Thai Nguyen City: Implementing ethnic policies well is the "key" to improving the lives of ethnic minorities

Thanks to the effective implementation of ethnic affairs and ethnic policies, more and more effective economic development models have appeared in ethnic minority and mountainous areas of Thai Nguyen City.

Mr. Pham Duc Giang, Vice Chairman of Thai Nguyen City People's Committee, Head of the Steering Committee for the 3rd City Ethnic Minority Congress in 2024, said that Thai Nguyen City (Thai Nguyen Province) has 18 ethnic groups living together. In recent years, in order to effectively implement ethnic work and ethnic policies, the City Party Committee has focused on leading and directing the government, the Fatherland Front and organizations from the City to the grassroots level to thoroughly grasp and implement the Party's resolutions and directives, the State's laws and policies on ethnic work and ethnic policies; build and consolidate the grassroots political system in ethnic minority areas; perfect the ethnic work advisory agency; promote the role of prestigious people in ethnic minority areas...

Accordingly, in the field of ethnic affairs and ethnic policies, the City has focused on promoting the effective implementation of national target programs in the area. Specifically, for the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025, the City has implemented 5/10 projects, prioritizing the most urgent issues in ethnic minority and mountainous areas such as: Solving the shortage of residential land, housing, production land, and domestic water; creating jobs for workers in ethnic minority and mountainous areas; preventing and reducing child marriage and incestuous marriage in ethnic minority and mountainous areas... to create the best conditions for ethnic minority people to stabilize their lives and escape poverty.

The inter-commune road from Phuc Tan (Pho Yen Town) to Tan Cuong ( Thai Nguyen City) has been completed and put into use, creating favorable conditions for people to produce and live.

Up to now, the City has built 3 centralized water supply projects for ethnic minorities in Phuc Triu and Phuc Ha communes; supported 48 ethnic minority households with domestic water; approved the list of 42 ethnic minority households to receive support for job conversion... with a total amount of over 3 billion VND. The City also focuses on promoting job creation for workers in ethnic minority and mountainous areas. With the allocated career capital for 2022-2023 of 899.7 million VND, the City has organized 7 elementary vocational training courses for 210 students. The trained occupations are: Growing and processing green tea; safe vegetable growing techniques; food processing techniques; chicken raising and treatment techniques...

At the same time, organize 8 conferences on propaganda, career counseling, start-ups, vocational training, jobs and employment support services, working abroad for ethnic minorities with a capital of 205.5 million VND in 2022-2023... In 2024, on the basis of the allocated capital of 1,150 million VND, the City will continue to organize 8 vocational training classes for workers in ethnic minority areas...

Regarding poverty reduction, the City integrates the National Target Program on Sustainable Poverty Reduction and the New Rural Development Program to increase the effectiveness of investment support resources. From 2019 to May 2024, Thai Nguyen City has invested over 6,000 billion VND to develop infrastructure. Up to now, 100% of communes have asphalted and concreted roads to the commune center, creating the best conditions for people in mountainous areas and ethnic minority areas to develop production.

Tea production is one of the strengths of ethnic minorities in Thai Nguyen city.

Along with that, programs and policies to support poor households such as: Support policies for repairing dilapidated houses, support for vocational training, support for using telecommunications, support for electricity and water bills; Preferential credit loan policies from the Social Policy Bank in the past 5 years have been effectively implemented... helping poor and near-poor households, including ethnic minorities, gradually rise up. In particular, the City has supported funding for building solidarity houses for 401 households (building new houses for 83 poor households, repairing houses for 318 poor and near-poor households) with a total cost of 21,979 billion VND...

Thanks to that, the people's lives in the city and the ethnic minority and mountainous areas have changed significantly. In 2019, the poverty rate of communes and wards in ethnic minority and mountainous areas was: 2.09%; near-poor households: 1.79%; by 2024, the poverty rate of ethnic minority households will decrease to: 0.4%; near-poor households: 0.4%. People's lives have improved, the average income per capita in rural areas reached 57.4 million VND/person/year. People are excited, confident, and actively respond to the new rural construction movement. By 2025, Thai Nguyen City strives to have 5/11 communes meeting advanced new rural standards. 06/11 communes meet new rural model standards .

Talking to us, Mr. Long Van Nguyen, Deputy Head of Phuc Thuan Hamlet, Phuc Triu Commune, Thai Nguyen City happily said: My family has been given loans by the Provincial Social Policy Bank and the Commune and City Farmers' Association to create jobs. From the loan capital, my family has invested in renovating and planting new high-quality tea varieties, building factories, buying machinery and equipment... to improve the quality of product processing. Thanks to that, my family has a stable annual income of over 500 million VND, creating seasonal jobs for 12 workers with an average income of 5,500,000 VND/month to 8,000,000 VND/month...

Material life is stable, gradually improving, cultural work, preserving and promoting the good traditional cultural values of ethnic groups in the city are also focused on and concerned. Currently, the city has 01 ethnic tourist destination recognized as a local tourist destination: Thai Hai eco-tourism stilt house village conservation area in My Hao hamlet, Thinh Duc commune. Traditional festivals of ethnic minorities and religious activities of ethnic minorities are always directed by the city, thereby creating a joyful, excited atmosphere of solidarity, promoting and preserving the national cultural identity such as: Traditional festival of San Diu ethnic group in Khuon hamlet, Phuc Triu commune, Soong Co singing club of San Diu ethnic group in Son Cam commune, Tra village communal house festival, Son Cam village temple, Son Cam commune, Quan Trieu communal house festival, Quan Trieu ward...
