Ho Chi Minh City approves the project to develop the 'Science and Technology City - Northern Ho Chi Minh City'.

The People's Committee of Ho Chi Minh City has just issued Decision No. 315/QD-UBND approving the Project for the Development of the 'Science and Technology City - Northern Ho Chi Minh City'.

Accordingly, the " Science and Technology City - Northern Ho Chi Minh City" development project is a strategic orientation project of Ho Chi Minh City in forming and defining a large-scale science and technology development space, directly linked to the high-quality technology production and service corridor in the northern and northwestern areas of the city.

The project is a concrete step in implementing the major policies of the Central Government, especially Resolution No. 57-NQ/TW on the development of science and technology, innovation, and digital transformation; at the same time, it maximizes the new development space of Ho Chi Minh City after the merger, aiming towards a multi-polar, multi-center, hyper-connected megacity model, in which each area has a clearly defined functional role but is closely linked and synergistic.

The Science and Technology City - North of Ho Chi Minh City is positioned as a large-scale science and technology and innovation hub, playing the role of the "science and technology brain" of the high-tech production region in the North and Northwest of the city; and is an ideal pilot space for controlled testing mechanisms, allowing for controlled testing of new technologies, governance models, and new policies associated with national strategic industries and products.

The project organizes the development space according to an integrated structure, including: a central core area in Binh Duong ward, with a scale of approximately 220 hectares (expanded by an additional 103 hectares), focusing on research and development activities, technology testing, training, innovation, and technology transfer; and a high-tech development belt, comprising large-scale science and technology industrial parks such as Binh Duong Riverside, Lai Hung, Cay Truong, and VSIP III, creating space to realize research results through pilot production and mass production.

Based on the specific mechanisms and policies outlined in Resolution No. 98/2023/QH15 and Resolution No. 260/2025/QH15, the Project proposes a controlled pilot management model using a "one-stop shop" mechanism through the Management Board for Urban Development of Science and Technology; while also mobilizing and flexibly utilizing public and private resources. In this model, the State plays a facilitating and foundational investment role, while businesses participate in implementation and operation according to international standards.

A key advantage of the Project is its high readiness for implementation, as the Binh Duong New City area has already received comprehensive investment in urban infrastructure, transportation, energy, public works, and an innovation ecosystem over the past decade. Strategic investors with strong potential will play a crucial role in concretizing the Project, along with reputable domestic and international strategic partners such as Sembcorp (VSIP), Tokyu Group, and Warburg Pincus, to ensure implementation capacity, operational standards, and global resource connectivity.

Towards the 30th anniversary of the Vietnam-Singapore Industrial Park (VSIP) cooperation period (1996-2026), the project is positioned as a symbolic and strategically important undertaking. The project is a concrete realization of the VSIP 2.0 vision jointly envisioned by the Vietnamese and Singaporean governments , continuing to pioneer and experiment with new models of industrial and technological development, meeting the demands of the times and creating breakthroughs in development within the context of the emerging Ho Chi Minh City megacity.

The Science and Technology City - North of Ho Chi Minh City is expected to become a new growth engine based on the knowledge economy and make a significant contribution to the city's GRDP, budget, and competitiveness in the medium and long term, increasing the proportion of high value-added services; at the same time, the project will also create a new development space for knowledge workers, contributing to reducing pressure on the inner city area and improving the quality of life.

Regarding the environment and sustainable development, the Project is a pioneer in realizing the model of ecological industrial parks and green-smart cities, making a practical contribution to the goal of carbon neutrality and enhancing the image and international standing of Ho Chi Minh City. Overall, the Project is a strategic, feasible step with a significant ripple effect, creating a foundation for the City to continue playing a leading role in innovation and development of the country in the new phase.
