The Ho Chi Minh City Department of Construction has just sent an official dispatch to 168 communes, wards, and special zones to review the order of house numbers and street names when organizing the arrangement of commune-level administrative units in the city.
Through monitoring and grasping the situation of numbering and attaching house number plates in the city (after the merger) and feedback from press and radio agencies, the Department of Construction found that the order of house numbers (including street names) on some roads, residential areas... needs to be reviewed.
This is the basis for the People's Committees of wards, communes, and special zones to issue plans for numbering and attaching house numbers in the area, or to adjust plans for numbering and attaching house numbers.
The Department of Construction notes that the numbering and mounting of house number plates as prescribed in Circular No. 08/2024 of the Ministry of Construction only applies to newly constructed areas and areas where houses have not been numbered.
For areas that have had house numbers before, but the house numbers are not uniform and orderly, the People's Committees of wards, communes, and special zones shall consider and decide to apply the provisions of Circular No. 08/2024, or apply the previous house numbering principles. This is to limit disruption and impact on people's daily lives.
Meanwhile, for houses and construction works in urban areas, with roads passing through two or more wards or communes (named roads or unnamed roads that are eligible for naming), the People's Committees of wards and communes need to coordinate to finalize house numbers at addresses bordering administrative boundaries, to ensure the stability of house numbering order throughout the system.
Particularly for residential areas along national highways within the administrative boundaries of many wards and communes, the People's Committees of wards and communes bordering Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province (before merging with provincial administrative units) organize a review of house numbering order, house numbering principles (house numbering in urban or rural areas), and street names in residential areas along national highways.
For houses and construction works in rural areas, the Department of Construction recommends that the People's Committees of communes review the order of house numbers in the locality, whether they are affected by the implementation of the arrangement of commune-level administrative units; in case of impact, a plan to adjust the house numbers must be developed, while still inheriting the house numbering principles that have been consistently applied up to now.
The Department of Construction requests: in case of difficulties or problems in the process of reviewing, making plans for numbering and attaching house number plates, the People's Committees of wards, communes and special zones must send a written report to the Department of Construction for guidance according to regulations.
In case of making a plan to adjust house numbers that requires closing house numbers between two adjacent areas, the People's Committees of wards and communes with adjacent administrative boundaries shall coordinate to implement, following the principle of ensuring the stability of the existing house number order; or report to the Department of Construction for joint resolution.
