
Ho Chi Minh City is reviewing the list of women who gave birth to two children before the age of 35, with the second birth date from December 21, 2024 to April 15, 2025, for support.
Head of the Ho Chi Minh City Population Department Pham Chanh Trung said that the compilation of this list is part of the first round of statistics to reward and support groups and individuals who have done well in population work according to Resolution No. 40 of the City People's Council issued at the end of last year. This round, wards and communes also counted to support women in poor households, near-poor households, social security, and giving birth during the above period.
Specifically, women who give birth to two children before the age of 35 will receive a one-time cash support of VND3 million. Pregnant women and newborns from poor households, near-poor households, people receiving social protection, and people living in island communes will receive VND2 million in support when performing prenatal and newborn screening. Of which, the standard for prenatal screening is VND600,000, newborn screening is VND400,000 and cash support is VND1 million.
This policy was introduced in the context of the city's slow population growth and the lowest birth rate in the country for many consecutive years. In 2024, the birth rate in Ho Chi Minh City will be 1.39 children per woman, much lower than the replacement fertility rate that Vietnam is maintaining (2 - 2.1 children per woman).
This, if prolonged, will cause many consequences such as rapid population aging, labor shortage, and social security impacts... in the context of the city's continued economic development and high urbanization rate.
Also according to this resolution, Ho Chi Minh City will reward 30 million VND for communes that continuously achieve and exceed the rate of 60% of couples of childbearing age giving birth to 2 children, and 60 million VND for communes that achieve the above results for 5 consecutive years.
Communes that achieve 100% control of gender imbalance at birth will receive 1 million VND in support. Communes that have all elderly people with health insurance cards, health records, and regular health check-ups will receive a reward of 30 million VND.
According to the Ministry of Health's circular, depending on the budget, localities can develop a support level for women who give birth to two children before the age of 35. Currently, some provinces such as Tien Giang, Hau Giang, Kien Giang, Ben Tre, and Bac Lieu have implemented this policy with a support level of 1 - 1.5 million VND.
Previously, in 2017, the City People's Council had a policy to support the implementation of population work with the criteria of rewarding and giving money to communes where no women gave birth to a third child or more. Units performing sterilization were rewarded 30,000 VND per case and 10,000 VND for intrauterine device placement... This time, the Ho Chi Minh City People's Committee proposed to abolish policies that are no longer suitable.
