On the afternoon of August 1, at the Presidential Palace, President Luong Cuong, Politburo member, Chairman of the National Defense and Security Council, Commander-in-Chief of the People's Armed Forces, chaired the ceremony to announce and present the Decision to promote the rank of Senior Lieutenant General to officers of the People's Army (QĐND); and to promote the rank of Senior Lieutenant General to officers of the People's Public Security (CAND).
Attending the ceremony were: General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; General Luong Tam Quang, Politburo member, Minister of Public Security ; Le Hoai Trung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army; Mai Van Chinh, Party Central Committee member, Deputy Prime Minister; leaders of central departments, ministries and branches.

At the ceremony, authorized by the President, Comrade Pham Thanh Ha, Deputy Head of the Office of the President, announced the President's Decision to promote from Lieutenant General to Senior Lieutenant General the rank of Comrade To An Xo, Assistant to the General Secretary, in charge of the Office of the General Secretary; to promote from Lieutenant General to Senior Lieutenant General the ranks of Comrades: Thai Dai Ngoc, Member of the Party Central Committee, Deputy Chief of the General Staff of the Vietnam People's Army; Truong Thien To, Deputy Director of the General Department of Politics of the Vietnam People's Army; Pham Truong Son, Deputy Chief of the General Staff of the Vietnam People's Army.

Presenting the decision and speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong warmly congratulated the comrades on their promotion to the rank of Senior Lieutenant General; affirming that this is the recognition and high appreciation of the Party, State and people for their dedication and contributions to the cause of building and defending the Fatherland; especially the event comes at a time when the entire Party, people and army are competing to achieve achievements to celebrate the 80th anniversary of the August Revolution, National Day September 2 and the 80th anniversary of the tradition of the People's Public Security Forces.
The President emphasized that this is a recognition and appreciation of the comrades' learning process, efforts and dedication, and at the same time demonstrates the trust of the Party and the State; of the Central Military Commission, of the Central Public Security Party Committee in the comrades; and is also an honor and pride for the comrades themselves and their families; and of the people's armed forces. The comrades who were promoted to the rank of Lieutenant General to Senior Lieutenant General are excellent cadres of the Party, the State, and the people's armed forces, all of whom have received basic and systematic training; have been tested through many positions; are dedicated and strive to complete their tasks well and excellently. During the term, all 4 comrades have completed their tasks well and excellently, some have completed their tasks exceptionally well.

To fulfill the tasks in the coming time, the President asked comrades to continue to enhance their sense of responsibility, promote the glorious tradition of the heroic Vietnam People's Army and Vietnam People's Public Security; be absolutely loyal to the Party, the Fatherland and the people, constantly study, practice, cultivate, and strive to preserve revolutionary ethics and steadfast political will.
The President requested that the comrades who were promoted to the rank of Senior Lieutenant General should continue to work with the Central Military Commission, the Central Public Security Party Committee, the leaders of the General Department of Politics of the Vietnam People's Army, the General Staff of the Vietnam People's Army, and the Central Party Office to maintain and promote the achieved results; always be worthy of Uncle Ho's teachings on the ethics of a general: Wisdom, Courage, Humanity, Trust, Integrity, Loyalty; continue to contribute to maintaining political and social stability and a peaceful environment for national construction and development.
