Ho Chi Minh City: People are excited when new communes and wards come into operation.

The government is closer to the people, not only in terms of administrative boundaries but also in terms of the service spirit of commune and ward officials.

On June 30, the ceremony to announce resolutions and decisions on implementing the two-tier local government model took place simultaneously across the country. The new government will officially operate from July 1.

In Ho Chi Minh City, the ceremony officially announced the Central Government's resolutions and decisions on the establishment of Ho Chi Minh City, ending the mission of 38 district-level units and establishing 168 new communes, wards, special zones, and the new Ho Chi Minh City.

Ho Chi Minh City Law has recorded the emotions and expectations of the people in this historic moment, in some new communes and wards in Ho Chi Minh City.

“Before, I had to go 20km, now it's closer, saving time”

At the Tan Binh Ward Public Administration Service Center (former Tan Binh District People's Committee headquarters), reporters recorded a large number of people coming to handle administrative procedures.

Sharing with reporters in excitement, Mr. Doan Hoang Nam said that he came to receive the results for the business registration procedure. "I have registered the application online, now I just come to receive the results, so it is very convenient, no need to wait too long, no need to submit cumbersome documents like before. In particular, the business registration procedure used to be carried out at the District People's Committee, now it has been transferred to the commune and ward level for processing, I find it very convenient" - Mr. Nam said.

At Hiep Binh ward (merged Hiep Binh Chanh ward, Hiep Binh Phuoc ward and part of Linh Dong ward, old Thu Duc city), the reporter met Mr. Pham Ngoc Thinh who was doing the procedure of certifying documents at the ward People's Committee.

"Most of the procedures will be transferred from the district to the ward for settlement, so instead of having to run from Binh Phuoc intersection to Thu Duc City People's Committee to do the procedures, now it only takes more than 1km to go to the ward People's Committee headquarters to complete the procedures, very convenient" - Mr. Thinh shared.

At the Public Administration Service Center of Hoc Mon Commune People's Committee (based on the merger of Tan Xuan, Tan Hiep communes and Hoc Mon town), the Center has prepared technical means and set up QR codes to serve the people of Hoc Mon commune on July 1.

Mr. Nguyen Minh Hoang said that he came to apply for a house number at the Hoc Mon Commune Public Administration Service Center and was enthusiastically guided by the commune officials there.

Returning home in an excited mood, Mr. Hoang told reporters: “It is now much more convenient to go through procedures. Officials are also closer to the people. Hopefully, after the merger, everything will be stable, the administrative agencies will be in order, and the people will be served even better,” Mr. Hoang said.

Similarly, Mr. Vinh (former resident of Vinh Loc B) said that he had work related to land documents and contacted the new headquarters of Tan Vinh Loc commune.

Mr. Vinh shared that in the past, when he had paperwork to do, he had to go to the Binh Chanh District Administrative Center. From his house to the district is about 20 km. Now, when he has paperwork to do, he just needs to go to the commune level, which is close by and saves time.

“I have to say that merging the commune level and abolishing the district level means that the new government will be very close to the people, saving a lot of costs for the people.

Previously, when doing paperwork, I had to go from home to the district, then go back to the commune and then go back to the district, then photocopy all kinds of documents and make copies. With real estate documents, the number of photocopies and copies was a lot and was only kept for storage. Now, I just bring my ID card to photocopy and it's done, limiting the back and forth, saving costs, isn't it great, it's very simple," said Vinh.

Officials closer to the people

Ms. Huynh Ngoc Minh Duyen said she went to Sai Gon ward to do land registration procedures. After experiencing it firsthand, Ms. Minh Duyen commented: "Today I came to do land registration, everything went quickly and smoothly. I find the implementation of the two-level local government model appropriate and effective. I hope that in the future, administrative procedures will be processed more quickly, people will not have to waste time looking for many places to do paperwork."

Also in Saigon ward, Mr. Chau Tran Man said he came to the ward to do paperwork.

"The merger of Ba Ria - Vung Tau and Binh Duong with Ho Chi Minh City is the right policy. I think the State should boldly do whatever is good for the country. When merging like that, the administrative apparatus will be streamlined, and the settlement of administrative procedures for the people will also be more convenient. Previously, we had to go to the district to do many types of paperwork, now we only need to go to the ward in the new area to be able to settle the procedures - very convenient, saving time and effort".

Mr. Man also highly appreciated the service spirit of the staff at Sai Gon ward: "Today I came to do paperwork and was supported very enthusiastically by the staff here. All procedures were resolved quickly. I hope other localities in the country will also operate as effectively as here - the staff are friendly, creating the best conditions for the people. That is wonderful."

Ms. Nguyen Thi Xuan Hoa (70 years old, former Vinh Loc A commune) said that she went to the People's Committee of Vinh Loc commune (merged Vinh Loc A commune and Pham Van Hai commune of Binh Chanh district) to ask about the procedures for applying for subsidies for the elderly. Although this was her first time at the new headquarters, she did not feel confused because the staff guided her step by step, from declaring information to preparing related documents.

“I am really happy to see that the new government is very close to the people. People who come to work are fully supported, no one feels lost or doesn’t know who to ask. The way the officials work is also not disrupted, I even see that they are more agile and professional than before,” said Ms. Hoa.

Ms. Ngo Thi Yen, a resident of the old Vinh Loc A commune (now Vinh Loc commune), said that she went to the commune People's Committee to carry out procedures for notarizing documents. Initially, due to the change of administrative unit, she was nervous and worried about whether she would have to wait a long time or whether the process would change in any way to be more complicated.

However, when she arrived, she felt completely at ease. The necessary documents were explained clearly and specifically. For those who were not familiar with filling out forms or were elderly, the staff was ready to assist in filling out information, helping to save time and avoid errors.

After direct experience, Ms. Yen expressed her support for the two-tier government model. According to her, restructuring the apparatus is necessary to make it more streamlined and efficient, as long as it does not affect the reception and handling of procedures for the people. She hopes that in the coming time, the merged commune and ward governments will continue to promote the spirit of being close to the people, listening and promptly resolving the essential needs of the people.

Mr. Mai Cong Nghia (residing in Dong Hung Thuan Moi ward) shared: “Any change is ultimately aimed at serving the people better. And the people – and no one else – are the ones who have the highest expectations for the two-tier local government model.

I believe that, if well organized, the abolition of the district level will not cause disruption but will help streamline the apparatus, reduce intermediaries and speed up work processing. One of the key factors to do that is the operation of technology. When administrative procedures are digitized and population data is interconnected, the processing of documents for people does not necessarily have to go through many levels as before.

New wards are ready to serve the people

Mr. Tran Sinh Hung, Standing Deputy Secretary of Tan Binh Ward Party Committee, said that Tan Binh Ward was established on the basis of merging Wards 13, 14 and part of Ward 15 of the old Tan Binh District with about 90,000 people.

The Public Administration Service Center is a very important department that the leaders of Tan Binh Ward pay special attention to because this is the department that directly serves the people right after the new government comes into operation. Therefore, the operating apparatus, personnel work and facilities of the Public Administration Center have been prepared since half a month ago.

"Before being officially put into operation, the public administrative center of Tan Binh ward was tested three times and was guided, monitored and closely supervised by the city's digital transformation center, so it operated smoothly and was ready to serve the people," Mr. Hung informed.

Ms. Ngo Hai Yen - Vice Chairman of the People's Committee of Sai Gon Ward shared at the historic moment of the merger: I am really moved. Today is a special moment when all localities across the country announce the resolutions and decisions of the Central Government and provinces and cities on the arrangement of administrative units. The General Secretary emphasized that this arrangement is like "rearranging the country" but clearly demonstrates the determination of the Party and State in the work of rectifying the organization, streamlining the apparatus, building a government close to the people, close to the people and serving the people better.

The new nameplate “Saigon Ward People’s Committee” will be officially installed, replacing the old name “District 1 People’s Committee”. This is an extremely special moment, not only for me personally but also for all the cadres and civil servants who have worked in Ward 1, as well as those who are about to join the apparatus of Saigon Ward.

More importantly, however, the renaming marks a new beginning – the beginning of a more flexible, streamlined, and people-friendly administrative management model.

"As a ward leader, I see that as the leadership mindset and working style of the entire system of cadres and civil servants. Therefore, changing the mindset here means that we - the leaders and the entire team of cadres - must determine that serving the people no longer stops at general administrative tasks, but must be specific, practical, and daily tasks. Cadres must proactively grasp the needs, aspirations, and even the smallest problems of the people to promptly advise and resolve them quickly and effectively," said Ms. Yen.

Ms. Tran Thi Mai Ly, Standing Deputy Secretary of the Party Committee of Phu Nhuan Ward, Ho Chi Minh City, said that in recent days, she has directed the team of cadres and civil servants to carry out communication work and build official Fanpages to propagate to the people about the merger event.

In addition, directing the implementation of steps to prepare for receiving the grassroots Party organization transferred from the Phu Nhuan District Party Committee, and at the same time establishing specialized agencies to assist the Party Committee after the merger. At the same time, the administrative apparatus is also being improved to be ready to serve people coming to carry out procedures at the Public Administration Service Center located at the new headquarters of the ward.

Ms. Ly also added that Ho Chi Minh City has tested the shared system twice and the results showed that all operations were smooth. Documents from the city were transferred to the ward level completely and consistently, the online meeting system of the City Party Committee - People's Committee was connected stably, without interruption. The staff and civil servants at the ward have mastered the operation and are ready to receive the increased workload after the merger.

“All party members and local people are eagerly awaiting this transitional moment. The general spirit of the brothers is very excited. The public administration center is ready to serve the people from the very first days of the new model,” Ms. Ly emphasized.

Ms. Tran Thi Dieu Hien, Chief of Office of Cau Kieu Ward People's Committee, said she was very moved when Ho Chi Minh City in particular and the whole country in general entered the renewal period.

Recently, to prepare for the administrative reorganization, the ward has sent staff to attend training courses to master the new regulations of the central government and Ho Chi Minh City.

“I myself am ready to accept and fully implement the new work contents; to implement good discipline. At the same time, I will try to complete my professional work well to contribute to the development of a stronger and more progressive locality,” said Ms. Hien.

Ms. Hien also added that the old backlog of work has been promptly handled or handed over to the next department for processing. As for the new ward, the basic preparation work has been completed, from personnel, facilities, technical infrastructure, shared software systems to support policies for cadres and civil servants.

“I hope and believe that the official operation of the two-tier local government model from July 1 will bring about efficiency, smoothness and success,” Ms. Hien shared.
