Ho Chi Minh City does not charge fees for document conversion.

The Ho Chi Minh City Department of Finance has sent an official dispatch to departments, branches, 168 wards, communes, special zones and the Ho Chi Minh City Digital Transformation Center regarding fees and charges when converting documents when rearranging administrative units and organizing 2-level government.

Accordingly, based on Resolution 198/2025 of the National Assembly on a number of special mechanisms and policies for private economic development, exempt organizations, individuals and enterprises from collecting fees and charges for documents that need to be reissued or changed when restructuring and reorganizing the state apparatus in accordance with the provisions of law.

At the same time, based on Official Dispatch 8614/2025 of the Ministry of Finance on responding to recommendations on implementing decentralization, delegation of authority, and determination of authority when arranging administrative units and organizing a two-level local government model, exempt fees and charges when converting related documents of individuals, organizations, and enterprises when arranging administrative units and organizing a two-level government model.

Therefore, the Ho Chi Minh City Department of Finance requests that the city's departments, branches, and sectors, and the People's Committees of 168 wards, communes, and special zones exempt fees and charges when converting related documents of individuals, organizations, and enterprises when arranging administrative units and organizing two-level government.

Previously, in the plan to implement the National Assembly's Resolutions on the arrangement of administrative units at all levels in the city in 2025, the Ho Chi Minh City People's Committee also emphasized this.

Specifically, the Ho Chi Minh City People's Committee requested that the departments, branches and sectors of Ho Chi Minh City guide the wards and communes formed after the reorganization to properly implement the adjustment of related documents for organizations and individuals due to changes in the name of administrative units and not collect fees and charges when making conversions due to changes in administrative unit boundaries.

After the Party Congresses at all levels until the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, agencies and units shall inspect, review and evaluate the implementation of the instructions of departments, branches, sectors and localities in carrying out procedures for converting documents related to life and social security for individuals and organizations with the principle of not collecting any fees or charges.
