The above important points are included in the conclusions of the Ho Chi Minh City People's Committee Chairman Nguyen Van Duoc and the working group's field visit to the Ho Chi Minh City - Moc Bai expressway and Ring Road 3 project on October 1st. The delegation also included Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh, and representatives from various departments, agencies, and localities.
Following the meeting, Chairman Nguyen Van Duoc acknowledged the efforts of the units in implementing the project, while emphasizing that these two vital transportation arteries are crucial for expanding the development space of Ho Chi Minh City and the surrounding areas. However, progress remains slow, and the disbursement rate is lower than planned.
The main reason is that some localities and units still lack decisiveness, proactiveness, and flexibility in handling work.
In addition, coordination is not synchronized, and there are still obstacles regarding compensation, resettlement, and lengthy administrative procedures.
"The units need to focus, mobilize all resources, and proactively carry out their assigned tasks to compensate for the delays," concluded Mr. Duoc.
Regarding the Ho Chi Minh City - Moc Bai expressway project, the Chairman of the Ho Chi Minh City People's Committee instructed local authorities to urgently establish and strengthen the commune-level steering committees, regularly review the progress of compensation, support, and resettlement, and resolve difficulties and obstacles.
The commune-level steering committee will have an additional mobilization and propaganda team consisting of local people who are familiar with the area and have experience in compensation and persuading people to agree with the policy and hand over the land to the investor as soon as possible. The deadline for completing the mobilization and land handover is set before October 22, 2025.
Local authorities need to be proactive and flexible in paying compensation, ensuring compliance with regulations and absolutely preventing any losses or corruption.
Communes must complete the assessment and approval of compensation, support, and resettlement plans no later than October 2025, and disburse payments to all affected households by December 2025.
The Ho Chi Minh City Department of Transport is tasked with coordinating with relevant departments and agencies to complete procedures, design construction, select investors and contractors in accordance with regulations, and ensure the project commences on schedule.
Specifically, component project 1 will commence in Q1 2026, component project 2 will begin construction of the Provincial Road 8 overpass in November 2025, and the remaining items will be completed before December 19, 2025.
The Department of Finance is tasked with leading and coordinating with the agencies advising the People's Committee of Ho Chi Minh City to report to the Standing Committee of the City Party Committee on providing capital support for compensation and resettlement in Tay Ninh province (where the expressway passes through).
At the same time, localities must strengthen management and prevent the exploitation of land brokers, compensation brokers, and document brokers who take advantage of project implementation for personal gain, causing disorder.

Regarding the Ho Chi Minh City Ring Road 3 project, the Chairman of the People's Committee of Ho Chi Minh City requested the Department of Construction to coordinate with relevant units to urgently resolve obstacles and ensure the project opens to traffic as committed.
For the Ring Road 4 project section passing through Ho Chi Minh City, the Department of Construction has been tasked with reviewing material sources and calculating appropriate construction structures to ensure supply.
Director of the Department of Construction Tran Quang Lam directly supervises and monitors the progress of transportation infrastructure projects, promptly reporting any obstacles to the city leadership for resolution.
Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong will be responsible for directing the construction progress of the projects, while Vice Chairman Bui Minh Thanh will be in charge of the land clearance progress.
