In the early morning of October 8, many people shared clips on social media, saying that many sections of the dike in Tien Luc (Bac Ninh) were broken or overflowed. Because it happened around 1am, many sections of water rushed in, flooding into people's houses.
According to Mr. Van Tien, resident of Tien Luc commune (Bac Ninh), due to the rain, water poured in, the area where he lives started to flood some areas from the evening of October 7, and the fields have been flooded for several days, causing damage to many crops and rice fields.
Speaking to Tuoi Tre Online on the morning of October 8, Mr. Tran Xuan Cuong - Secretary of the Party Committee of Tien Luc commune (Bac Ninh) - said that due to the heavy flow of water from the upper Thuong river and the rain, many sections of the dike had flooded into people's fields.
According to Mr. Cuong, the secondary dike is the outer dike, surrounding the area, with the task of regulating and protecting the main dike, but water overflow still has a certain impact on people's lives.
Since the evening of October 7, the commune and authorities have evacuated people, animals, and valuable assets to safety.
"The flood was very dangerous, so we proactively evacuated people from last night, not waiting for the water to rise before handling the situation. This morning (October 8), the authorities will continue to check and move assets and people, if any, to ensure absolute safety for the people," said Mr. Cuong.
According to this person, the commune has received support from hundreds of officers and soldiers of Division 3, but many sections are still flooded, making life difficult for the people. Currently, the whole commune has about 60,000 people.

Also in Bac Ninh, due to the rising flood of Cau River, Hop Thinh commune urgently evacuated people in many villages such as Xuan Giang, Dong Dao, Da Hoi and Ninh Tao at night. In particular, the authorities prioritized the evacuation of the elderly, children, pregnant women, and people with disabilities and reminded people to only bring essential items.
Livestock and property were also moved to higher ground. Some schools were used as temporary shelters for residents, while others went to relatives' homes.

At around 9:30 p.m. on October 7, the Civil Defense Command of Bac Ninh province issued a level III alarm on the Cau River, warning of rapidly rising floods and the risk of losing the safety of the dike.
Therefore, Hop Thinh commune decided to open the sluice gate, allowing the Cau River to overflow the banks to regulate and balance the water level in the outer dike to avoid the risk of breaking. However, this will cause some villages to be surrounded by water and temporarily isolated.
Speaking with Tuoi Tre Online , Mr. Nguyen Van Khanh - Secretary of the Party Committee of Hop Thinh commune (Bac Ninh) - said that he has mobilized local forces to be on duty 24/7, ensuring the supply of food, provisions and necessities for people in areas affected by floodwaters and heavy rains.
According to this person, the number of temporarily displaced people is about 5,000. Currently, the whole commune has more than 72,000 people living there.
