and concretize specific mechanisms and policies according to Resolution 98 and some groups of tasks of Decree 84 piloting the decentralization of state management in some areas to the City government.
