That is the information that Mr. Vo Thanh Phong, Head of the Ba Ria - Vung Tau Industrial Parks Management Board provided to businesses at the conference on Deploying some activities of 2-level local authorities to businesses investing and operating in Phu My 3 specialized industrial park on the afternoon of July 10.
The conference was organized by the Management Board of Ba Ria - Vung Tau Industrial Parks, the People's Committees of Tan Phuoc Ward and Tan Hai Ward (old Phu My Town) in coordination with Thanh Binh Phu My Joint Stock Company - the investor of Phu My 3 specialized industrial park.
Speaking at the conference, Mr. Vo Thanh Phong informed that according to the policy of Ho Chi Minh City, the Ba Ria - Vung Tau Industrial Parks Management Board will be merged with the Binh Duong Industrial Parks Management Board, the Ho Chi Minh City Export Processing and Industrial Zones Management Board to form the Ho Chi Minh City Export Processing and Industrial Zones Management Board.
While waiting for the competent authority to issue a decision to establish the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City, with the consent of the People's Committee of Ho Chi Minh City, the Management Board of Industrial Zones of Ba Ria - Vung Tau proactively coordinated with the Management Board of Export Processing and Industrial Zones of Ho Chi Minh City to agree on a plan to receive and handle administrative procedures for enterprises in the area, without interruption, ensuring continuity and smoothness.
The Board has been granted an account for the document management and operation system of the Ho Chi Minh City Export Processing and Industrial Zones Management Board, and the centralized one-stop software of the Ho Chi Minh City People's Committee.
To date, 22 accounts have been granted to 22 civil servants at the Ba Ria - Vung Tau Industrial Zones Management Board (accounting for 100%) to process documents for businesses on the one-stop software of the Ho Chi Minh City People's Committee and the document management software of the Ho Chi Minh City Export Processing and Industrial Zones Management Board.
Currently, businesses submit their applications online on the National Public Service Portal instead of the Ba Ria - Vung Tau Public Service Portal or submit them directly at the Ho Chi Minh City Public Administration Service Center, Facility 3 in Ba Ria Ward.
All administrative procedures received from enterprises will be handled by the Management Board of Ba Ria - Vung Tau Industrial Parks in accordance with the law, without affecting the production and business activities of enterprises.
According to Mr. Phong, currently most administrative procedures are handled centrally by the management boards of industrial parks, one-stop. Investors and businesses do not have to contact many agencies to carry out procedures as before, especially procedures related to planning, environment and procedures submitted on a single portal, which is the National Public Service Portal.
This will help investors save time, costs and procedures have been shortened by about 30% compared to before.
Arrange for fully authorized facilities
Many investors and businesses are concerned that after the merger, the geographical distance will be further, making it difficult to access or difficulties and problems will not be handled promptly.
Regarding this, Mr. Phong said that according to the policy, there will be facilities with full authority and suitable geographical distance to easily and promptly support the handling of difficulties, problems, and situations arising in the investment, production, and business activities of enterprises.
Mr. Nguyen Hoai Duc, Deputy General Director of Thanh Binh Phu My Joint Stock Company, said that from July 1, 2025, many new regulations on decentralization and delegation of authority in the construction sector will officially take effect, marking an important shift in the two-level local government model.
"In order to support businesses operating in Phu My 3 specialized industrial park to quickly grasp and operate effectively under the 2-level local government mechanism, the conference is designed to provide specific information on administrative processes and procedures related to the 2-level local government model, especially in areas such as construction, planning, transportation, licensing, etc., issues that are of interest to many businesses in the industrial park in the current transition period," Mr. Duc shared.
According to Mr. Duc, about 130 tasks were reassigned, of which nearly 100 tasks were transferred from the district to the commune level, such as construction licensing, construction order management, project acceptance... In addition, many other tasks were decentralized to the grassroots authorities, closest to the people and businesses.
Many administrative procedures have been cut and simplified, helping to shorten processing time and increase efficiency in serving people and businesses.
In the field of urban and rural planning, commune-level authorities are empowered to establish, appraise and approve small-scale plans, while provincial levels proactively handle inter-commune planning and large projects.
Phu My 3 Specialized Industrial Park, with a scale of more than 1,000 hectares, was established based on a cooperation agreement between the Vietnamese and Japanese governments in December 2014.
This is an industrial park selected as a model, smart industrial park developed in an ecological, industrial symbiotic direction and applying information technology in the management and operation of the industrial park, contributing to the sustainable development of the regional economy.
Up to now, this industrial park has successfully attracted more than 40 investment projects from multinational corporations from Japan, Korea, Europe, America, Taiwan, China, South America... with a total registered investment capital of nearly 6 billion USD, achieving an occupancy rate of more than 80%.
