Using sea sand as construction material, National Assembly delegates worry about salinity in the Western region

National Assembly deputies said that exploiting sea sand as construction material is a solution in the context of material shortage, but it needs to be carefully evaluated to avoid environmental impacts.

On the morning of November 6, the National Assembly discussed in groups the draft Law on Construction, the Law on Geology and Minerals, and the draft Law on amending and supplementing a number of articles of laws in the fields of agriculture and environment.

Delegates proposed to urgently evaluate the exploitation of sea sand as construction materials.

Pointing out the current shortage of sand resources for key national projects and works, delegate Nguyen Duy Thanh ( Ca Mau delegation) said it is necessary to exploit offshore resources more effectively with sea sand projects to serve construction needs and stabilize material prices.

Accordingly, the delegates suggested that the Ministry of Agriculture and Environment urgently assess the exploitation of sea sand as construction materials. From there, allow organizations and individuals to conduct investigations of mineral material conditions and deploy conditions for exploitation.

At the same time, it is also necessary to build a warehouse to store common construction materials such as sea sand, ensuring the goal of stabilizing sea sand prices, overcoming the sand shortage to serve key national projects and works.

However, delegate Nguyen Huy Thai - Deputy Head of the National Assembly Delegation of Ca Mau province - said that it is necessary to carefully study the exploitation of sea sand and river sand as construction materials. As with the exploitation of sea sand, this is a policy that has been put forward but many experts are concerned about the feasibility of constructing processed sea sand to build highways.

Having directly surveyed the model of sand exploitation, spraying and washing, and processing for use, delegate Thai said that the problems arising in the use of sand such as acid sulfate soil and salinity in some localities in the Mekong Delta need attention.

Or with river sand mining, Mr. Thai pointed out the reality of sand mining in the Mekong Delta that has caused landslides on both banks because some places mine sand without a license, and even the provincial leaders have to take responsibility.

Overexploitation causes the riverbed to lower and the water level to become lower, causing the risk of bank erosion, so there needs to be stricter regulations on this issue.

Accordingly, delegate Thai suggested that the current plan being discussed could be to build an overpass, although the cost is high, with the investment rate being 3 to over 3 times higher.

However, in the long run, this option is more effective and in line with the general trend, so it should be considered as a long-term vision, both suitable for the weak geological foundation in the Mekong Delta and saving materials.

Removing procedural obstacles

According to delegate Nguyen Tuan Anh (Can Tho), it is necessary to consider further cutting down the administrative procedures for Group III minerals, which are common construction materials. Especially materials that are in short supply and need to be supplied for important national projects.

If this is done, it will be resolved "very quickly", possibly saving 6 months to 1 year to bring these construction materials into service for the project. Meanwhile, the regulations on mineral exploitation for construction materials, which have been issued for 20 years, need to be amended to solve the shortage of materials.

At the same time, the delegates also requested that the Ministry of Agriculture and Environment and relevant ministries continue to advise the Government and the Prime Minister to synchronously deploy various solutions to thoroughly resolve the shortage of materials for key projects in recent times.
