According to the report of the Ho Chi Minh City Department of Construction, the city has about 48,143 houses on and along rivers, canals, and ditches and 9 relocation and clearance projects for urban beautification. Of which, the city has compensated and cleared 1,149 houses, and is continuing to implement 243 houses.
There are about 46,452 houses on and along rivers, canals and streams that have not been implemented, and there is no compensation or resettlement support plan.
It is expected that the demand for social housing to serve the resettlement of houses and land on and along rivers, canals and ditches in the whole city is about 8,157 units out of a total of 46,452 units in canals and ditches that have not been implemented (accounting for about 17.6%).
According to the City Department of Construction, the demand for social housing for projects relocating houses on or along rivers, canals, and ditches in the city depends on many factors such as terrain, current status, and social characteristics of each district. This level of demand can fluctuate by nearly 40% compared to the estimated figure.

Currently, the city has not conducted a sociological survey, so some districts cannot accurately predict the amount of social housing demand for resettlement.
Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong assessed that the city currently has 85 related projects, spread across 13 districts with 46,452 houses on and along canals that need to be implemented, therefore, a common project is needed. At the same time, it is necessary to establish a Working Group headed by the Chairman of the Ho Chi Minh City People's Committee and the leaders of the 13 districts and towns participating.
At the meeting, Chairman of Ho Chi Minh City People's Committee Phan Van Mai agreed to establish a Steering Committee and Working Group in November 2024 to implement the project; with the participation of the project consulting unit.

Accordingly, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai assigned the Ho Chi Minh City Institute for Development Studies to preside over and coordinate with departments, Thu Duc City People's Committee and People's Committees of districts with canals in the area to conduct sociological surveys and collect statistics. The deadline for completing this work is the end of December 2024.
In addition, the People's Committee of District 8 was assigned to pilot the implementation of the project's contents because the district has practical experience.
The Department of Planning and Architecture shall preside over and coordinate with the Department of Construction, the Department of Natural Resources and Environment and localities to propose locations for housing construction as well as locations for land exploitation. The Department of Planning and Architecture shall request districts to submit the list for re-evaluation.
The Department of Natural Resources and Environment also presides over and coordinates the development of a legal basis for land acquisition and policies related to the project. The Department of Construction calculates the construction of houses and the renovation and improvement of the canal system in Ho Chi Minh City.
