Ho Chi Minh City aims for its citizens to engage in lifelong learning and master digital skills.

From digital skills training classes at the ward and commune levels to online libraries and learning resources, Ho Chi Minh City is expanding learning opportunities for all citizens, viewing lifelong learning as key to adapting to digital transformation and a modern city.

On the afternoon of December 23, the Ho Chi Minh City People's Committee held a preliminary review of the 5-year implementation of the project "Building a Learning Society in the period 2021 - 2030" and the 2-year emulation movement "The whole country builds a learning society and promotes lifelong learning in the period 2023 - 2030".

Ho Chi Minh City has identified improving the capacity, qualifications, and skills of its citizens as one of the key tasks of the aforementioned project. Over the past five years, the city has implemented many practical programs and solutions to create lifelong learning opportunities for all citizens, meeting the requirements of the digital transformation era and international integration.

Many new learning models

Ho Chi Minh City has 295 community learning centers that are effectively maintained and developed. These centers regularly organize short-term courses and workshops on basic computer skills, digital device usage, vocational skills, life skills, law, health, gender equality, social vice prevention, and environmental protection. These classes offer flexible schedules to suit various groups seeking short-term vocational training.

Simultaneously, the city is implementing many new learning models closely linked to the urban digital transformation process. A prime example is the "Ho Chi Minh City Digital Citizen" program, which helps people access and become familiar with digital applications, online public services, and electronic transactions, contributing to the development of basic digital competencies.

Community learning centers, in coordination with the Department of Information and Communications (now the Department of Science and Technology), the City Youth Union, the Women's Union, the City Farmers' Association, etc., organized training courses on digital skills, safe internet usage skills, information retrieval skills, and online learning.

The city also focuses on building an open, lifelong learning platform with an electronic library system, digital learning materials, online learning portals, etc., that are widely connected so that people can easily access, learn, and share open learning resources.

Many wards and communes are piloting models such as community learning spaces, digital libraries, and connected classrooms to expand the learning environment for everyone.

5 key tasks

At the conference, Vice Chairman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy outlined five key tasks for the coming period. Firstly, stabilizing the organizational structure after restructuring according to the two-tiered local government model. Reviewing functions, tasks, and coordination processes; ensuring smooth direction and management, and preventing interruptions in the implementation of projects and movements.

Secondly, we need to strengthen decentralization and delegation of authority to units; clearly define responsibilities, deadlines, and specific outputs. At the same time, we must enhance inspection, supervision, and evaluation based on substantive criteria, improve communication, and closely coordinate with the Vietnam Fatherland Front and other mass organizations to create consensus and spread the spirit of lifelong learning.

Thirdly, we need to promote digital transformation to support lifelong learning. Departments, agencies, and localities should build a shared digital learning resource system, develop online learning support platforms, open libraries, and move towards managing citizens' learning data using personal identification codes, serving to evaluate learning units objectively and accurately.

Fourth, mobilize social resources and encourage businesses, social organizations, higher education institutions, and vocational education institutions to participate in building lifelong learning models linked to the learning needs, career changes, and specific labor characteristics of each locality. Simultaneously, expand international cooperation and exchange experiences within UNESCO's global network of learning cities.

Fifthly, the Vietnam Fatherland Front of Ho Chi Minh City and political and social organizations will continue to closely coordinate with the education sector to mobilize people to participate in lifelong learning, diversifying the forms of organizing learning movements; ensuring that all citizens have the opportunity to learn, especially migrant workers, vulnerable people, and the elderly, contributing to building an inclusive, equitable, and modern learning society.

Ho Chi Minh City submits proposals and recommendations to two ministries.

The Ministry of Education and Training should soon issue a unified national set of criteria for evaluating the results of building a learning society. Simultaneously, it should research, develop, and implement common software for evaluating and recognizing learning units and learning communities; and develop applications for evaluating and recognizing learning citizens on digital devices.

The Ministry of Finance is adjusting the level of financial support from the state budget for community learning centers to ensure it aligns with the requirements, tasks, and actual conditions, as the current level of support is insufficient to meet operational needs in the new context.
