According to this report, in the period from 2021 to June 2023, Ho Chi Minh City conducted 462 inspections, 823 checks and 2,437 public service monitoring activities. Of these, 762 conclusions were issued, the remaining inspections did not issue conclusions but only issued inspection result reports, directive documents, rectification and overcoming of limitations and shortcomings discovered through inspection and monitoring activities.

Through inspection, examination and supervision of public service activities, economic violations of nearly 98 billion VND and 1,598.9 m2 of land were discovered. Proposal to recover nearly 61 billion VND, 1,598.9 m2 of land and handle other economic violations of more than 37 billion VND.

At the same time, it recommended administrative sanctions against 152 organizations and 899 individuals. Of these, 688 individuals avoided, lacked responsibility, and did not properly perform their assigned duties and tasks.

The results of that implementation were to recover more than 55 billion VND to the state budget, administratively handle 104 organizations, 875 individuals and transfer 6 cases to the investigation agency, of which 2 cases were prosecuted.

Ho Chi Minh City will continue to inspect and examine a number of areas prone to negativity.

The main violations pointed out were that the time for consulting and processing records was not ensured according to regulations; and the work of consulting and proposing in implementing the law on receiving citizens, handling complaints and denunciations, and preventing and combating corruption was not done well.

Besides, there are limitations and shortcomings in land management, construction order, urban areas, environmental sanitation, financial and budget revenue and expenditure management, administrative reform; some individuals have not strictly complied with the internal rules and working regulations of the agency or unit.

In the coming time, Ho Chi Minh City will also review and amend administrative regulations and procedures that are no longer appropriate and cause inconvenience. In particular, it will publicize and make procedures transparent to control and prevent a number of officials, civil servants and public employees from taking advantage of loopholes in legal regulations to engage in negativity and harassment.

The city will review and improve administrative procedures.

In addition, we will continue to increase surprise inspections, focusing on inspecting and examining some areas of work that are prone to negativity and petty corruption, which people, businesses and the press often report, such as administrative procedures related to land and construction permits.

Ho Chi Minh City will also seriously implement the recruitment, selection and promotion exams for civil servants and public employees to select the right people with qualities, professional qualifications and capacity to recruit into administrative agencies, public service units and appoint to ranks after passing the selection, selection into ranks and ranks according to regulations.

In addition, promptly rectify and strictly handle groups and individuals who show signs of evasion, lack of responsibility, failure to properly perform assigned duties and tasks, and behaviors that cause trouble, harassment, corruption, and negativity. Implement inspection and supervision of public services, and implement the code of conduct through cameras at the Department of Receiving and Returning Records of agencies and units.
