Mr. Duoc said that the three breakthroughs of the next term include institutions, infrastructure and human resources. In particular, to invest in infrastructure, land clearance is required. Mr. Duoc assessed that in the first months of operating the two-level local government, the commune level was still confused, lacking staff and expertise. Even the leaders were still afraid, did not dare to make decisions, and did not sign compensation plans.
In the immediate future, Ho Chi Minh City will dispatch staff to support each task and project such as Ring Road 3, the expansion of National Highway 13, National Highway 22, the extension of Vo Van Kiet Street, the extension of Nguyen Van Linh Street, especially the project to relocate houses along canals. "Key wards and communes must pay attention to site clearance. If the site is not cleared, infrastructure investment cannot be made," Mr. Duoc added.
The Chairman of Ho Chi Minh City said that the Department of Agriculture and Environment will set up special task forces to go to wards and communes to support the site clearance work. "The secretaries and chairmen of 168 communes, wards and special zones must resolutely clear the site. This is the criterion to evaluate the effectiveness of party committees and leaders at all levels. If any commune or ward does not clear the site well and the project is sluggish, the leader will be criticized. For the machine to run, all the gears must run," Mr. Duoc requested.
The head of the Ho Chi Minh City government acknowledged that traffic jams and flooding are two urgent problems of the locality, many people consider them "specialties" of the most populous city in the country. Mr. Duoc assessed that if determined and resolute, in the next 10 years, Ho Chi Minh City can solve the problem of motorbikes with good infrastructure.
Ho Chi Minh City hires international consultants to create new planning
According to the resolution of the Ho Chi Minh City Party Congress for the 2025-2030 term, Ho Chi Minh City sets a vision of being among the 100 most livable cities in the world by 2030, and among the 100 best cities in the world by 2045. "The Central Government and the people have high expectations. This is not an easy task, but if we are determined, resolute, have good and creative ways of doing things with a warm heart and a cool head, no matter how great the goal is, we can achieve it," Mr. Duoc acknowledged.
Discussing further about institutional breakthroughs, the Chairman of Ho Chi Minh City said that the provincial level does not make laws but concretizes laws, resolutions, decrees, and circulars into local guidelines and policies to create an open environment and attract investment.
Currently, Ho Chi Minh City has completed the dossier to amend and supplement Resolution 98/2023 of the National Assembly to submit to the National Assembly for approval at the regular session in October 2025. "This is one of the new attractive motivational tools for Ho Chi Minh City to attract investment," Mr. Duoc assessed.
Regarding planning, Mr. Duoc informed that Ho Chi Minh City will re-plan the new development space with the motto of merging 3 provinces and cities, not the usual addition but multiplication. Ho Chi Minh City will assign roles to each development area based on the potential and existing strengths, not trampling on each other. In the near future, Ho Chi Minh City will choose a world-class unit and domestic consultants to plan the city to create momentum for development.
At the conference, the Deputy Secretaries of the Party Committee of the Ho Chi Minh City People's Committee informed about the core contents and action programs to implement the congress resolution for the next term. Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment of Ho Chi Minh City informed about the 20-step process for the People's Committees of wards and communes to carry out compensation, support and resettlement when reclaiming land to implement projects.
