The Ho Chi Minh City People's Committee has just issued a plan to survey, evaluate, guide, and remove difficulties in the process of arranging commune-level administrative units, operating the 2-level local government model in phase I and key tasks in phase II.

Thereby, comprehensively survey and evaluate the direction, leadership and management work in the process of implementing the arrangement of commune-level administrative units and the operation of the two-level local government model in 168 wards, communes and special zones in Ho Chi Minh City.
The survey will record and promote the achievements of 168 wards, communes and special zones in proactively coordinating with specialized agencies under the City People's Committee to complete the implementation of administrative unit arrangement and operation of the 2-level local government model in phase I. This is also to prepare for the establishment of 38 Public Administration Service Centers according to the non-administrative boundary model on the basis of utilizing the headquarters of the (old) district-level People's Committees.
Thereby promptly removing difficulties, guiding the resolution of newly arising issues in the organization and implementation according to management authority and proactively proposing key tasks that need to be focused on in phase II, closely following the direction of the Politburo , the Secretariat, and the Standing Committee of the City Party Committee to ensure the construction of a "lean, compact, strong, efficient, effective, and efficient" political system, improving the quality of service to people and businesses in Ho Chi Minh City.
In that spirit, the survey and assessment will be carried out in early August 2025, focusing on 9 groups of contents such as the work of building working regulations of the People's Committees of wards, communes, and special zones (hereinafter referred to as the People's Committees at the commune level); organizing the apparatus, perfecting the personnel of the Party Committee, the Front, the People's Council and the People's Committee at the commune level; the establishment of specialized departments, the Public Administration Service Center, and public service units under the People's Committees at the commune level.
Evaluate the arrangement of headquarters, facilities, equipment, and technical infrastructure of the People's Committee at the commune level, the Public Administration Service Center; and the settlement of administrative procedures according to the requests of people and businesses in the area.
Transmission system of the Public Administration Service Center; issuance of digital signatures to officers and civil servants authorized to receive and process records of specialized departments and the Public Administration Service Center under the People's Committee at the commune level.
Evaluate the implementation of key local programs, projects and schemes when rearranging administrative units and implementing two-level local government.
At the same time, survey and evaluate the work of resolving regimes and policies for cadres, civil servants, public employees, part-time workers at the commune level, and contract workers when organizing a two-level local government in phase I.
Preparations for the necessary conditions to successfully organize Party Congresses at all levels for the 2025-2030 term.
The survey delegation of the city is expected to be led by Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh; Director of the Department of Home Affairs Pham Thi Thanh Hien and Chief of Office of the Ho Chi Minh City People's Committee Duong Hong Thang as Deputy Heads of the delegation.
