Recently, the draft Circular guiding the functions, tasks and powers of the Department of Education and Training under the Provincial People's Committee; the field of education and training of the specialized department under the Commune People's Committee also added two new tasks for the commune chairman: deciding to recognize, appoint, re-appoint, extend the working period to retirement age; dismiss, stop holding a position, second, change job position; reward and discipline for the heads and deputy heads of public educational institutions under the scope of management; Decide to establish a school council; recognize, appoint, dismiss the chairman of the school council; add and replace members of the school council at public educational institutions.

Delegating more power to the commune level is a necessary step to perfect the decentralization mechanism in education management, contributing to improving the effectiveness and efficiency of policy implementation at the grassroots level. This model not only helps reduce the workload for the Department of Education and Training but also promotes proactiveness, creativity, efficiency and practicality in management in accordance with the requirements of local socio -economic development; creating conditions for schools to improve the quality of teaching and learning, better meeting the needs of students.

The authority and responsibility of the commune level is greater, requiring the leader to have sufficient qualities, capacity and courage; especially requiring the staff to have solid professional qualifications and capacity. Not only must they have a firm grasp of the provisions of the Education Law and specialized documents to ensure that management work is carried out in accordance with procedures and avoid overlap between localities, the staff must also be closely linked to the grassroots to truly be the core force to help organize and operate the local education system in a systematic and effective manner.

However, after the merger, although the number of specialized staff has been increased and the commune level has established specific departments, in general, many of the commune-level staff have not been properly trained in the field of education. Therefore, the implementation of new tasks will inevitably be confusing and inaccurate, leading to a lack of consistency in management between communes, especially in matters requiring deep expertise such as recognizing principals, extending working time or disciplining cadres.

In particular, in the early days of this transition, the commune level must exercise many new powers at a sensitive time for the sector, with a large amount of work such as enrollment, recruitment, and preparation for the new school year, so the advisory capacity of the commune staff is even more important.

In order for the commune level to get on track quickly and best implement assigned authority, in the immediate future, the Department of Education and Training needs to actively promote the application of technology and strengthen timely professional guidance; establish a coordination and supervision mechanism between the Commune People's Committee and educational institutions to ensure quality and effective management.

In particular, it is necessary to enhance the training of legal knowledge, administrative skills and understanding of educational expertise for assigned staff. This is the core solution to organize and operate the basic education system systematically and effectively, promptly meeting the needs of parents, students and local communities.
