It is necessary to consider comprehensively, based on reality and related influencing factors, advantages, difficulties, and specific factors of Ho Chi Minh City, so that the implementation of the arrangement does not cause great disruption, affecting people's lives, the stability and development of the City.
This is one of the requirements set forth in the Directive on leadership and direction of the arrangement of administrative units at district and commune levels in the City in the 2023-2030 period, recently issued by the Standing Committee of the City Party Committee.
The Standing Committee of the Ho Chi Minh City Party Committee requested that Party committees, Party organizations, authorities, the Fatherland Front and socio- political organizations focus on leading, directing, thoroughly disseminating and widely propagating so that cadres, Party members and people clearly understand the viewpoints, goals, principles and roadmap for the arrangement of administrative units at district and commune levels in the 2023-2030 period, and seriously and closely implement them according to the direction of the Central Government, the National Assembly, the Government and the Prime Minister.
The Directive requires the Party Executive Committee of the City People's Committee to lead and direct the City People's Committee to develop a master plan and detailed project to reorganize administrative units at district and commune levels; a strict and appropriate roadmap, collect public opinions on the project; and approve the project according to regulations.
In the immediate future, promptly issue and direct the implementation of the arrangement plan for the 2023-2025 period; in which, it is required to specifically assess the impacts, be cautious, thoroughly research many aspects to calculate the plan, clearly identify the subjects, the roadmap suitable to specific conditions and circumstances, the responsibility of the organization and implementation of agencies, units, and localities; the arrangement plan must be comprehensively studied, reviewed, and evaluated, ensuring continuity between the 2023-2025 and 2026-2030 periods.
Implementation must be in accordance with regulations and instructions, appropriate to the practical situation, and solutions must be drastic, timely, proactive, and flexible, completing the arrangement of administrative units at the district and commune levels in the third quarter of 2024 to focus on Party Congresses at all levels, especially at the commune level, in early 2025; ensuring stable life, consensus of local people, ensuring national defense, security, and socio- economic development in the area.
The Directive also clearly states that it is necessary to arrange and perfect the organizational structure of agencies and organizations after rearranging administrative units at district and commune levels; promote streamlining of staff in conjunction with restructuring the team of cadres, civil servants and public employees according to job positions; flexibly apply and implement policies for cadres, civil servants, public employees and workers in the local government sector to ensure regulations and suitability with practice; ensure funding sources for rearranging administrative units at district and commune levels according to regulations.
The Organizing Committee of the City Party Committee shall preside over reviewing, evaluating and advising on resolving the backlog of personnel work in the Party agencies, the Fatherland Front and socio-political organizations in administrative units after the 2019-2021 reorganization; preside over advising the Standing Committee of the City Party Committee to appraise the overall plan and reorganization project of district- and commune-level administrative units; and guide the preparation for the 2025-2030 term congress for administrative units subject to reorganization.
At the same time, direct, guide and appraise the projects of Thu Duc City Party Committee, District Party Committees and County Party Committees on the arrangement and consolidation of the organizational apparatus, cadres, civil servants, public employees, workers and the settlement of regimes and policies for cases where it is impossible to arrange or assign other jobs to agencies and units under the Party, Fatherland Front and socio-political organizations at district and commune-level administrative units when implementing the arrangement.
The City Party Committee's Propaganda Department directed the City's media agencies to strengthen information, propaganda, and dissemination of policies and purposes of the arrangement of administrative units at district and commune levels so that cadres, party members, and people can agree and implement them.
Thu Duc City Party Committee and District Party Committees focus on leading and directing the implementation of the arrangement of administrative units at district and commune levels in localities according to regulations and instructions of the Central Government and directives and conclusions of the Standing Committee of the City Party Committee, resolutions of the Ho Chi Minh City People's Council, and plans of the City People's Committee to ensure strictness, seriousness, and compliance with the set roadmap and progress.
According to the People's Committee of Ho Chi Minh City, in the period of 2019-2021, the City will rearrange 3 districts: District 2, District 9 and Thu Duc to establish Thu Duc city (reducing two district-level administrative units) and rearrange 19 wards into 9 wards (reducing 10 commune-level administrative units).
The City currently has 22 district-level administrative units (one city, 16 districts and 5 counties) and 312 commune-level administrative units (249 wards, 58 communes and 5 towns). The city's district-level and commune-level administrative units are mostly small in area but have very large populations.
Specifically, the City has 4/22 district-level administrative units and 31/312 commune-level administrative units meeting both standards on natural area and population size; 11/22 district-level administrative units and 217/312 commune-level administrative units have not met 50% of the standards on natural area.
However, the whole city has 21/22 district-level administrative units and 223/312 commune-level administrative units reaching over 100% of the population size standard; there are communes (such as Vinh Loc A commune, Binh Chanh district) and wards reaching over 2,000% (20 times) of the population size standard.
The above characteristics pose many difficulties for the City in researching and arranging administrative units at district and commune levels in the coming time to ensure meeting both standards of natural area and population size./.
