Ho Chi Minh City: Will trace the origin of products and goods with high risk levels

Ho Chi Minh City will apply traceability to high-risk products and goods produced locally, products participating in the OCOP program, and many other items.

Ho Chi Minh City People's Committee has just issued Decision No. 2881/QD-UBND approving the Plan for implementing, applying and managing the traceability system (TXNG) in Ho Chi Minh City in 2026.

The City People's Committee assigned the Department of Science and Technology (KH-CN) as the standing agency to preside over the implementation of the plan; assigned the Heads of departments, branches, and People's Committees at the commune level to proactively implement assigned tasks; assigned the Department of Finance to coordinate with the Department of Science and Technology, relevant departments, branches and localities to balance and propose to the City People's Committee to arrange implementation funding for units in the 2026 budget expenditure estimate to ensure the plan's progress.

The plan aims to establish a systematic, public, transparent database on product and goods inspection and verification, authenticating inspection information through combining information technology application solutions in this activity, connecting with the national product and goods inspection and verification information portal; ensuring the quality and safety of products and goods, enhancing supervision, contributing to brand building, enhancing competitiveness for businesses and serving international integration for products and goods in the area.

According to the plan, the target is: 100% of products and goods produced in the city with high risk level have the TXNG system applied to ensure connection and data sharing; 100% of products and goods produced in the city on the List of products and goods prioritized for TXNG implementation in 2026 are guided to apply the TXNG system.

According to the plan, the Department of Agriculture and Environment (DARD), Department of Food Safety, Department of Industry and Trade, Department of Health, Department of Science and Technology will take the lead in implementing the application of the TXNG system for the products and goods (mentioned above), products participating in the OCOP program and other products and goods under their management authority.

Organize activities to support trade promotion, connect consumption, introduce and promote products and goods for units participating in the implementation of TXNG; propose plans to encourage, attract and support businesses to implement the TXNG system for products and goods...

The Department of Science and Technology is the agency in charge of organizing orders and implementing topics, projects, and tasks of research and application of science and technology to develop solutions and applied technologies in TXNG according to proposals from relevant departments and branches.

In addition, the Department of Science and Technology will also be responsible for guiding the connection of the product and goods traceability system of organizations and individuals in the city with the National Product and Goods Traceability Information Portal; coordinate with the National Committee for Standards, Metrology and Quality to exploit, provide and look up information on the National Product and Goods Traceability Information Portal to serve the state market management work in Ho Chi Minh City.

According to the plan, the People's Committee at the commune level is assigned to preside over and coordinate with departments, branches, and relevant agencies to carry out information and propaganda on TXNG activities in the management area; monitor and supervise the application of the TXNG system for products and goods in the locality.

Add channel to check the origin of goods and products

The Institute of Anti-Counterfeiting Technology (VATAP) has just launched the VATAP Representative Office in Ho Chi Minh City. VATAP representative informed that the unit has researched, developed and deployed the key project Newstar Check - an electronic stamp system for tracing origin and smart anti-counterfeiting.

The project is oriented to become a core solution to protect Vietnamese brands, aiming to build a national trust ecosystem based on data transparency, protecting consumers and supporting businesses in digital transformation of the supply chain.

Newstar Check overcomes the limitations of the traditional anti-counterfeiting market such as outdated stamps, fragmented data and lack of a reputable agency to guarantee the technology. The system creates a centralized tracing platform, integrating digital technology.
