Awarding the Decision to appoint Permanent Deputy Minister of Home Affairs

(Chinhphu.vn) - On the afternoon of September 30, at the Government Headquarters, authorized by the Prime Minister, Comrade Bui Thanh Son, Member of the Party Central Committee, Deputy Prime Minister, presented the Prime Minister's decision to receive and appoint Comrade Do Thanh Binh, Member of the Party Central Committee, Secretary of the Can Tho City Party Committee, to hold the position of Permanent Deputy Minister of Home Affairs.

Speaking at the ceremony, Deputy Prime Minister Bui Thanh Son congratulated comrade Do Thanh Binh on being trusted by the Party and State to take on the important responsibility at the Ministry of Home Affairs in the context of much work to be done after the revolution of "reorganizing the country" and operating a two-level local government.

Comrade Do Thanh Binh is a leader who grew up from the grassroots, has strong political will, professional qualifications, capacity, and received local training.

Comrade Do Thanh Binh has nearly 40 years of working experience, having held many important leadership positions in Kien Giang province before being assigned by the Politburo to hold the position of Secretary of the Can Tho City Party Committee for the 2020-2025 term in January 2025.

Through practical work, comrade Do Thanh Binh has affirmed his leadership and management capacity, close and decisive; high sense of responsibility; pure moral qualities; innovative and creative thinking; constantly striving to strive and excellently complete assigned tasks.

On behalf of the Government, the Prime Minister, Deputy Prime Minister Bui Thanh Son acknowledged and commended the positive contributions of Comrade Do Thanh Binh during his time holding key leadership positions in Kien Giang province and as Secretary of the Can Tho City Party Committee - a locality with an important position in the Mekong Delta. Especially, after the period of rearranging administrative units and organizing two-level local governments.

The assignment to the position of Permanent Deputy Minister of the Ministry of Home Affairs demonstrates the great trust and expectation of the Party and State for comrade Do Thanh Binh; at the same time, it is a very necessary mobilization and strengthening of leadership staff for the Ministry of Home Affairs in the context that we are continuing to consolidate and enhance the achievements of the revolution of streamlining the apparatus to operate effectively, efficiently and effectively.

The Deputy Prime Minister emphasized that the Ministry of Home Affairs and the Home Affairs sector have a particularly important role and position, as strategic, key, and core advisory bodies of the Party and the Government in building the organizational apparatus, building the contingent of cadres and civil servants, and taking care of the social security system.

At the 80th anniversary of the Home Affairs sector, General Secretary To Lam emphasized the strong marks of the Ministry of Home Affairs in its role as an advisor and organizer of the revolution in organizational apparatus and establishment of two-level local government; and affirmed that the Home Affairs sector is a force that directly contributes to building national governance and taking care of social security.

The current situation is posing heavier tasks and missions for the Ministry of Home Affairs and the Home Affairs sector. Therefore, the Deputy Prime Minister requested Comrade Do Thanh Binh to quickly approach and catch up with the work, focus on leading and directing the implementation of key and focused tasks; together with the Ministry's leadership, strengthen solidarity, synergy, close coordination, promote the spirit of democracy, discipline, strength and collective intelligence.

Emphasizing that the Revolution in organizational apparatus is a great breakthrough, opening a new period and new development space for the country. To continue consolidating and promoting the achievements of the revolution, the Deputy Prime Minister requested the Ministry of Home Affairs to immediately start building a smooth, synchronous, and effective operating mechanism for the two-level government apparatus to better serve the people and businesses, and not to disrupt public administrative services; continue to review and evaluate the operation of the apparatus deployed at both the local government level and the organization within the Central agencies, especially in terms of organizational apparatus, decentralization, and delegation of powers.

The Ministry of Home Affairs needs to focus on administrative reform, pioneer in digital transformation, and build a national database on cadres, civil servants, and public employees. According to the Deputy Prime Minister, the prerequisite is that public administrative services must operate smoothly on a digital platform, serving people and businesses effectively.

Focus on perfecting the institutions of public administration and civil servants. In particular, the organizational structure must be "compact" but the staff must be elite.

The Ministry of Home Affairs needs to focus on building a multi-layered, flexible and modern social security system; effectively implementing social security policies, caring for people with meritorious services and vulnerable groups; developing a dynamic, highly qualified labor market, improving labor productivity, and meeting the country's development requirements.

Along with that, deeply innovate the work of emulation and rewards, build movements to create motivation, inspire competition and patriotism, arouse the desire for development and dedication of the entire nation. Reward correctly, accurately and promptly.

Besides, it is necessary to promote communication work, replicate advanced models, good people, good deeds, and unleash strong inspiration for the whole society.

The Deputy Prime Minister believes that Comrade Do Thanh Binh will continue to promote his mettle, intelligence, experience and steadfast political qualities, together with the collective leadership of the Ministry of Home Affairs, the team of cadres, civil servants, public employees and workers of the Ministry of Home Affairs, inheriting the 80-year tradition of construction and development, constantly striving, overcoming difficulties, overcoming all challenges, excellently completing assigned tasks, contributing to building a clean, honest, effective and efficient administration for the people, for the common development of the country in the new era of development.

In his acceptance speech, Permanent Deputy Minister of Home Affairs Do Thanh Binh expressed his deep gratitude to the Politburo, the Secretariat, the Government Party Committee, and the Prime Minister for trusting and giving him the opportunity to contribute to the development of the Ministry of Home Affairs and the Home Affairs sector, with its 80-year tradition of construction and development.
