Ho Chi Minh City accelerates digital transformation programs.

On January 10th, the Ho Chi Minh City Department of Information and Communications held a conference to summarize the achievements of 2023 and outline tasks and work programs for 2024. Vice Chairman of the Ho Chi Minh City People's Committee, Duong Anh Duc, attended the conference.

Ms. Vo Thi Trung Trinh, Deputy Director of the Department of Information and Communications, said that over the past year, the department has advised the Ho Chi Minh City People's Committee on many activities, achieving encouraging results. Specifically, the city was the only unit nationwide to be unanimously selected and awarded the ASOCIO 2023 Award for Outstanding Digital Government in 2023, held in South Korea. The city's Digital Transformation Assessment (DTI) results consistently ranked in the Top 5 provinces and cities: 5th in 2020, 3rd in 2021, and 2nd in 2022; and in the Public Service Portal assessment, Ho Chi Minh City ranked 4th nationwide.

Other activities such as the implementation of the City Data Strategy, the City's digital-based enforcement management system, which initially contributed to changing the city government's leadership and management methods from traditional to modern, and the completion of the centralized City Administrative Procedure Information System ensuring 100% online public services for eligible administrative procedures… are also outstanding achievements in the past period.

In 2024, Ho Chi Minh City identified the theme for the year as: “Determined to effectively implement digital transformation and Resolution No. 98/2023 of the National Assembly”. The Department of Information and Communications identified key tasks focusing on implementing the digital transformation plan and building the city into a smart city. Specifically, regarding digital government, the city will continue to effectively utilize the Ho Chi Minh City Administrative Procedure Information System; digital signatures will be integrated into the system so that citizens and businesses can directly sign electronic forms with legal validity, facilitating online public services; regarding the digital economy and digital society, it will encourage the development of digital technology businesses, creating momentum to promote digital transformation in businesses across economic sectors, and developing new production and business models based on digital technology platforms…

Speaking at the conference, Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc acknowledged the achievements of the Ho Chi Minh City Department of Information and Communications in the past year and particularly noted the many challenges in 2024, requiring the city's information and communications sector to accelerate its development as it is an industry that applies scientific and technological achievements. This is the responsibility and role of the city's information and communications sector to contribute to the city's development; therefore, the Department of Information and Communications needs to quickly and effectively implement the proposed contents, such as the smart city project and digital transformation.

“We are in phase 2 of the 2025 milestone for press planning. The Ho Chi Minh City Department of Information and Communications needs to provide advice and proposals to build a rational press system, creating an effective and transparent press environment. To accomplish this, the department needs to apply technology; therefore, effective technology application is necessary in managing propaganda,” emphasized Vice Chairman of the Ho Chi Minh City People's Committee, Duong Anh Duc.

According to Lam Dinh Thang, Director of the Department of Information and Communications, the department has identified 2024 as a year of decisive action in various areas, especially smart cities, digital transformation, and the digital economy. Therefore, affiliated units must finalize their 2024 plans and accelerate implementation according to the assigned tasks. Ho Chi Minh City also has programs that need to be implemented decisively, such as the digital transformation of journalism, the deployment and application of 5G, and providing smartphones to the poor.

At the conference, Chairman of the Ho Chi Minh City Journalists Association Nguyen Tan Phong acknowledged the support of the Ho Chi Minh City Department of Information and Communications over the past year, and especially noted that the department had incorporated the very reasonable opinions of media agencies, thereby proposing feasible solutions that are consistent with the Government 's media planning and the practical situation in the city. The Chairman of the Ho Chi Minh City Journalists Association hoped that in 2024, the Department of Information and Communications would continue to strongly support the activities of the association and media agencies, through events such as the National Press Conference held in Ho Chi Minh City…
