Cuu Long Joint Operating Company (Cuu Long JOC) was one of the first joint ventures with foreign companies in the oil and gas industry during the Doi Moi (Renovation and Opening Up) period. Foreign oil and gas companies, especially the US company Conoco Philippines, brought many advanced scientific , technological, and management methods to Vietnam in the early stages.

Pioneering in the approach to science and technology.

The task set for the Vietnamese leadership in Cuu Long JOC during this period was to organize and motivate Vietnamese staff and workers to grasp and gradually master advanced science and technology, gradually replacing foreigners, and boldly developing a team of qualified and capable Vietnamese employees to replace foreigners in the operation, production, and development of the Cuu Long JOC mine.

Previously, the development projects for the Black Lion, Golden Lion (CPP platform), and Northeast Black Lion fields had 98-99% foreign investment, resulting in significant costs for Cuu Long JOC. However, after a period of struggle to reclaim the position for Vietnamese investors, from 2010 onwards, the White Lion field development project increased the percentage of Vietnamese workers to 38%, followed by the Brown Lion field development project at 51%, and finally the Northeast Golden Lion field development project (SV-15X, SV-16X) at 80%.

To date, the entire operating team on Cuu Long JOC's offshore structures has reached a 100% Vietnamese nationality.

More importantly, the fact that key positions are held by Vietnamese people further strongly affirms the role, expertise, and capabilities of Vietnamese people in managing and operating oil and gas activities. Having Vietnamese people in these roles not only results in significant cost savings but also enhances the value of Vietnamese technological expertise, paving the way for elevating Vietnam's value.

Promoting creativity in production.

Building upon the immense achievements in training high-quality human resources, and under the close attention and guidance of the Vietnam National Petroleum Exploration and Production Corporation (PVEP) and the Vietnam Oil and Gas Group (Petro Vietnam), the leadership of Cuu Long JOC is constantly striving to find solutions to improve the quality of its human resources; including encouraging a spirit of creative work among its employees.

Particularly in the context of volatile oil prices, optimizing costs and reducing the price per barrel of oil is always a key objective for any oil and gas operator.

To inspire and foster the proactive and creative spirit of its employees, the leadership of Cuu Long JOC always encourages and motivates workers to develop their creative abilities in production and directly participates in every initiative and invention, such as approving initiatives, providing feedback to the authors, and making necessary adjustments.

This is what makes the creative movement so widespread at Cuu Long JOC, especially recently, with more and more authors and groups of authors participating in the company's creative activities.

Based on the fact that many employees at Cuu Long JOC have practical innovation initiatives that yield effective results but lack understanding of how to present and write them down as initiatives, the company has established an innovation team to disseminate regulations on innovation activities to all employees, support registration procedures, guide presentation, and defend before the innovation council; at the same time, regularly update new regulations and rules on innovation activities of PVEP and Petro Vietnam so that employees can keep up-to-date; and share and update innovation initiatives from other companies for employees to refer to or apply in practical production activities.

Over the 10-year period from 2013 to 2022, Cuu Long JOC submitted 40 useful initiatives/solutions for production rationalization, of which 29 were reviewed, evaluated, and recognized by the Vietnam Petroleum Exploration and Production Corporation (PVEP), and 109 initiatives were recognized at the Group level, with 2 initiatives winning Third Prize and Encouragement at the VIFOTEC National Technical Innovation Competition.

Specifically during the period 2020-2022, Cuu Long JOC had 811 initiatives and useful solutions for rationalizing production and technical processes that were recognized by the PVEP Innovation and Technology Council, including 2 initiatives recognized at the highest level of PVEP and the special level of Petrovietnam , and 1 initiative that won the Encouragement Award at the VIFOTEC National Technical Innovation Competition.

One of the outstanding initiatives that has contributed to improving the operational efficiency and exploitation of Cuu Long JOC is the initiative "Using polymerized sealing fluid under differential pressure to overcome leakage problems in the Production Oil & Water Swivel mechanism on the Thai Binh-VN FPSO vessel".

This initiative also ranked third at the 14th VIFOTEC National Technical Innovation Competition (2016-2017), was recognized by Petro Vietnam as a special-grade initiative in 2016, and brought in economic benefits of 9.2 million USD.

The second initiative that helped Cuu Long JOC continue to achieve high results at the 16th VIFOTEC National Technical Innovation Competition (2020-2021), and was also recognized by Petro Vietnam as a Special Group-level Initiative, is the initiative "Reducing friction force of cables and production pipes for blasting the STT-3PST well with complex structure".

The economic benefits generated by this initiative amount to approximately $5.5 million. In addition to the significant economic value added, the initiative also allows for the exploitation of the entire reservoir area of ​​well STT-3PST, making a crucial contribution to information gathering, mine management, and supplementing the overall mine development plan in the future.

In parallel with the PVEP/Petro Vietnam initiative, Cuu Long JOC has recently been actively participating in the "1 Million Initiatives" campaign of the Vietnam General Confederation of Labor. An estimated 40-50 initiatives have been proposed and submitted, and these initiatives have been and are being applied in production, improving the lives and working environment of employees, enhancing operational efficiency, and benefiting the company, its partners, Petro Vietnam, and Vietnam as a whole.

To achieve outstanding results in creative work recently, the Cuu Long JOC team, especially the enthusiastic young staff, have continuously sought and learned to optimize exploitation technology, apply advanced technology in drilling construction, and boldly apply new technologies to successfully optimize scheduled downtime for repair, maintenance, and certification.

The entire staff and employees of Cuu Long JOC have always worked together in unity, daring to think and act, proactively innovating to overcome difficulties, helping Cuu Long JOC successfully complete its production tasks, crude oil exploitation plan, and financial plan assigned by the Corporation/Group.

Mr. Le Dac Hoa, General Director of Cuu Long JOC, affirmed that science and technology is an important driving force for development. Therefore, in addition to promoting the development of science and technology within the company, it is necessary to continuously expand and disseminate good and widely applicable science and technology so that its effectiveness is multiplied, not only within one company but throughout the entire oil and gas industry.

To promote the technical innovation and improvement movement in the coming years, Cuu Long JOC will create better conditions for young people to participate in this movement; in addition, it will emphasize the role and responsibility of the heads of each department, proactively thinking creatively and proposing ideas and solutions throughout the company.

The ultimate goal of initiatives and solutions must be to apply them to production practices, improving the quality and efficiency of operations, with priority given to groups researching and implementing high-tech solutions and smart technologies linked to technical improvements and cost reduction.

In the coming period, Cuu Long JOC will continue to innovate in its assessment and review methods, aiming to encourage, motivate, and inspire creativity, valuing even the simplest ideas so that innovation and invention activities truly become an important driving force for the sustainable development of Cuu Long JOC.
