Ho Chi Minh City strengthens natural disaster prevention, ensures construction safety in the 2025 storm season

On August 15, Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh signed a document conveying the direction of the Chairman of the Ho Chi Minh City People's Committee on the synchronous implementation of measures to prevent natural disasters, prevent high tides, prevent flooding and landslides, and ensure the safety of irrigation works, dykes and reservoirs.

Accordingly, the Department of Agriculture and Environment is assigned to preside over and coordinate with the Department of Finance, localities and related units to remove difficulties, speed up the appraisal and approval of compensation prices, and promptly hand over the site for irrigation and dyke projects. At the same time, direct affiliated units such as the Center for Management and Exploitation of Irrigation Works, the Protection Forest Management Board, the Management Board of Binh Chau - Phuoc Buu Nature Reserve, etc. to maintain and repair works, handle violations of land encroachment, develop water storage plans, and ensure safe operation according to the "4 on-site" motto.

The Department of Construction is required to regularly maintain the pump system, tide control sluices, review the status of anti-erosion projects, maintain degraded embankments and hand over Tan Vinh Hiep Lake in accordance with regulations.

Specialized Project Management Boards must speed up construction progress, arrange forces to be on duty during heavy rain or high tides, and hand over projects according to procedures for effective exploitation and maintenance.

The People's Committees of wards, communes and special zones are assigned to propagate and mobilize people to hand over land, inspect and handle vulnerable locations, clean up rivers and canals, collect water hyacinth, prevent littering that causes blockage of water flow; and make a list of urgent repairs before the flood season.

Ho Chi Minh City People's Committee assigned Hai Chau Vietnam Group Co., Ltd. to be on duty 24/7 at the construction site, monitor floods, handle incidents, and maintain the dam; Con Dao National Park Management Board repaired subsidence at Dat Doc 1 and 2 dams, installed trash screens, and implemented a disaster response plan; Phuoc Hoa Rubber Joint Stock Company expanded the spillway of Suoi Lung lake to adapt to climate change, established a dam protection plan, and responded to emergencies; the Wastewater Project Management Board inspected the safety of Tan Vinh Hiep lake, established new operating procedures, maintained machinery, and handled violations of the construction protection corridor.

The Standing Agency for Natural Disaster Prevention and Control (Department of Agriculture and Environment) regularly inspects and urges progress, summarizes difficulties and obstacles, proposes solutions to reinforce and repair key works, handle canal sedimentation, prevent flooding, and ensure production safety and people's lives.

This directive emphasizes the requirement that all relevant departments, localities and units must be proactive, timely, and closely coordinated to ensure that disaster prevention works are maximally effective before, during and after the 2025 storm season, minimizing damage to people and urban infrastructure.
