Ho Chi Minh City: After half way, social housing only reached 1.31% of target

The Ho Chi Minh City People's Committee has just reported the mid-term implementation results of the Ho Chi Minh City housing development program for the 2021-2030 period.

Accordingly, the city sets the target of average housing area per capita of the city by 2025 at 23.5 m2 /person and the total additional housing area of the city in the period 2021-2025 reaches 50 million m2 of floor space.

Of which, commercial housing is 15.5 million m2 of floor space, self-built individual housing of households is 32 million m2 of floor space, social housing is 2.5 million m2 of floor space, and public housing for two purposes is 1,400 m2 .

The social housing project in Nguyen Son residential area (Binh Chanh district) has yet to take shape after more than 1 year of groundbreaking ceremony.

As a result, from 2021 to June 2023, the total newly constructed area reached 15.33 million m2 /50 million m2 , reaching 30.66% of the target set for the period 2021-2025 (the average living area by June 2023 of the city reached 21.44 m2 /person).

Of which, commercial housing developed 3.9 million m2 of floor space, accounting for 25.19% of the set target; individual housing built by the people developed 11.38 m2 of floor space, accounting for 35.6% of the set target; social housing developed 32,668 m2 of floor space , accounting for 1.31% of the set target.

To achieve the target set at the end of the term, the city must develop about 36.65 million square meters of floor space in the 2023-2025 period, equivalent to an average development of about 12.2 million square meters of floor space each year. This is an unprecedented number in the previous period, when the real estate market developed rapidly.

Therefore, the ability to complete the development target of 12.2 million m2 of floor space in each remaining year (2023, 2024, 2025) is extremely difficult. This will affect the ability to complete the target of 50 million m2 of the 2021-2025 period.

With the housing development results as in the first 6 months of 2023 and the current economic growth rate, it is difficult to forecast the housing development results in the coming period.

The most optimistic scenario is that the city maintains the same level of housing development as before the Covid-19 pandemic, specifically developing an average of about 9 million m2 /year in the remaining 3 years. At that time, in the period of 2021-2025, the city is forecast to develop about 40 million m2 of housing floor space, corresponding to 80% of the set target.

Relocation of houses on and along canals

In the plan to organize the implementation of urban development and renovation in the city in the period of 2021-2025 and the following years, the city sets a target of completing compensation and relocation of 6,500 houses on and along canals by 2025, mainly projects using budget capital, with an estimated capital demand of VND 18,073 billion.

This capital is used to implement 3 projects with dual goals of both drainage and house relocation (dredging, environmental improvement, infrastructure construction of Xuyen Tam canal; dredging, improvement of Van Thanh canal; improvement of Hy Vong canal) and 14 projects that have implemented investment preparation steps in the period of 2016-2020, now being implemented in the period of 2021-2025 (including 8 projects with approved public investment policies, 6 projects with approved compensation projects).
