The Ho Chi Minh City Civil Defense Command - Disaster Prevention and Search and Rescue Command has just issued an urgent document to localities and units regarding the proactive implementation of measures to prevent and respond to the tropical depression and the high tide combined with heavy rain in mid-September 2024.
Accordingly, localities and units are requested to closely monitor the developments of the tropical depression, which has the potential to strengthen into a storm, in order to proactively implement plans and measures for prevention and response.
Forecasts indicate heavy rain in Ho Chi Minh City in the coming days, causing flooding in low-lying areas, along rivers and canals.
The People's Committee of Thu Duc City and the districts and communes are requested to proactively organize inspections and reviews of vulnerable embankments, culverts, and tidal gates, and prepare materials (mangrove piles, tarpaulins, sandbags, etc.) to promptly address and reinforce weak embankments.
The Ho Chi Minh City Civil Defense - Disaster Prevention and Search and Rescue Command Board emphasized the need to prevent dike breaches, overflows, and tidal control gate failures that could cause flooding and affect people's lives, livelihoods, and production.
The Southern Irrigation Exploitation Company Limited is requested to coordinate and propose to relevant units, based on weather conditions in the basin, reservoir water levels, inflow into the reservoir, tidal water level changes on the Saigon River, and heavy rainfall in Ho Chi Minh City, the operation of the Dau Tieng reservoir to ensure the safety of the structure and reduce flooding downstream, avoiding adverse combinations of high tides, heavy rain, and flood releases.
The Ho Chi Minh City Civil Defense - Disaster Prevention and Search and Rescue Command also requested the People's Committees of District 12, Hoc Mon District, and Cu Chi District to prepare forces, materials, and equipment to promptly address any incidents that may occur within the contract packages of the Saigon River Right Bank Project in their respective areas of management.
The Department of Transport, the Department of Construction, the City's Water Management and Exploitation Service Company Limited, and the City's Urban Drainage Company Limited, in coordination with the People's Committee of Thu Duc City and the districts, are preparing forces, vehicles, and equipment to promptly address vulnerable areas of embankments, tidal control gates, and drainage canals.
In addition, effectively operate the sluice gates, tidal control gates, and pumping stations; coordinate with the city police to deploy mobile water pumps to promptly address flooding caused by high tides combined with heavy rain.
We request that investors in transportation, urban infrastructure, and irrigation projects proactively organize inspections to promptly detect and address vulnerable sections of dikes, embankments, revetments, culverts, and diversion channels within the scope of their project packages.
We request that the City Police direct the Traffic Police force to coordinate with the City's Youth Volunteer Force to organize mobile forces to regulate traffic in key areas affected by flooding caused by high tides combined with heavy rain.
The Southern Vietnam Regional Hydrometeorological Station forecasts moderate to heavy rain in Ho Chi Minh City from the evening of September 17th to the evening of September 19th. Total rainfall is expected to be between 30-70mm, with some areas exceeding 80mm. According to the station, this period of heavy rain in Ho Chi Minh City is likely to last until around September 19th or 20th.
"During thunderstorms, there is a possibility of tornadoes, lightning, and strong gusts of wind. Be prepared for the possibility of heavy rain causing flooding in low-lying areas, along rivers and canals," the unit added.
