Ho Chi Minh City opens a new method for washing sea sand to serve key projects.

Ho Chi Minh City has assigned relevant units to survey the possibility of washing sea sand to replace natural sand for use in several key projects.

The Ho Chi Minh City People's Committee has just issued Document No. 4180/UBND-ĐT on the management of construction materials and alternative solutions to natural sand.

Specifically, the Department of Agriculture and Environment is tasked with surveying and proposing locations of sea sand mines that can be exploited as a substitute for natural sand, to serve as a strategic reserve for the city, which can be activated immediately in case other supply sources are insufficient to meet the city's needs.

The Department of Agriculture and Environment needs to coordinate with relevant units to identify suitable locations for installing sea sand washing equipment. It should also study mechanisms for assigning strategic investors with sufficient capacity and experience to organize and implement sea sand washing projects as material suppliers for public investment projects, as well as assigning mineral mines to investors and strategic investors for exploitation to serve key projects. A report on the implementation results should be submitted to the City People's Committee before June 30, 2026.

The city also assigned the Department of Construction to closely monitor developments in the construction materials market in order to promptly update and publish monthly prices to reflect market price levels.

The city has instructed several investors and construction contractors to proactively survey the market and seek additional suppliers of legally sourced sand from outside the province or through imports to ensure project and construction progress. During the project planning process, investors should proactively organize surveys and assessments to specifically evaluate the cost, quality, and supply capacity of mineral mines (including crushed sand and sea sand) to select appropriate design solutions aimed at reducing the use of traditional materials or materials whose supply is currently in short supply.
